Talbot, Inc. has offered to convey land to the U. S. for an equal value of Urn bel' receipt monies from timber
sales within the Olympic National Forest. The land offered consists of 45 acres in the Mt. Walker area,
adjacent to Highway 101. Motion by Commissioner Brown, second by Commissioner O'Meara to table the matter
until it can be checked into more thoroughly. Unanimous.
The Board discussed a letter from George Randolph, Manager, Port of Port Townsend, relating to boot ramps
and recreational boating problems within the county. The Board concurs that II problem exists and will make
arrAngements to meet with the Port Commission to determine a possible solution.
The following pre-application notification forms from the Olympic Regional Planning CouncU were reviewed
and approved by the Board:
(1) Grant request to allow a study regarding the feasibiHty and planning for an Emergency Medical
System for the Clallalll-Jefferson County area.
(2) f'lewage collection and treatment facilities plan for the for the QuUiute Indian Reservation.
(3) Acquisition of the Upper Clearwater Recreation site by the Department of Natlfral Resources.
(4) Acquisition of the Hoh Oxbow Recreation site by the Depl\rtment of Natural Resources.
Planning Director Cunningham submitted a Shoreline Mana'gemimt 'Permit Application for V. H. Richardson,
construction of a furniture store in Brinnon. He advised that the S. M . Advisory CommitJtee finds the proposed
project meets the pcHcies and guidelines of the S. M. Act and recx>mmends approval subject to the following
condition: That no further intrusion on the wetlands be made. Motion by Commissioner O'Meara, second by
Commissioner Brown to approve as per recommendation. Unanimous.

Continuation of Hearing for the Six Year Road Program. Attending are Mrs. Melia8 Goehring, Mrs. Kay Wojt,
Mr. & Mrs. Merle Meacheam and Mr. William Pittis.
Mrs. Goehring asked if the plans for the West Valley Road tire basically the same as was discussed
last year, and was advised that they are, however, no enginaoring work has as yet boen done. Engineer ..
Becker recommends that a meeting be held with the property owners in that area prior to finaUzation of con'.
structionplans, so their ideas and desire~ can be considered, and posaibly incorporated into the plans.
Placement of horse and bil:::ycle trails along the road were also disCUSfJcd.
Mrs. Kay Wojt, Coordinator, land Use Task Force submitted testimony from the Earth Care Organi-
zation, relating to bicycle and horse trails and the safety factors which should be considered. She also asks
that the County Trail System Plan be up-dated by the Planning Commission, USing volunteer labor, and that the
Board set up a committee to outline the long range plan.
Mr. MeacheaOl stated thl.\t he feels the Planning Commission and the public has not boen given
speCifics as to proposed fill areas, earth moving, ete., thereby preventing the Planning Commission from
compliance with state -laws, and tl'e public from presenting knOWledgeable recommendations. He requests the
hearing be continued until the Planning Commission has sufficient time and information to {ulf.ill their duty.
He also requests that a tran sportation study be made in relation to land use planning. He was advised
the Six Year Program is general and subject to change, and that n separate hearing will be held for oach yearly
program. Alao, a separate environmental assessment has to be made for each project on the program. Mr.
Meacheam concurs that his main concern would be vti'th the yearly road program.
Mr. William P1ttis stated the oounty hasn't made (l traffic count on the East Marrowstone Road and
there is no Sign on the road showing the name of it. Engineer Becker subml.tted the rDpOl't on East Marrow-
stone road, and sUQgested a meeting be held wIth thE! p.e"ple of the area. Board ooncul's.
Mrs. Meaoheam also spoke in favor of a tl'ansportation program.
Upon complete review of tho proposed program, motion by Commissioner O'Ml!lcua, second by Com-
missioner Brown to approve and sign Resolut!(;l1 No. 39-74, adopting the Sb~ Year fl()8d Program, l'IS follows:
