Member I Public Hearing re: Budget Extension for the Planning Department. No one appeared in opposition to the pro- posed budget extension. Motion by CommissionsI' Brown, second by Commissioner O'Meara to approve and sign the following Order in conjunction with Resolution 53~'74. Unanimous. ORDER . This matter coming on to be heard this, day, andt it appearing that notice hereof has been given for the time, and in the manner provided by law I and no objection or objection interposed, the Boa I'd finds that the facts set forth in Resolution No. 53 -74, constitute an emergency, and that the proposed expenditure should be authorized, it is ORDERED I and the County Auditor be " and she is hereby empowered to draw warrants against the following funds, not exceeding the gross amounts fo appropriated to wit: I Current Expense Fund Planning Department Clerical Help (11-003) Fringe I:tenefits (11-001-005) $250.00 50.00 unless a review is applied for wHhin five days from date hereof. I Hearing dates for tho preliminary plats of Hoh Rain Forest Lots and Seamount Division 4 set for September 23rd. at 10:30<1 .m. by motion of Commissioner Brown, second by Commissioner O'Meara and made unanimous by Chairman Kelly. I Mary McQuillen, Consultant, and Harold Buck, Director,C.A.C. appeared to report on the Human Resources Program. Mra. Mcquillen explained that the purpose of the program is to give an accountability from all of the 8gencie s within the county who' receive federal, state, C0unty or privllte funds, and their existing purposes -- who do they help; how do the~' help; how much doel3 it cost their orgainzation; howdo they deal with problems; do. they only help themsCllves; and, could they appeal to l30me other source for money. She said she found a definite laok of trU(J accountability at both the state and count~' level, and a great deal of overlapping of the programs. In the final investigation, she found that C.A ,0. and Bayshore Enterprises are the only two organi- zations whioh wUllose their state funding. She recommends that C,A.C be continued and that they oarry on with this study. Mr. Buck said C .A.C. plans to contInue the stmly, updating the report as they go along, however, they have guaranteed funding only throul]h this month. The Board conCJurs that C .A.C. and the Human Resources Program are very worthwhile and beneficial to the oounty and should be oontinued 11 at ,)!l pOl3l3ible. . The Board sot the date for the proposed adoption of the Shoreline Management Master Program for September 16th. at 3:00p.m. ~ Due) to the Board being unable to meot for the purpose of interviewing applicants for the EEA pOSition for San!- tary Maintenanoe Man as previously planned, a new date was set for Friday, September 13th. at 10:CJOa.m. ..... ~~~!ilig~~{
