Mr. Bradley also introduced Steve Saunders, who is the Defenders CoordInator for Clallam County and
is in charge of the Work Relea se Program.
Wayne H. a'nd Mary L. Richardson, property owners who live adjacent to the state park property on Bywater
Bay appeared to ask the Commissioners to request the state to build their own road into the park area. They
stated the public now uses the county road as a parking and c",mping area and prevents them from getting into
their property. Commissioner Brown stated he will contact Mr. Odegaard, Director State Parks & Recreation.
The Board discussed the request from Howard L. Flowers for a building permit variance to allow them to obtain
water from their parents who live on an adjacent lot in Carroll's Hood View Estates. District Sanitarian, Durant
said it is a state law that one property owner cannot furnish water to another property owner without a 100 ft.
clear radious around the well. The Board disagrees due to this being a family situation. At the Board's re-
quest. Durant will write to the state and inform them of the Board's opinion, ask for a waiver due to this being
an immediate family situation, and advise the Board of their answer.

Ronald E. Westley sent a letter of resignation as Member of the Shoreline Management Advisory Committee, be-
cause the travel demands of his own job prevent him from attending many of the meetings . He would however,
like to serve the committee as a technical advisor. Motion by Commissioner Brown, second by Commissioner
O'Meara to accept his reSignation and to send him a letter of appreciation for his service.
The Board approved and signed, copy of pre-application notification form from the Olympic Regional Planning
Council for the U. S. Coast Guard, to renew Port Angeles Air StatIon ,located on Ediz Hook.

The Board approved and signed Department of Natural Resources Right of Way Easement No. CR 3078, Co.
Easement No. 1-74.
Mr. & Mrs. Guy Nason appeared regarding their placement of fill on their property at Oak Bay, I.ot 88, Irondale
Acre Tracts. Planning Director Cunnl.ngham advised they have not applied for a Shoreline Management Permit,
and that a filling :if a marsh area, which this is, is in violation of the Shoreline Management Act. Mr. Nason
said the marsh is nothing but a mosquito breeding mud flat and the fill is an improv,9ment. After the reasons for
the reqUirements and rules were explained, Mr. Nason stated that he will apply for a. permit.
Mr. Nason also said they have a regular creek running between their lots due to the new road construction
He. requests that the culvert bemoved across the road so that the water runs down the beach. Tho Boaro said
th!lY wUl inspect the problem.

The Commissioners and Auditor counted cash in the Treasurer's Office, as per RCW 36.22.010 and 36.32.180.
Treasurer Lilliam Jacobsen submitted a supplemental budget request for the Treasurer's Operatiorl and Mainten-
ance Fund, and the balance of the Refund Cost Account in the amount of $2,060. Motion by Commissioner
Brown, second by Commissioner O'Meara to approve with the stipulation that said budget request is appr.oved
by Prosecuting Attorney Daly and that he submits the resolution for execution by the Board. Unanimous.
Mr s. Jacobsen also presented a letter stating the 1973 Tax Refund Account Blllance of $2,407.69 is to
be applied to coots which were inadvertentl,y charged to 1974 tax levies. Letter will be held in abeyance until
the Board receives a determination from the State Auditor's Office.
