Planning Director Cunningham advised that Jefferson County is going to be the bsneficiary of two 701 Planning
Grants - one for 2,500 and the otr.er for 112,000, to be divided between Kitsap, Mason and Jefferson counties
f or preparing a land use study and Trident related impacts. The Board requests a separate contract for Jefferson
County to insure a more complete coverage of the county.
Ted Skipper sent a letter requesting the opening of the alley in Block 5, Port Hadlock Plat, either by the cI')unty,
or if permitted, by clearing it himselfl. The Board will check further before making a determination.
Mr. Lyle Fink submitted an application for the sale of county real estate described as Lots 4 and 5, Block 4,
Pinks Addition to Port Townsend, and included 10% of his bid in ca sh. The application will be proces sed and
the value of the property checked through the Assessor's Office.
Cost estimates for SCAN telephone systems were received from '.vsACO, along with a request that a coordinator
be designated. Chairman Kelly signed confirmation of the county's desire for installation and Auditor Betty
Temple was appointed as coordinator.
Engineer Becker discussed the proposed buying of a right of way from Bcbare on Black Point. He stated that he
has offered Mr. Babare $ 1,000 an acre for 9.76 ,3cres. Mr. Babare is asking $ 1,500 per Cl,cre plus the timber
situated on the property. The matter will be investigated thoroughly before any action is taken.
Engineer Becker advised that road matters in Pleasant Tides Plat between Miller and Choate has been settled,
however, it is necessary for the county to release Miller of the road bond to enable Choate to complete the
roads. Mr. Choate offers to submit a certified letter of credit for the amount of $20,000 to replace the bond.
Motion by Commissioner Brown, second by Commissioner O'Meara to approve. Unanimous.
The Board approved application for Soldiers; and Sailors' Relief for Ronald M. Ol.eary, for the amount, of $240.
The remaining correspondence was reviewed withou comment, as follows:
Copy of letter to Lyle Kussman, Seaire Plat, from the Department of Social and Health Services re: Sewage
Outfall for Seaire Condominium.
Letter from Governor Evans re: Keystone Ferry.
Three notices from the State Liquor Board: (1.) Rar,dolph Holland Barrett, Discovery Bay Lodge - Continued
operations through June 30,1974. (2) Melvin Babe Herod, Dosewallips Grocery - Reapplication for class EF
license. (3) License transfer from Byron Hamlet and Geraldine Rude, Ag nes A. Campbell and Donald R.
Campbell, d/b/al Geoduck Tavel', Brinnon, to Donald Robert Campbell.
Notice from the Department of Revenue re: Revenue Distribution.
Letter from ClaHam County Public Utility District re: Conversion to bi-monthly billing schedule.
Minutes of Intermediate School District No. 114 Board of Directors meeting of April 18th .
Letter from Norma Clique re: Barrier on Anderson Lake Road.
Mr. Fred Houghton and Mr. William Pitt is attended today's meeting.
There being no further business before the Board, the meeting was adjoumed.

10:OOam Meeting called to order by Chairman Walter A. Kelly with all Members present.
lim Koepke appeared to apply for a job with the county as a maintenance man or a truck driver. He is present-
ly attending Peninsula College majoring in mechanics and will graduate in three weeks. He worked for CZ
for eight and 1/2 years and has operated heavy equipment. Board advised there are no jobs open at the present
time, but his application will be kept on file for later consideration.
Motion by Commissioner O'Meara, second by Commissioner Brown to approve minutes of May 6th,8th, and
13th. Unanimous.
Board received the Treasurer's Report certifYing the Statement of Receipts and Disbursements for the month of
April. Report was signed by the Board and the Auditor subject to out of balance tape att.lchod as per April B,
1974, showing a cash shortage of $122.56.
Planning Director Cunningham presented and outlined the follOWing SM applications for Board's approval or
denial:
(1) Department of Natural Resources, Gravel Extraction Project, Forks. Motion by Commis!'Jioner Brown,
second by Chairman Kelly, in the brief absence of Commissioner 0' Meara, to approve permit slJbj..ect 1;0 tho
follOWing conditions recommended by the SMAC: (4)
(2) Austin, Austin, and Musiel, Bulkhead Project, OlympiC Canal Tracts (3 permitG for one bulkhead).
Cunningham stated that Mr. Austin presented his case to the Advisory Committee as the Board suggs9ted, how-
ever, the fact remains that the bulkhead is encroaching on the tidelands in violation of the Shorolill6 Act and
therefore the Committee reaffirmed the original conditions of approval. Motion by Commillllionor O'Mearl'l,
second by Commissioner Brown to approve the permit subject to tho Committee's folowing recommendations: (2)
Chairman Kelly requests that the records show that he is opposed to the recommendations and 111 favor of lett-
ing the bulkhead remain at its present location.
A discussion was held regarding the feaSibility of obtllining a SCAN telephone flystem and the location of in-
stallation. Preciously the Audi\:or and the Sheriff expressed a desire to partioipate, howover, the ShorUf'
now withdraws his request due to the hIgh cost per month. Auditor Betty 'i'empla said there is a possibiHty
