The Board's suggested changes are as follows: Section 3 - 3.30 Exemptions Additional proviso for 60' easements on five acre tracts. Section 5 - 5.109 Disapproval Appeal Any aggrieved party may appeal. " " - 5.11 0 Final Short Plat All property taxes are to be paid in full prior to final approval. Section 6 - 6.50 Bonds and Section 7 - 7.50 Bonds (a) bonds or other equivelant, acceptable means may be posted to guarantse installatl-on of required improvements (b) bond amounts shall be 200% of the County Engineers estimate of costs (c) utUities shall be bonded for six months and roads for one year. Section 7 - 7.201 Lots No.3 Lots served by community water and a sanitary sewer system changed to 5,000 sq. ft. Lots served by community water and septic tanks shall meet lot area requirements of the Olympic Health District and ~he Washington State Department of Social and Health Services. The above noted revisions to the proposed ordinance were agreed to by motion of Commissioner O'Meara, se~ond by Commissioner Brown and made unanimous by Chairman K'3lly. Motion by Commiss toner O'Meara, second by Commissioner Brown to set the proposed adoption date for August 19th. 'Unanimous. The remaining correspondence was reviewed without comment: National Functional Classification of Roads, Streats and Highways, from the State Highway Commission. Kelly with all Members present. Bid Opening: For the construction of a bridge across Dowans Creek. Owen's Brothers (Port Angeles) $74,700.00 Ferrell L. Kassebaum (Beaver) $67,365.14 (1 ] Roger E. (Bothell) $73,510.00 [2] Engineers' Estimate $62,350.00 Motion by Commissioner O'Meara, second by Commissioner Brown for Engineer Becker to check the totals of the two lowest bids for possible errors. After c;hecklng, l3ecker returned to advise that the bids were correct as submitted and recommends that Ferrell L. Kassebaum be awarded the bid as low bidder. Motion by Commissioner O'Meara, second byCommissioner Brown to award bid to Ferrell 1. Kassebaum for the amount of $67,365.14. Unanimous. Sheriff Hansen and Chief of Police Doubek appeared re: Dispatch System involving the County Sheriff Depart- ment and the Port Townsend City Police Department. Sheriff Hansen advised the.t the city has recently pur- e hased property on Water Street formerly owned by the Cotton Corporation and one of the buildings located on this property will be utlilized as headquarters for the Police Department. However, when they move, they will no longer have the availability of their present telephone service. Sheriff Hansen has offered to provide dis- patch service to thoir department for an exploritory figure of $ 150 per mcmth, and requests sanction of the offer from the Board. Chief Doubek stated that the city will Install all of the necessary equipment in the courtho\.5 e for the dis- patch system and will pay for all telephone charges. Board concurs that the system will afford a more effective and efficient service for the entire area and provide a more coordinated effort between the county and the city. Motion by Commissioner Brown, second by Commissioner O'Meara to sanction this operation by the Sheriffis Department and the City Police Department. Unanimous. Board advised Sheriff HansEln to have an agreement drafted for approval and signing. Francis Hitchcock, Director, BayshorA Enterprises, Inc. appeared re: Contract between the County, lefferson County Mental Health & Menatl Retardation Board and Bayshore Enterprises, for the operation of an activities center for the handicapped and retarded citizens of eastern Jefferson County. Prosecuting Attorney Daly stated that he approves of said contract. No.3 under covenants changed to read "Termination by either party not les3 than thirt.l.. (30) days prior to the end of each annual period". Motion by Commissionor 0' Meara, second by Commissioner Brown to approve and Sign contract as amended and retroactive as of January 1, 1974. Unanimous. Prosecuting Attorney Daly submitted a letter relating to the following matters of concern: (1) The Ludlow herring situation -:-:-- advised that the problem has boen temporarily resolved through cooperation with Pope & Talbot, however, it remains under study by Mr. Howard and himself.' (~) Seeming violations of the platting law pertaining to lazy C., Division II, by John Swift, Bevelopar. Stated there appears to be n prima facie case againat Mr. Swift for illegal sales and a civil complaint is in the drafting process. (3) Trial of Grim vs Jefferson County determined in favor of tho county by 11 King County jury, but now on appeal. A complaint has been prop6rod and while the outcome il'.l unpredictable, the purpose is worthy and may aetas a deterrent to other reokloss drivers. Motion by Commissioner O'Meam, second by Commiollioner Brown for Mr. Daly to procood. Unanimous.
