Bill Hibbard, Commissioner, Hospital District, appeared re: Proposed buying and operating of the hospitaL
Stated their main concern right now is the financing of the entire operation. They request information from the
Commissioners as to the avallablUty of funds, and what they can expect to realize from millage. Commissioner
O'Meara advised that the county is definitely interested in purchasing the four stroy section for a Special
Services building and will be receiving Washington Futures funds for this purpose. Question a s to the amount
of Hill-Burton funds invested in the hospital, and if they were put into the four story portion wanted by the
county (pOSSibly put into the elevator). Commissioner O'Meara said the hospital can get a maximum of 75 cents
on the $ 1,000 on the valuation, but they may not need the full amount, Commissioner Brown said that maybe
it would be better to have a bond issue for purchase, and ,millage for operation and repayment of the bonds,
however, when the Hospital District Commissioners have all the figures and decide the most feasible way to
go, then this Board can set the necessary millage.

The Economic Development Committee of the Chamber of Commerce sent a list of names of persons that they
recommend be appointed as members of O.E.n.p. The Commissioners will also get a Hst of persons from their
areas before making appointments.

Letter from Dean A. Eckmann re: Zoning of Inner Harbor, Port Ludlow.
Copy of letter from E. C. Cockerell to Harold Brandeberry re: Access road on the south side of the Hoh
River. (Chairman Kelly will check)
Corrected copy of the estimated expenditures for Juvenile Probation Subsidy for 1975, from R. L. Bradley,
Director.
Questionnaire from WASC re: Contracted Fire Protection for County-Owned Property. (Referred to Assessor
Hansen)
County trust land transmittal of funds, from the Department of Natural Resources - $7,125.00 from
Johnson Logging Company.
Copy of letter from Central Whidbey Island Chamber of Commerce to the Washington State Highwa~
Commission re: Winter service for Port Townsend-Keystone Ferry.

Motion by Commissioner 0' Meara, second by Commissioner Brown for Engineer Becker to check all bids for
possible errors.
After checking, Becker advised that Craig Taylor Equipment has submitted the lowest bid that meets the
specifications in the bid call, and re':lommends they be awarded the bid. Question as to whether Board
should issue another bid call due to lesser machines possibly being satisfactory for the countys' needs. After
discussion and checking, Becker stated that he didn't think it would be wise to settle for a lesser machine and :,
again recommended that Craig Taylor Equipment be awarded the bid. Motion by CI)mmis5! oner 0' Meara, second
by Commissioner Brown to accept and award bid as recommended. Unanimous.

Mrs. C. A. Burrell, from Quilcene, appeared 1"0: Broken windshtelds on her car and truck. Stated that it was

th.l~ the county insurance will not cover damage caujsed by other vehicles and advised her to contact her own
insurance company for coverage.

Motion by Commissioner 0' Meara, second by Commissioner Brown to approve and Sign the following resolutions:
(1) Transfer of funds, MHIMR Budget, Resolution No. 49-74.
(2) Establishing a Building Construction Fund, Resolution No. 50-74.
(3) Transfer of funds, OlympiC Health District, Resolution No. 51-74.
(4) Emergency appropriations, Superi\,r Court Budget, Resolution No. 52-74.
(5) Budget extension, Planrling Department, Resolution No. 53-74. *Hearing date set for Sept. 9th.)
