Prosecuting Attorney Daly submitted a resolution for the disbursement of P.U.D. taxes to the school districts
within the P. U . D. taxing districts and Current Expense. Resolution will be held in abeyance until information
can be recieved as to how much of the allocation wUl be withheld from school funds by the state.
Motion by Commissioner Brown, second by Commissioner 0' Meara to approve the minutes of August 12th. Unani-
mous.

The Board again discussed Howard L. Flowers' request for buUding permit variance in Carroll's Hood Canal
Addition. Commissioner O'Meara advised that he has discussed the request with Don Morrison, Olympic Health
District Sanitarian, and he said they are not interested in granting a variance except for possibly one year, with
the stipulation that it would be cancelled if a public water system was constructed. Motion by Commissioner
O'Meara, second by Commissioner Brown to approve variance subject to the following conditions: (1) Waiver is
restricted to members of the immediate famUy presently involved, and shall become null and void if proper~y
changes hands or present use; (2) Variance shall become null and void should an approved public water supply
be made available. Unanimous. Board requests Prosecuting Attorney Daly to draw up an agreement to be signed
by the applicants and recorded.

Letter from Clalam County Committee on Fisheries re: Welfare of the Hoh River. Chairman Kelly stated that he
and the County Superintendent of Roads inspected the subject area and faHed to find an influx of trailer houses
jammed up to the river, as stated in the letter. He said there were no permanent homes and only three temporary
camping trailers on both sides of the river. In their opinion, the entire area is adequately signed and provided
with litter barrels and toilet facilities. However, the garbage dump inside the Hoh Indian village is a problem
and a definite health hazard. Motion by Commissioner 0' Meara, second by Commissioner Brown to write a
letter to the Bureau of Indian Affairs stating Chairman Kelly's observations and request that their solid waste
section make a survey of the reservation and correct the situtation. Unanimous. :
~equest from the Department of Agriculture, Olympic National Forest, for the appointment of a representative to
their "Land Use Planning Team", Motion by' Commissioner Brown, second by Commissioner O'Meara to appoint
Chariman Kelly. Appointment willingly accepted by Mr. Kelly.

The Board of Fire Commissioners of Fire Protection District No.3, Port Ludlow, submitted a resolution and
signed petitions requesting that thaiI' boundaries be amrnended to include Paradise View Estates, Paradise Bay
Estates, Tala Shores and Tala Shores II. Motion by Commissioner Brown, second by Commissiomr O'Meara to
accept and set hearing date for September 16th. Unanimous.
Planning Director Cunningham reported on the foll.owing:
(1) Department of Army Corps of Engineer's Public Notice No. 07l-0YB-I-002135, Washington Stat'.!
Parks & Recreation Commission (revised). Motion by Commissioner Brown, second by Commissioner 0' Meara to
approve. Unanimous.'
. (2) Copy of letter from Barney & McAdams, Co~mse10rs at Law ro: ShorEll1ne Management Permit No.
5-74, Ethan Austin. Motion by Commissioner Brown, second by Commissioner O'Meara to refer to the Shoreline
Management Advisory Committee for re-examination and reoo mmendat1ons, as suggested by Cunningham.
(3) Environmental ASSElSllment, Proposed Subdivision Ordinance - submitted an .issessment worksheet
and stated that the Planning Department concluded that an Environmental Impact Statement is not necessary.
Recommends that a Notice of Insignificnat Impact be published in the paper to inform the public of the decision if
the Board concurs. Motion by Commiasionol' O'Meara, second by Commissionor Brown to publiSh notice as re-
commended. Unanimous.
(4) Special County Census ~ suggosted the county take a Bpeclal census in the spring to determine the
actual number of county residents due to the decided difference between tha county's estimate and the state's
estimate of population. And, since the county receives money on a par capita basis, valuation, income tax, etc.,
the e,(tra funds would more than offset the cost of tho census. 'rhe Board requastA Auditor Betty Temple to check
, into the possible net gains and losses to see if it would be feaaible, ond requests Cunningh1lm to find out if the
I state would accept the new figures (if they are higher), and who'a people would be used to take the census.

EngIneer Becker submitted the follOWing:

i Hoh River Study. Board approved and signed Agreemont billing.
(2) Contract and Bond, Jack M. Banner & Ferrell L. Kllilsebaum - Board approved and signed contract
as per bid award of August 12, 1974.

Board and Auditor discussed the new regulation pertaining to the Commiooionnrs setting their own salaries. It
was decided to set up a Salary Study Committee co'nsisting of perllOUIS knowledgeable in this field. BOllrd requosts
Mrs. Temple to make a list of people she thinks should serve on this oommittee, send letters asking if they will
participate and include a date and time for m6eting.
