The Board discussed proposed resolution for County Road Project No. 378, to improve 1.3 miles of the East
Marrowstone Road. Signing of the resolution will be postponed until the matter is discussed with Engineer
Becker.
Twenty-six copies of a form letter and a letter from the Brinnon Booster Club were received requesting the
county to apply for flood fund assistance for damage caused by last winters flooding. Planning Director
Cunningham contacted Mr. Tom Prior, Director Washington State Department of Emergency Services, and was
advised of the following: Before state or federal funds can be allocated toward local disater relief, the damage
must be assecsed, and if the county cannot provide relief, the Scald of Commissioners should declare Jeff-
erson County an official disaster area and request assistance from the state. Mr. Cunningham will draft
a form letter to be sent to all persons who sent a letter of request, asking them to evaluate their property loss
and submit their estimate to the Board for determination of the county's eligibility for disaster classification.
Mr. Cunninghnm suggests that the county form a Field Investigating Team comprising of the Director of Emer-
gency Services, County Engineer, Sanitarian, Assessor, and the Planning Director.
Planning Director Cunningham submitted a plat report for Sea iI's Condominium, including recommendations from
the Health, Engineering, and Planning Departments and the Planning Commission. Motion by Commissioner
Brown, second by Commissioner O'Meara to set the hearing date for Apr1l22nd. at !0:30a.m. Unanimous.
Norris Short, Chairman, Planning Commission, Mrs. Melisa Goehring and Mrs. Marsha lay appoared re:
Appointment of Member to the Planning Commission. The Planning Commission sent a letter recommending
the following persons be given consideration for appointment to fill the position vacated by Mr. Joe
Dunlap: William Pittis, Nordland; Marsha Jay, Chimacum; Sonny Peterson, Oak BaylMats Mats; Roland
Calkins, Port Ludlow; and Edward Wainwright, Cape George Colony. Letters of recommendation were also
received in behalf of Sonny Peterson, from Eva Taylor, and Edward Wainwright, from residents of Cape
George and Mr. Horace Barnard. Commissioner 0' Meara said that all areas of the county are represented on the
Commission e~cept for Cape George. Mr. Short recommends that a YOlJng woman be appointed to the Commiss-
ion, as there is only one woman member at the present time, and they could also benefit by having the views
of the younger generation. Commissioner Brown will discuss Mr. Short's proposal with the residents of the
Cape George Colony area. Motion by Commissioner 0' Meara, second by Commissioner Brown to table the
appointment until next Monday. Unanimous.
Mr. Francis Hitchcock, Director, Bayshore Enterprises, submitted Amendment No.2 and Donation Agreement
for execution by the Board, by and between the Department of Social and Heal th Services nnd Jefferson
County, for funding of Bayshore from AprU 1,1974, through lune 30,1974. Pro,lect1on for the three month
period - $222.60, from the County; $700.00 from the State; and $2,767.80 from the Federal Government,
for a total amount of $3,690.40. Motion by Commissioner Brown, second by Commissioner O'Meara, to approve
and sign both Agreements. Unanimous.
Mr. Palmer McCarter, County Extension Agent, appeared regarding the new charges by the Postel Department
for his office space. He submitted a "month-to-'month" lease from the U. S. Postal Service for acceptance
and execution by the Board, and five letters from other businesses 111 town, advising of the amounts of their
rental costs. Lease from the Postal Department would be effective as ofJuly 1,1974, for the amount of
$204.67 per month, including heat, electricity, water, window washing, toil supplies, janitor service and
supplies, and lamp replacement. All information was taken under advisement for later determination by the
Board.
A letter was received from Mr. George Randolph, Manager, Port of Port Townsend, offering the boat launching
facilities at Hadlc,c~, Mats Mats and Gardiner to the county. The Board declined the offer due to the cost
of upkeep and maintenance that would be required.
Corps. of Engineers Public Notice No. 071-0YB-I-1945, Charles W. Gunstone, Jr., for the construction of a
piElr and driving of mooring pUes to provide moorage for commercial clam boat was referred to the Planning
Department and the Shoreline Management Advisory Committee for recommendations.
