A memo was received from Washington State Association of Counties advising of PUD's contention that counties
should pay PUD costs of contracted fire protection with fire districts. Commissioner Brown stated that our
county fire districts are thinking of approaching this Board to ask for mUlage for county property for fire pro-
tection if the Hospital District is activated, and therefore, this is something that should be contemplated.
Business from the Planning Department as follows:
, (1) Motion by Commissioner Brown, second by Commissioner O'Meara to set hearing date on the text
for the Shoreline Management Master Program for August 27th, at 7:30p.m. in the Commissioner's room.
(2) Update of county Overall Economic Development Plan: Planning Director Cunningham stated the
update, is no problem, buth the priority list for projects is very important. Board concurs that a new Board and
Chairman should be appointed and requests Cunningham to write a letter to E.D.A. regarding the possibility of
funding.
(3) Planning Department and Planning Commission role in developing County Building Code: Board is
uncertain whether to have the Planning Commission work on the county code or to appoint an 'ad hoc' committee
specifically for this purpose. The Board v,till review the State Code before making a decision.
(4) Copy of letter to Washington State Parks & Recreation Commission rs: Aval.labi1ity of potential
recreational property, Dosewallips River. The Planning Department has recently been consulted regarding the
disposition of a group of twenty one 6,000 sq. ft. lots l.mmediately north of the Dosewall!,ps River. Cunningham
advised that the property is located in a flood prone area and could be better utilized by State Parks than by
private owners. Board concurs.
Request' from the Navy for a meeting during the week of August 11th re: Proposed Indian Island Reactivation.
Meeting date set for Thursday, August 15th. ,9:30a.m., in the Jury Room. Notice will be sent to the
School Districts, Mayor, Port, PUD, C.A.C., Puget Sound Power & Light, County Engineer and Planning
Director.
Board discussed a letter from the State Highway Commission re: Winter Service for Port Townsend-Keystone
Ferry. Motion by Commissioner Brown, second by Commissioner O'Meara for a letter to be written stating they
would like to see continued year around ferry service on the Port Townsend-Keystone route. \
Board approved and signed Call for Bids, for the furnishing of one wheel loader - backhoe unit', to be opened
and read August 26th.

10:00a.m. Meeting called to order by Chairman Walter A. Kelly with all Members present.
Sheriff Hansen appeared re: Central Dispatch System. He stated the operation is progressing in a satisfactory
manner and he feels the people are rec\9iving better service. However, due to this now operation, the workload
has increased for the Dispatchers, and he requests permission to increase their salary $30 a month by granting
them a percentage of the service fee from the city. He also requests permiSSion to incorporate a stipulation in
the agreement between the county and the city, whereby, when there 1s e need to Increaso the service fee from
the city, that a certain percentage be directed to thE) Dispatchers. Commisaim'1ar Brown advised that a percent-.
age raise should be left open for negotiation and not included in the agreement. Board concurs. The request
for a $30 a month raise will be held in abeyance until Sheriff Hansen is in a pOSition to submit additional
figures on the increase in the workload.
fa y Hobbs, Clarence Porter, from QuilcenfJ, and Dick Roberts, from Dabob, appeared to register complaints
against the county for putting gravel on the Chimacum to Center Road. Mr. Hobbs has three broken windshields ;'
and Mr. Porter and Mr. Roberts each have one broken windhie1.d because of flying rocks. The Board advised thati
the Road Department is oiling the road and the gl-avEll is neoeasary for sealing. The problem is, people are
driving in excess of the speed limit, and the county cannot be helclliable unloss it can be proven that the rook
came off of a loaded county truck. However, the Board will check further with the Insurance Company and
advise if they receive any additional information.
Motion by Commissioner O'Meara, secorld by Commissioner Brown to lIpp,.ovo and adopt Resolution No. 48-74,
