A letter from the Clallam County Committee on Fisheries regarding the welfare of the Hoh River was rsad and discussed briefly. It sites two major problems of concern to both ClaUam and Jt:lfferson Counties which are: (1) the influx of trailer houses jammed up together as close to the river as possible causing increased demands for protection from the river at periods of high water: and (2) Indian people have started a garbage dump between the two small groups of houses on the river side of tho main road, which they fear will pollute the estuary portion of the river. The Board is uncertain as to what type of troller housos thoy'ro talking about and which area of Jefferson County is involved. Chairman Kelly will check the matter out. in more dotall. I The Board approved and signed a Labor Agreemont with Toamstors Local 589 for the Sheriff'a Department and the County Road Department, offootivo January 1, 1915 thru Docomber 31, 1975, with a "cost of living raise /I effective July 1, 1974. Board also approvod a "cost of living" raise for the non-un ton county employees equal to the amount granted to the Union omployees. I !i Ii Ii 'I "i (I !; II II 'I Mr. R. E. Duppenthaler, Developer, Seamount Estates, Division III, appeared for final plat approval. Engineer Ii Becker advised that due to the plat abutting the State Highway, it reqUires state approval on the roads. They H are withholding approval until the east access is blocked off as per prevIous requirement. :1 Upon Duppenthaler's assurance that he will comply with the states requirements, the final plat of Sea- " mount Estates, Division III was approved by motion of Commissioner Brown, second by Commissioner O'Meara and made unanimous by Chairman Kelly. The Board also approved release of the road bond due to the roads not requiring additional surfacing for a minimum of six months to a year. The Board approved and signed Call for Bids for the oonstruotion of a prestrossed concrete bridge across DOWBns Creek, to be opened and read at 10:00a .m., August 12th. Motion by Commissioner O'Meara, second by Commissioner Brown to approve the minutes of July 1st. Unanimous. .. Continuation of the Subdivision Ordinance Hearing. Planning Director Cunningham presented copies of the draft and reviewed each section for concurrence or correction. The following are the sugge sted additions and changes: Under 5.110 Final Short Plat - No.4 is to be changed to include" all property taxes shall be paid /I. No.5 .309 Surveys - Addition of "or adequate legal description of property". No. 6.204 Parks, Open Space, Community Sites and Facilities - Addition of "all lots in plats larger than one acre shall not be required to provide a greenbelt area provided that lots be restricted to further development.', No. 6.50 Bonds - Addition of "water to be bonded for six months - roads for one year". '. . Final proposed ordinance will be presented to the Board for approval on August 5th. i The remaining correspondence was reviewed with little or no comment, as follows: Claim for relief of taxes from Mr. John B. Robertson,Sr. (Referred to the Board of Equalization) Jail questionnaire, from Washington State Association of Counties. (To be gIven to Sheriff Hansen for completion and returned to the Board) Notice from the State Auditor fe: Revenue Sharing. Notice of change of trade name, from the State Liquor Board re: Lawrence Jack and Ruby E. Southmayd - trade name changed to "The Bay ARea Grocery". Three county trust land transmittal of funds. from the DNR: $17,850 from Johnson Logging Company; $ 7, 125 from Johnson Logging Company; $3,895.14 from Stephen O. Harvey for payment under Trespass #989. Notice from Economic Assistance Authority re: Economic Development Grants and Loans. Announcement from the Council on Environmental Policy re: The State Environmental Policy Act. They disagree with the Board's opinion that all but electric motors should be ban on the lakeo, because 11 they feel it would be a hardship on the older people who like to fish. Alot of the people have already investee :1 in a motor and cannot afford to purchase another one, and not all are physically capable of rowing a boat. They [I belelve the safety problem can be solved by limiting the horsepower. Commissionor O'Meara explained that thl3 il major concern is the oil that the outboards are putting into the lakes. However, no action will be taken without :' , ~ a hearino, or without contacting the Sportsmens Club for recommendations. Said he was advised by tho Stato Parks Department to come Before the Board and request that a Mosquito Control District be estab- lished.
