(2) Response to the State Highway Commission re: Emergency Work in ShoreHne Manaflement Areas.
Letter will be sent granting exemption for "Emergency construction necesaary to protect property from damage
by the elements" .
(3) Copy of letter to the Naval Facilities Engineering Command 1'0: 071-0'1'B-1-000416, Sanitary Sewage
Outfall, Indian Island. Suggests meeting with the Navy and the DIOE to review the tideland ownership matter
to resolve project requirements.
(4) Copy of letter to Phillip M. Best, Attorney re: Administrative status of proposed "Seaire and Condo.
miniums" .
(5) Planning Director Cunningham advised of meetings to be held by the DNR regarding Hydraulics P'roject
Review; and meetings to be held by his Department and the Shorelina Manegement Advisory Committee over the
next two weeks for completion of the Shoreline Master Program.
(6) Cunningham also advised that S. M. Permit issued to Pope & Talbot Developelm&nt Inc., for the ex-
tension of the sewer line will have to be re-issued, due to it being acted upon pri:or to the end of the 30 day pro- .
test period.
(7) Cunningham discussed the "Needs Assessment", received from the Office of Community Development
and recommends that CDPP Questionn.:".ire regarding the Community Survey for the Needs of Childnm and Families
be referred to the C .A.C. Board concurs.

Prosecuting Attorney Daly, Cunningham and the Board discussed the importance of Jefferson County being a com-
ponent part of the Trident Impact Statement, to be cognizant of the predicted population growth of the county, to
determine what, if any, problems may arise in regard to water supply, schools, etc. Cunningham w111 draft a
letter to the Navy explalnlnq the county's desire and need for inclusion in the impact statement.

Signation and to send a letter of appreciation for his service to the county. Unanimous.
A request was also received from Fidelity & Deposit, Bonding & Insurance Company for authorization to
cancel the bonds for all three reSigned Drainage District Commissioners. Whereas re-ap!,ointment of the
Commissioners is under the jurisdiction of the Supreme Court Judge, the correspondence will be refen"ed to him.

Execution of Agreement re: Bayshore Enterprises. Motion by Commissioner 0' Meara, second by Commissioner
Brown to approve and sign Aglll'ement to provide services for the mentally retarded adults, and Resolution No.
19-74, for payment of services, as follows:
RESOLUTION NO. 19-74
WHEREAS, the BOARD OF COMMISSIONER, JEFFERSON COUNTY, WASHINGTON, a Municipal Division
of the State of Washington, and Bayshore Enterprises,' Inc., a Washington non-profit corporation, has entered

into agreement for the furnishing of special services for the Mentally Retarded Adult residents of Jefferson
County, and
WHEREAS. it is necessary for the county to provide funding to ensure fulfillment of these services re-
lative to advancement of the functioning of the developmentally disabled.
THEREFORE. BE IT RESOLVED, by the BOARD OF JEFFERSON COUNTY COMMrSSIONERS, that the Treasurer
be, and hereby she is authorized, empowered and directed to transfer the amount of C 5 ,000.00 from the Revenue

Sharing Fund into the Mental Health Mental Retardation Fund for and in consideration of payment by the County
to Bayshore Enterprises, Inc.
APPROVED and ADOPTED this .l5th day of April, 1974.
