Motion by Commissioner O'Meara, second by Commissioner Brown to delay bid award until a commitment is received from the two top bidders as to when they will remove the timber, due to there being no time limit specified in thd Bid Call. Johnston ~nd Mr. John Spade, both fl'om the Employment Security Commission appe~wed regarding, "The Comprehensive Employment and Training Act of 1973 (CETA). Mr. Johnston presented broohmos covering the Aot, Questions & AnswerlS, and the Federal Rl!Jgia'ter, and explained the six seotions, or 'l'itlE)s of the Act, as follows: Title I, Comprehensive Manpower Servioe8 - cateqorlzed training pro.grams formerly funded to state agencies or oommunity action agencies: Title II, Public Employment Programs - to provide unemployed and underem.ployed persons with jobs pro- viding needed publio servioes: Title III, Speoial Federal Responsibilities - special programs for miqrants, Indiana: Title IV, Job Corps - continuation of programs formorly under the Manpower D&velopment Training Act: Title V, National Commission for Manpower Polioy N sets up National Committee as overseer for carrying out the entire Aot; Title VI, General Provisions - legal portion of the rlCt. He stated their main concern right now is with TitleD J and II, with Title II coml,ng into being first, due to funds being appropriated for fiscal 1974 (June) for publio omploy'ment.
