Indian Island can be included in the Trident Impact Statement. Their major objective is to assure adequate
funding for Jefferson County should there be a "need for school expansion and/or road construction. They
request financial assistance from the county to defray filing costs. Commissioner Brown stated the Board
agrees that the county should be included in the final Trident Impact Statement, however, the matter will have
to be discussed with Prosecuting Attorney Daly. He requests Mr. Myers to continue checking and to advise
of their findings.
Motion by Commissioner Brown, second by Commissioner O'Meara to approve the minutes of last meeting.
Unanimous.
Planning Director Cunningham submitted proposed project reports relating to applications for Shoreline Mana-
gement Permits and the recommendations of the Shoreline Advisory Committee thereof for the follOWing:
(1) Pope & Talbot Development, Inc., proposed extension of sewer line. Recommended permit be granted
subject to the following conditions;
(a) Project shall be constructed under the supervision of a lecensed profeSSional engineer. (b) Pro-
ject shall be constructed to applicable requirements and standards of the Washington State Department of
Social & Health Services, the State Department of Ecology, and the Olympic Health District. Note: An Enviro-
mental Impact Statement need not be prepared.
Motion by Commissioner O'Meara, second by Commissioner Brown to approve as per recommendation of the
Advisory Committee. Unanimous.
(2) Western Oyster Company proposed installation of mooring bouys with cultching floats in 36 acres of
subtidal land for the purpose of raising oyster seed. Recommended permit be granted subject to the following
condition;
(a) A 100 ft. right of ingress and ogress shall be provided across A. L. 8769 in alignment with a
similar access area provided for within the confines of A.L. 8880. Note: An Environmental Impact Statement
need not be prepared.
Motion by Commissioner O'Meara, second by Commissioner Brown to approve as per recommendation of
the Advisory Committee. Unanimous.
(3) Department of Natural Resources, proposed forest road access and bridge construction. Recommended
permit 'be granted subj;ect to the follOWing conditions;
(a) The proposed ballast pit will be worked from a south, southwest face away from the riverbank.
A protection beam will be left in construction stages towards the river. Extreme care will be used to prevent
overburden and siltation from entering the river. Any seepage or drainage w ill be diverted aVlay from the pit
during construction. (b) Waste disposal areas shall be revegetated upon completion of project. (c) Upon
removal of temporary bridges, the site must be restored to as near as natural condition as _ possible.
(d) Permanent bridge location will furnish a single span structure, well protected and designed to allow possible
flood waters and debris to pass without difficulty. Note: An Environmental Impact Statement need not be pre-
pared.
Motion by Commissioner Brown, second by Commissioner O'Meara to approve as per recommendation of the
Advisory CommIttee. Unanimous.
Mr. Cunningham also discussed his letter of response to Draft Environmental Impact Statement regarding Pro-
posed U. S. Coast Guard Radar Installation at Point Wilson. Included in the letter were three recommendations,
one of which suggests moving the proposed location of the tower 1000' - 1500' to the west, to avoid the
possibility of detracting the aesthetic value of nearby residences. Motion by Commissioner Brown, second by
Commissioner O'Meara to forward the response to the Thirteenth Naval District, Seattle. Unanimous.
Letter of reSignation was received from Mrs. Doris Carlsen, Water Commissioner for Water District No.1,
Paradise Bay, effective April 1 , 1974. Mrs. Carlsen is moving to Seattle. Motion by Commis sioner Brown,
second by Commissioner O'Meara to accept ;her resignation. Unanimous. Letter will be sent to tho Water
District requesting a recommendation for replacel1lent.
The Board Signed Call for Bids for the furnishing of one tractor bulldozer, previously c:pproved during the last
session and advertised for the first time on March 28,1974. Bids are to be opened and read on April 8th.
The Board approved and signed Call for Bids for the furnishing of one automobile, to opened and read April 15th .

mile of the Dabob-Coyle Road by relocating, grading and draining,
