The Board received a letter from the Planning Commission requesting that legal opinion be obtained from the
Prosecuting Attorney or the Attorney General, i.e. "To what degree do recent court proceedings in Cla11arn
County regarding the 'Appearance of Fairness Doctrine' affect the membership or functioning of the Jefferson
County Planning Commission and similar advisory bodies?". The subject was discussed with the Prosecuting
Attorney, however, no direct opinion was given.

Request from State Law & Justice Planning Office regarding Waiver of LEM Funds. The Board will consult
with Sheriff Hansen before taking action.

10:00a.m. Meeting called to order by Chairman Walter A. Kelly with all Members present.

Mrs. Mary Barnard, resident, Cape GeorQEl Colony, presonted a petition with 58 signatures from Cape
George Colony p'rop"rty ownors, protesting the explosions, shock waves, nOise pollution and damage to their
persons and homes caused by Northwest Technical Industries of Diamond Point, Clallam County. They request
this Board to intercede in their behalf for the curtailment of the explosions. She explained that the
explosions do not ocour all the time, only when the company receives a contraot for a oerta in type of pro'"
oessing, howevar, when they do ocour, the shook waves are violent, shaking their homes, rattling their
windows and Jarring them personally. It also has a creat de-valuating affeot on the property. The Board
agrees to contact Clallam County and to invastigate the sl,tul1tlon.

Hearing for S. M. Permit for Western Oyster Gompony soheduled for this date, postponed due to a complaint
ag2iinst the proposed oonstruotion bein<J filled wah the Shoreline Management Advisory Committee. Heari:lg
will be re-scheduled after the grievance is .tnvl?Istigatod by the Committee.
Motion by Commissioner O'Meara, second by Commissioner Brown to approve the minutes of March 11th.
