There being no further business before the Board, the meeting was adjourned.

10:OOa .m. Meeting called to order by Commissionar A.M. O'Meara with Commissioner Brown present.
Chairman Walter A. Kelly is absent due to illness.
Motion by Commissioner Brown, second by Commissioner 0' Meara to approve minutes of September 3rd. and
9th. as presented.
Resolution for the distribution of P. U .D. Tax Funds is to be held over until next Monday due to the absence
of Chairman Kelly.
Board discussed the proposed appointments for O.E.D~P. and decided to write letter to those persons suggested
at a previous meeting, to see if they are willing to serve.
Proposed adoption of County Subdivision Ordinance again delayed to allow the Board, Prosecuting Attorney
Daly and the Planning Department an opportunity to discuss the changes suggested by Deputy Prosecutor
Howard. Meeting set for Tuesday, September 17th at 9;30a.m.
Planning Director Cunningham presented an application for Shoreline Management Permit from ITT Rayonier.,
Inc. , for the development of a gravel source for gravel excavation. He advised that the Shoreline Management
Committee finds that it complies with the policies of the Shoreline Management Act, and recommends that the
permit be granted subject to the follOWing conditions:
(1) That any fue.~ containers associated with equipment to be used in the project are to be
situated away from the streamway slope in order to pOSitively avoid leakage into or
toward the stream in case of spillage.
(2) That, to accomplish the same purpose, any equipment carrying or holding fuel be kept
01' Jjarked away from the site when not in lIse.
(3) No equipment fuel containers, or similar materials shall be abondoned in the streamway.
Motion by Commissioner Brown, soem d by Commissioner O'Meara to approve as recommended.
Board read and discussed a memo from Prosecuting Attorney Daly, and a copy of an opinion from Deputy
Prosecutor Howard in referonce to the use of Federal Revenue Sharing Funds for Senior Citizens Programs. Mr.
Howard suggests three alternatives by which the county may use it's revenue sharing funds for the projects.
The Board will meet with Da1y and Howard to diacuss tho matter in more detail. Information reoeived from

Townsend Railroad Grossing: donying mcceptions, and affirming and adopting proposed order of examiner

Commission, for the installation of a light at the croasing.
Planning Director Cunningham explrlined "Order Dismiosing Request for RevIew", from the State Shoreline
Hearings Board, in the motter of a 8ubstantial development p(\rmit issued by the county to David A. Jchnston;
Helen Mae Tyler, Appellant. He emt.ad that apparently th€ Department of Ecoloqy and the Attorney Generf.ll's
Office didn't feel she had a valid rellson fortlppeill,uind therefore, c!eolinod to certify it to t'he Hearings Board.
Mrs. Tyler still has the rIght to ask for a \'oview of the parmit in court.
