Bob Hays appeared re: Appointment for the Hood Canal Advisory Committee. Said he had asked Mr. Karl Randolph if he would be willing to serve as a member of the committee and he answered affirmatively. Motion by Commissioner O'Meara, second by Commissioner Brown to appoint Karl Randolph as member of the Hood Canal Advisory Committee to replace Mr. Herb Beck who no longer desires the appointment. New appointment is to be in effect upon receipt of reSignation from Mr. Beck. Unanimous. Mr. Hanford Choate and Mr. Austin Frazier, Developers, Pleasant Tides, appeared re: Application for Shoreline Management Permit for the construction of a community beach access and boat ramp. Planning Di- reator Cunningham submitted a proposed project report recommending approval subject t.o the following conditions: 1. Signs shall be placed within 200' of the boat launch which (a) prohibit parking of automobiles or boat- trailers, and (b) prohibit use of the launch to other than community club residents. Such signing shall be approved by the County Engineer. 2. Construction of the ramp shall be under the supervision of a licensed profeSSional engineer. The design shall be approved by the Jefferson County Engineer. 3. Material removed from the launch excavation shall be disposed of well away from the shoreline area. They also recommend that" from the data contained within the application, and from the Committees' knowledge of the proposed project, an Environmental Impact Statement need not be prepared". Letter was also presented from the Health Department stating" an acceptable means of sewage disposal must be provided by the developer to be available and convenient to serve the public utilizing the boat launch area" . Chairman Kelly submitted two letters of protest previously received from Mr. C.C. Collins, objecting due to the possible congestion of traffic and noise., and Mr. Kelly said he is opposed to the construction"f a boat launch in that aroa becauae of the predominate north winds, and lack of tum-a-round and parking area. Commissioner O'Meara stated that all of the property owners within the plat should be given the chance to say whether or not they want the beach access and boat launch. Board advised the final determination will be delayed until the property owners havo expressed their opinion, and the parking area, turn-a-round and sanitary facilities are resolved. Planning Director ~ unnililgham will draw up a questionnaire, with site plan, for mailout to the property owners. 89 I I Mr. Melvin Kivley appeared re: Kivley's AddItion to Hadlock Plat. He stated that to anable the construction of larger homes on each lot, the Health Department is requiring a minimum of 12,500 oq. ft. per lot (state proposal) instead of 9,000 previously required. Mr. KIvley asks permission to enlarge the lots to 14,000 sq. ft. and to re-submit the prev!.oualy approved prellmlnary plat. Pll1nninq Director Cunningham said that since MI'. Kivley is increasing, not deoreasing the size of the lots, and there will be no change in the rOtlds, wouldn't be necessary to submit another preliminary plan. Boord concurs that I'e-submission of thE! preliminary plat is not reqUired and advised Mr. Kivloy to work through tho Planning Commission for apPl'oval of the proposed changes. . Mr. Charles Myers, ChaIrman, ChIma cum School Board, and Mr. John Ireland, SupGrintendent of School Dist. #49, came before the Board to advise that they are checking into the legal ityand the feMibUity of fll1ng an injunctIon to delay finalization of the Trident Environmental Impact Stutement until tho move from Bangor to
