Gael Stuart, Superintendent, School District # 50, and Larry Royce, Recreational Director, appeared to pre-
sent a report on the Eastern Jefferson County Recreational Program for school year 1973-74. The said the pro-
gram has been very successful in all ph;;ses. Mr. Royce said they have recently been contacted by the people
of Quilcene to help with their Youth Center, and the Recreational Department has agreed to aid them either
financially, with equipment, or whatever they need.
Planning Director Cunningham presented the folloWing business:
(1) Copy of full executed Third Party Contractiact No. CPA-WA-IO-19-l020-505 .0-4 ,between the Office
of Community Development, for the Planning & Community Affairs Agency. lefferson County and the City of
Port Townsend, authorizing grant funds for: (i) Comprehensive Water Supply Plan by Port Townsend; (11) Update
of Comprehensive Plan by Jefferson County;' and (111) Human Resources Inventory and Evaluation by Jefferson
County.
(2) Fully executed copy of Third Part Contract No. CPA-WA-IO-l9-1020-H-T, between the Office of
Community Development, for the Planning & Community Affairs Agency, and Kitsap, Mason and Jefferson
Counties I authorizing grant funds for the Housing St'..Idy.
(3) Sub-Contract (Agreement) between Jefferson County and Randall R. Tyler, Consultant, in accordance
with Third Part y Contract No. CPA-WA-IO-19-1020-H-T, and Resolution No. 25-74, for execution by the Board.
Motion by Commissioner O'Meara, second by Commissioner Brown to approve and sign. Consulting Agreement
Unanimous.
(4) Report on A-95 Review Projects:
(a) Protection Island Land Acquisition by the Department of Game. Question as to '\'\,'hich area of
land is involved. Cunningham will obtain more information.
(b) Feasibility Study for Emergency Medical Services System for ClaUam County Eastern Jefferson
County Hospital District. Commissioners request that leffer-son County be included in the proposed study.
Board concurs. Board requests Cunningham to check into the details for county's inclusion.
(5) Shoreline Management Permit Application - C. H. Gunstone. Discovery Bay, to construct pier and
drive mooring piles. S.M .A.C. recommends approval subject to the follOWing requirements:
(I) All Debris are to be deposited on land
(2) Piling used to be in accordance with The Department of Fisheries regulations
(3) Approval from D. N. R. on area below extreme low tide (permit now pending)
(4) Corps of Engineers permit approval
Motion by: Commissioner Brown, second by Commissioner O'Meara to approve S. M. P. subject to the
requirements recommended by the Advisory Committee. Unanimous.
(6) Recommended responses to U; S. Armv Corps "f-Engineers Public Notices:
(a) Seaire 'Condominium - sewage outfall line and related excavation. Developer has applied for
a S.M. Permit and it is c'urrentIy being processed by the Ccunty. (07l-0YB-I-002135
(b) 071-0YB-l-002135, Washington State Parks & Recreation Commission- Fort Worden Boat Launch.
S. M. Permit issued on June 12, 1972 (#19), however, they are now requesting revisions of said permit. which
are currently being considered by the Advisory Committee.
(c) 0 7l-0YB-l-002l05, John D. Andresen - con struction of concrete bulkhead for the protection
of single family residence. Motion by Commissioner O'Meara, second by Commissioner Brown to approve
exemption from permit system. Unanimous.
(7) Hearing for: Shoreline Master Program. Motion by Commissioner O'Mearu, second by Commissioner
Brown to re-schedule hearing from June 19th to July 9th. Unanimous.
(8) Hearing re: Subdivision Ordinance. Hearing date set for July 1st.
Norris Short, Chairman, County Planning Commission, appeared re: Courthouse security measures taken by
Judge Chamberlin. He advised that they were forbidden to use the Jury room for their last meeting. Prosecuting
Attorney Daly submitted a letter stating that JudgeChamberlin has no objection to the public use of the court-
room or the jury room, however, use of these rooms after 5:00p.m. will necessitate obtaining a key from the
Clerk and depOSiting it with the Sheriff;s office when leaving the courthouse.
Austin Frazer appeared re: Roads in Pleasant Tides Plat. Stated his main concern is the county's road
leading to the beach. He suggests the county should either d.ecrease the elevation of the dangerous knoll, or
re-route the road. The Board will inspect the road before making a determination.
Herbert Covert and Harold Forsyth, Commissioner, County Water District No.3, appeared to advise that the
Board will receive a copy of their Environmental Impact Statement after the 29th of this month.
Prosecuting Attorney Daly presented a copy of Summons No. 8407, and Complaint for Tax Refund, C. V.
Morrison and Mary Morrison vs lefferson County; Lloyd L. Hansen, Assessor, and Lillian lacobsen, Treasurer
Discussion was held between the Board, Mr. Daly and Mr. Hansen regardin{J the merits of the law suit and the
value of the propel1:y for taxation purposes. Three separate property values wers listed in the complaint, (i)
va lued at $33, 000 b~r the County Assessor; (ii) lowered by the Board of Equalization to $13,200, (iii)
va lue raised by the State Board of Appeals to $84,000. Mr. Daly stated that it is his judgement now, that
the State should be made a party to the litigation so that they may be ~reoented and be heard. Board concurs.
G. B. Chamberlin, Judge of the Superior Court, sent a letter requesting additional funds for his 1974 budget, due
to the increased number of jury cases the first half of this year. Motion by Commissioner Brown, second by
Commissioner O'Meara to approve budget extension and to have resolution drafted. Unanimous.
Letter of request from Port Commissioner, H. J. "Gus" Oeinck, for a meeting between the County Commissioners
Planner, Mayor and the Port Commission about every six weeks for Q wOI'k seseion. Board requests that a
letter be written asking them to set up a meeting, and stating that this Board will bl) glad to participate.
Request from Eastern Jeffer60n County Hospi::al District Commlasioners for redistricting of the hospital district
to conform with the present ocunty commmi!lsioners and Port distrlots for voting purposes, with the
exception of the Hoh and Queets precincts. Motion by Ccmll'lisaioner Brown, second by Commissioner 0' Meara
to instruct the Auditor to redistriot as per request. Unanirnous.
Request from Lummi Property Owners Assn., Ino. for the names and addrellsoa of non-Indian Illndowners within
the area. Board asks that letter be written adviSing them to contaot the Bureau of Indian Mfa Ira in western
Jefferson County.
