I'
Motion by Commissioner O'Meara, second by Commissioner Borwn for the Engineer to check the totals of the
two low bids. Unanimous. After checking, Engineer Becker advised that totals are correct and in order and
recommends that Hilltop Const. be awarded the bid as low bidder. Motion by Commissioner O'Meara, second
by Commissioner Brown to award bid to Hilltop Const. for their bid of $74,057.10. Unanimous.

Engineer Becker compared bid proposals and advised that totals are cOITect as read. Motion by Commissioner
O'Meara, second by Commissioner Brown to award bid to Stusser for $8,400.50 plus tax, to be delivered in
two weeks. Unanimous.

Motion by Commissioner Brown, second by Commissioner O'Meara to award bid to WYCkoff Co. Unanimous.
Mrs. Faviola Aguirre appeared re: Request for building permit vl1ria.nce. She stated that she purchased the
property prior to the adoption of the bLlilding permit ordinance and has now been denied permission, by the
Health Department to place a well and a septic tank on the property due to the lot size. She has written to the
neighbors for permission to place a well on their property and they have neither responded to her letters or
shown any interest in her problem. After considerable discussion, Commissioner O'Meara suggested the possi-'
bility of trucking in water, from an approved source, and placing it in a holding tank on her property. Mr.
Durant will check on type of tank set-up necessary, best location f,or tank I volume, feasibility, etc., and the
Board will check with the volunteer Fire Department's to see if they can haul the water.

The Board approved and signed Resolution No. 35-74 and 36-74 relating to rental payment for the County
Extension Agent, as follows:

RESOLTUION NO. 35-74
WHEREAS, the Board of Jefferson County Commissioners has been informed that it is necessary that
the Agent pay to the United States Postal Service for office space in the Federal Building in the City of Port
Townsend, which amount of rent for the remainder of calendar 1974 is the sum of $1,250, a.nd
WHEREAS, this problem could not have been forseen at the time of the adoption of the budget for

said County Agricultural Agent for said calendar 1974 :
THEREFORE BE IT RESOLVED, that an emergency is hereby declared and found to exist for the
immediate appropriation for the said sum of $1,250, and said sum is so appropriated for the maintenance of the
office.
BE IT FURTHER RESOLVED and the facts are hereby found to be nondebatable in character. This reso-
lution will be in force and effect without further notice or hearing.
