Commissioner O'Meara reported on the rocent proposal. discussed at the last Insurance meeting, to include
mental health coverage for employees at a cost to the county of $6 per month for each employee. He stated that
those attending wers not susceptable to the pro!,osal.
Assessor Hansen reported briefly on the caGe of Jefferson County, appellant, vs Wasser and Winters. Said it
will be sixty to n1Mty days before the county will be notified of thv final determination.
Final Hearing- Proposed adoption of the Shoreline Managemen~ Master Program. Those attending are: Roger S.
French, City Engineer, n. L.Allen, and Marion Meacham.
Planning Director Cunningham gave the presentation and reviewed each section not covered by preVi-
ous hearings, starting with Chapter 6, Administration.
Section 6.604 Use of Fees - Commissioner Brown feels this section should be deleted to allow
the fees collected to be placed in the Current Expense fund insteud of a special fund as proposed, because
there will not be sufficier.t funds rev@ived to warrant the costs or extra bookkeeping. After further discussion
there was a motion by Commissioner Brown and second by Commissioner O'Meara to strike section 6.604.
Section 6.605 PuTilic Hearings - lib" changed to read II A public hearing shall be conducted on pro _
posed Secondary or Conditional Uses P.l., the Shoreline Management Commission.
CommissionsI' O'Meara referred back to sectiCln 6.20, Shoreline Commission, and stated that their
title should be Shoreline Management Advisory Commission, to remove any question of authority. Commission-'
er Brown em curs and so moves.
Section 9.20 Substantial Development Permit Revisions - Motion by Commissioner Brown. second by
Commissioner O'Meara that section be changed to read "revisions..to Shoreline Management Permits shall remain
at the discretion of the Board of County Commissioners and the City Council and thereafter forwarded to the
State.
The remaining sections were accepted,' as presented.
Upon completion of review, motion by Commissioner Brown. second by Commissioner 0' Meara to
approve the Shoreline Management Master Program, with aforementioned changes, to be forwarded to the state
for adoption by the Department of Ecology.
The follOWing correspondence was reviewed with little or no comment.
Notice from the State Liquor Board of license transfer from Lloyd Ernest McMillen and Gertrude
L. McMillen to Sandra Mae Stevens, Gert and Mac's Grocery.
Property tax bullatin , from the Department of Revenue re: Application of 106% Limitation as provided
in RCW 84.55.
Information rrom the Department of Revenue re: Slippage in statewide 1974 assessment ratios_

Mr. George Cotton, Owner, Cotton Corporation submitted an application for the vacation of county road no.
18-15.63 ( portion of old Hadlock-Chimacum road), and a check In the amount of $!OO to cover any costs in,..
cur.ed by the county relating to proceSSing of application. Motion by Commissioner O'Meara, second by
Chairman Kelly to refer application to the Planning Commisl.linn for inspection and recommendations.
Commissioner O'Meara also mquasts that the Planning Commission specify the total land area (road) involved.
The Commissioners of Jefferson County Fire Protec;tion District No.3 submitted a resolution requesting that the
boundaries of, said District be ammended to include:
Paradise View Estates - Blocks J\,B,C,D,E,F,G,H,I,J, and Ki and
Paradise Bay Estates - Blocks 1,2,3,4,5,6,7,8,9,10,11,12,13 and 14, as per plats recorded in
Volume 4 of Plats, page a, records of Jefferson County and
Tala Shores - Lots 1 thru 35, located in Governmont Lots I and 2 of Section 22, Township 28 N, Range
1 E.W.M.
Encluded with resolution were certifications of hearings and postingi and petitions Signed by owners of 60% of
the land area for which annexation is petitioned. Board also roceived certification from the County Auditor that
petitions are in compllance with R.C.W. 52.08.066.
Motion by Commissioner O'Meara, second by Chairman Kelly to accept resoltuion for annexation
to Fire Disstrict No.3, and that the boundary lines be ammonded aa of this date.
Motion by Commissioner O'Mearl:l , second by Chairman Kelly to approve and adopt Resolution No. 58-74, for
the distribution of P. U. D. Ta~ ~'unds to the taXing districts, 6 s follows:

$4,610.30, undor R.C.'W. 54.28, now therefore,
Pursuant to the authority granted Boards of County Commillsloners under Section .090 of said Title,
the County Treasurer shall deposit said remittance of $4,610.30 to the credit of the follOWing taxing distriots,
