HomeMy WebLinkAbout1270 460 Commissioner's Proceedings Vol. P Jefferson County, Washington *--~:~- rfllc.K:_':~M.Uft"Ay.~..jA,.U:E --"'~J.O~'_~-- Mr. Lee Marcum, resident of Mats Mats Bay area, appeared I'e: Port Dock on Mats Mats Bay. He stated that the Port Commission has voted to remove the dock, and he and several others enjoy uSing it for fishing and have therefore signed a petition (57 signatures) for county takeover. He plans to present the petition to the Port Commission if the county finds that 1.t wouldn'g he feasible. There are nine pilings at the end of the dock , which have to be removed and Mr. Marcum has volunteered to take them out. The Board will discuss the matter with the Port Commission and inspect the t;io(:k befow making a final decision. . Motion by Commissioner O'Meara, second by Commissioner Brown to approve the minuteR of lune 10th and 17th. with corrections. Unanimous. I Planning Director CunnirtJham advised t!tat he received a letter from Clyde Wagar, Administrator, Olympic Memorial Hospital, regarding the Application for f'ederal Grant- Feasibility Study and Planning for Emergency Medical Services for Clallam and lefferson Counties. He assured that if awarded the grant, lefferson County will be included in the study. Engineer Becker submrtted the proposed Six Year Road Program from 1975 to 1980 for the Board's review. Motion by Commissioner Brow, second by Commissioner O'Meara to set the Hearing date for luly 1st. and 8th. Una:1imous. I Assessor Lloyd Hansen appeared with Mr. Seth and Mr. Floyd Moringstar re: Vacation of cul-de-sac in the Plat of Marshall-Williams Addition. Board stated that access rights for 12ft. easements will have to be obtain- ed and recorded from lots 17,18, & 19. Board will check the property. Prosecuting Attorney Daly and Assessor Hansen reappeared to discuss the C. V. Morrison case. Mr. Hansen stated that he can definitely defend his assessment of $33,000, but no lower; as he feels the beach area is usable by the owner. Prosecutor Dsly stated that Mr. Hansen's authority as County Assessor cannot be downgraded and therefore he recommends that Mr. Hansen seek competent legal counsel" Ilubmit ch:uges for said counsel for payment by the county, and he will see personally that an emergency resolutIon for the allocation of funds is drafted for execution by the Board of Commissioners. Mr. Daly also stated that the county is bound to expend additional attorney fees and costs of competent appraisers fees to disprove this contention. As County Attorney, Mr. Daly feels that he is bound to sustain the pOSition of the Board of Equalization. . Board received aletter from Frances D. Britt re: Access road to their property in Brinnon. Board requests that a copy of the letter be sent to Mr. William Almasi, adjacent property owner, and ask him if he is developing his property, and if so, to what extent? They also request that Mr. Almasi be advised that as of luly 1st. the State Short-Plat Ordinance goes into effect and property cannot be divided without filing a short p~at. The Board received copies of an Application for All-terrain Vehicle Funds and a resolution authorizing appli- cation, from the Interagency Committee for Ou.tdoor Recreation. The amount of ATV funds for fiscal year 1973 which the county is applying for is $1,270.26. Motion by Commtssioner O'Meara, second by Commi ssioner Brown for Chairman Kelly to Sign the Application for the ATV funds, and to approve and sign,.Resolution No. 34 -74, as follows. Unanimous. I RESOLUTION AUTHORIZING APPLICATION County of Tefferson, Washington Resolution Number ~4-74 A resolution authorizing applicatIon to the Interagency COlTlmittee fOf Olltaoor RecreatIon (lAC) for All-terrain Vehicle Funds for the planning, acquisition, development. and management of AT\! trails and areas as provided in the 1972 All-terrilin Vehicle Act. (RCW 46.09) . Whereas, the County of lated purposes and Jefferson has qualified to receive All-terrain Vehicle (ATV) Funds for ATV-re- Whereas, the County of Jefferson ATV users within its Jurisdiction; considers it in the best puvlic interest to provide for the need of I Now therefore be it resolved that the Board of County Commissioners of the County of _Iefferson,_ of the State of Washington, 1 ) Authorizes the Chairman to make application to the lAC for ATV Funds avaUable to it as its Fiscal Year 1973 apportionment, and be it further resolved: 2 ) I Tha t the ATV Funds received be used in accordance with the Guidelines for AT'! Funds established by the lAC for the purposes specified therein, and be it further relh')lved: 3) That this resolution be submitted to the lAC with tho necElssary ApplicatIon in order to facUitate the transfer of available ATV Funds from tho lAC to the ~'tl1l.cm...Q.Ql.':.ll.!L'!:r.eaBureL .
