Board's decision to take testimony for and against the proposed development from persons attending.
Planning Director Cunningham gave the presentation and with the aid of maps and slides designated the
area of the proposed condominium locations, well site, treatment plant and outfall, and the ground slide area.
The main topic of discussion was the Qeologic instability of the property. Said the Geologist from the DNR had
inspected the property and in his opinion, believes the sllde area to be more rotational and deeper than was de-
termined by the Soil Eng~neer hired by the Developer. However, he agrees that it can be stabilized by horizontal
and pOSSibly vertical de-watering wells, as well as a buttress along the toe of the slide area.
DEPARTMENT RECOMMENDATIONS:
Planning Department-Even though they are in agreement in regard to stabilization and construction
area llmitations, the Planning Department recommends denial of the preliminary plat until the ground is stabilized.
Health Department-Recommends denial until the questions regarding earth stabilization and sewage
disposal have been resolved by a detailed impact statement, as per DSHS recommendation.
Engineering Department-Approval be granted subj ect to the following conditions: (:J).
Planning Commission-Approval be granted subject to conditions estabUshed by the Health and
Engineers Departments and thirteen conditions established by their Commission: (13)
Norris Short, speaking for the Planning Commission, stated that due to the property being previously
platted and approved and the vacation of which has never been accepted by the Board of Commisslonerl1, they
feel it would be more advantageous to the county to have a development as Sea1re proposes, provided they com-
ply with all of the conditions for approval. Also, a thorough environmental assessment has been made and it is ,
not necessary for the county to produce an impact statement. If the DSHS requires an impact statem~nt, it
should be compiled by the State Department.
Discussion followed pro and con regarding the possibilities of stabillzing the area.
The Board requests further investigation of the Planning Commissions recommendations no's. 1,6, and 13 before
action is taken on the preliminary plat.
Motion by Commissioner O'Meara, second by Commissioner Brown to delay any further action until a later
date. UnanUnous.
Also appearing for the hearing were: Maraget Hicks, Esther Stephanus, Bernadene V. Parkko, Norman
Parkko and Randall Hicks.
The Board and Mr. Short discussed Mrs. Fa1.:iola Aquirre's request for a building permit variance, to allow the
construction of a home, well and drainfield on less than 20,000 sq. ft. of property, as reqUired in Ordinance
1-69. Mr. Short stated that when the county issues a building permit, the property owner should be assured that
they can build on it without the threat of sewage pollution, and on an area less than 20,000, the threat exists.
Planning Director Cunningham presented a letter advising of a Shoreline violation by Cape George Colony. He
stated that apparently they willfuliy intended the violation as he had notified th,em previously that the project
required a Shoreline Permit. The Board requests that a letter be written to the p-arties involved, either by the
Prosecuting Attorney or under his authorization informing them that future such action 'Nill bring appropriate
legal action.
The remaining correspondence was reviewed withou comment, as follows:

The Board approved and oigned Call for Bids for the improvement of O. n mile of the Doaewallipa Road ,County
Road No. 70, to be opened and read May 13th.
The Board approved and signed Resolution No. 20-74, to relocate and oonstruct 0.72 mile of tho Dosewallips
Road, County Road No. 70, as follows:
