Retirement Industrial Insurance & Medical Aid Total SUPPLEMENTAL BUDGET TOTAL Continuation of Hearing for Shoreline Management Permit, David Johnston, Oyster Cultching, Dabob Bay. Mr. lohnston appeared and advised that the original location of the leased deep water area from the Department of Natural Resources was in error, as previously claimed by adjacent property owners, buttthe problem has now been corrected by the DNR. He has now also applied for lease of the tidelands above his deep water leased area. Planning Director Cunningham read B copy of a letter of recommendation from the Department of Fisheries, to the DNR., stating the proposed project would not cause depletion of the oysters in the area, however, they believe the leased tract is larger than necessary for the applicant's cultching needs and suggest the length be reduced by about one half until a larger area is proven advantageous. The Board also received a letter from the S.M.A.C. stating that the project complies with the rules and regulations of the Shoreline Act, and reaffirmed their previous recommendation of approval. Sam Hays, owner and operator of Hays Oyster Company, and Mr. & Mrs. Tyler, representing Olson Oyster Company, appeared and spoke in OPPosition to the issuance of the permit due to the possibility of the proposed business infringing on their oyster cultching business on the adjacent tidelands. The Board expressed dissatisfaction with Mr. Hays intent~on of placing approximately 4,200 feet of continous racks along the leased area, blocking navigational access to the beach. After further discuflsion on the need for access in case of emergency, Mr. Hays agreed to provide access as requested. I Motion by Commissioner O'Meara, second by Commissioner Brown to approve application for Shoreline Management permit SUbject to the follOWing conditions. Unanimous. (1) Two 30 foot navigational access' perpendicular to the shoreline, located 1,000 fe€lt from the southerly boundary of the leased area, and 1, 000 fe~t from the northerly boundary of the leased are,l. (2) Oyster cultching apparatus shall be of a design which does minimal damage to the shellfish and the aquatic life of shore land area. .. Commissioner O'Meara advised that Jim Sofie, Chairman, Board of Equalization, has fallon and broken his hip and will have to be replaced as member of the Board, Motion by CommisElionar O'Meara, second by Commis- sioner Brown to appoint Ralph P. Anderson to fill the vacancy. Unanimous. Planning Director Cunningham submitted alatter stating that the Oceanographic Commission of Washington will soon embark on a $427,000 multi-site feasib1Iity study for offshore petroleum transfer systems from tho mouth of the Columbia River into the Strait of Juan de Fuca. He informed that the Shoreline Management Advf,::lory Committee adopted a resolution on July 11, 1974, recommending that "the establishment of an offshore petroleum transfer site in Discovery Bay would appear to be inconsistent with the tentative Convervancy Area designated by the Jefferson County Shoreline Master Program, and that the Discovery Bay site be deleted from further study by the OceanographiC Commission." Motion by Commissioner O'Meara, second by Commissioner Brown to accept recommendation and for Cunningham to present this opinion to the Ocecmogrllphic Commission. Unanimous. I The remainder of the day was donated to the Hearing re: Jefferson County Subdivision Ordinance. Dasio objections from persons attend inq were in Sec. 3: (1) contiguous PlIlrcel rule; (2) re-subdivision within 5 years' (3) possiblity of doing away with five acre exemptions; and in Sec. 5: (1) 60 foot access roquired for private roads in five acre parcels.
