Hearing for the Preliminary Plat of Hoh Rain Forest Lots. Mr. Harold Brandeberry, owner and Mr. A.R. Mcris, Land Surveyer appeared. Tom Aumock,Deputy Planning Director gave the presentation and with the aid of maps explained the location of the plat, topogragphy and desighn of the proposed plan. He stated that the plat has its own water system and the underground power has been particially installed. The Planning Commission recommends approval subject to the conditions outlined by the Planning t Health. and Engineering Departments. as follows: (I) Water supply system shall be deSigned and constructed to the standards of the Washington State Depart- ment of Social & Health Services and the Olympic Health District. (2) Private roads shall bp- constmcted to Jefferson County Standards as perti:lins to 22 ft. road surface and 3 ft. shoulders, "gravel surf.ace may be used". (3) Rear-yard setback lines shall be established such that no Structures or mobile homes are located on Lot 3.5,6, or 7, Block 1, except between the private road and the un,..named creek bisecting said lots. (4) Rear-yard setba.ck lines shall be established such that no structures or mobil homes are located on Lots 1,2,3,4, or 5, Block 4, except between the private road and the toe of the slope immediately to the south as shown on the preliminary plat. (5) Restrictions and covenants shall be established which provide for: (a) a community orgaiization or other means for the future ownership and maintenance of the private road system for the water system, and (b) a water source protection easement on portions of Lots 2 and 3, Blook, 3, and (c) notification to lot purchasers that the main Department of Natural Resources access road from U. S. Highway 101 to the plat may not be continuously available for public use, and then only on a "use at your risk" basis with no permanent loge 1 access rights guaranteed. (6) Variance request for 30 ft. right-of-way was denied. Roads right-of-way shall be 60 feet. Mr. Brandeb<.iTY requests a variance for 30 ft. righ'!:-of-ways in order to have small private roads within the plat, however, the Planning Commission and the Board concur that variance request should be denied due to possible future needs. Commissioner O'Meara advised that it will be necessary for the Owner to obtain an agreement from the eight to ten persons already owning lots to join a corporation for future maintenance of the private roads. Another request for variance was from 10% open space requirement, which was granted due to the recreation area provided. Aumock advised that the Planning Commission was unable to review the environmental assessment for the plat, however, the Planning Department, on behalf of the Planning Commission recommends that no environ- mental impact statement be requ.ried because the assessment appears adequate and no futher clarification is necessary. Motion by Commissioner O'Mearu, second by Chairman Kelly to approve the preliminary plat of Hoh Rain Forest Lots subject to the restrictions as recommend by the Planning Commission, and also that an environ- mental impact statement need not be prepared due to the findings of the Planning Department. I . I Hearing for the Preliminary Plat of Seamount Estates Division 4. R.E. Duppenthaler, Developer appeared. Tom Aumock, Deputy Planning Director gave the pl'sscntation and outlined the proposed plan compriSing of lA. 5 acres divided into 27 lots with an average lot si~~e of 20,000 sq.ft. Roofs have 60ft. right-of-way and the water system is to be an extensicm of the' prellent system of Seamount Estates. The Planning 'Commission recommends approval subject to the ccmditions required by the Planning, Health and Engineer Departments .as follows: (1) Water system sh&ll be designed and constructed to thel standards of the Washington State Department of Social & Health Services and the Olympic Health District. (2) Prior to final plat approval, plot plane for lots 4 through 8 Inclusive shall be submitted to the OlympiC Health District in order to assure adequat,e area for effective subsurfl1ce sewage disposal. (3) A permanent cul"de-sao shall be 1:,rO'l,ided for access to lots 9,10 and 11 in lieu of the 20ft. pipestems shown on the preliminary plat. (4) A 15 ft. access easement shall be provided along tho lot-line common to lots 9 and 10 to provide access to the open space area (Tract A). (5) A community organization or other means ehl1ll be established for tho future ownership and maintenance of the open spaca area (Tract A). (6) A suitable rear-yard setback shall be established for lots 10 throu.gh 19 inclusive, to assure that no structures are erected on or ovor the top of the bank as shown on the preliminary plat. I .
