Also, the Planning Departmant, in behalf of the Planning Commission recommends that an environl19nte.l
impact statement need not be prepared due to there beiag no further need of clarification of any of the points
brought out in the environmental assessemnt.
Motion by Commissioner O'Meara, second by Chairman Kelly to approve the preliminary plat of Seamount
Division 4 subject to the aforementioned conditions recommended by the Planning Department, and that an
environmental impa'ct statement need not be prepared due to the clarification of the environmental assessment.

Engineer Becker discussed the bond for oiling of the r03ds in Seamount Divis~on 2 & 3, and recommends
that it be released by the county due to thure being no need to oH the roads for several years. Motion by
Commissioner 0' Meara, second by Chairman Kelly to release the bond as recommended.
The roads in the pl!l.t of Pleasant Tides Div!sion 1 were also discusseci. Engineer Becker advised that the
roads have been given the first shot of oil and the fines are Oil as requested, but the second shot of oil won't
be required for another year or so. The developers request permission to stockpile the necessary amount of
gravel within the plat for future completion of the roads by the county'. The. Board agrees, however, they
request a Signed agreement whereby a certain amount of money will be paid to the Road Department by the
developer, to cover the coste incurred in the completion of the roads. Direct payment will be reqUired in lieu
of bond. Board also granted permission for their present letter of credit to be carried over to coval' roads in
Division II.

Harold Buck, Directbr , ClaJ.lam-Jeffarson Countl' Comrnuni"Y Action Council, Inc. appeared regarding the
O.E .D . P. Committee and urged that the minority also be represented on thE;) committee. Due to the Board
having received a list of recommendations from the Chamber of Commerce, and having selected several
persons from the county, the following were appointed as Members and Alternates by motion of Commissioner
O'Meara and second by Chairman Kelly: Members: Harold Buck, Chairman; Robert Harper, Ralph Watson,
Mary McQuillen, Bob Grimm,Bob Knapp, BiY Hibbard, Leonard Eaton, Helen Tyler, Lou Vitalich, Win Williams,
and Duke Shold. Alternates: R.O. Aslakson, Frank Smith, Jim Roberts, Glen Bellrud, Russ Sheffer, Jim .
Cha se and Harry Deitz. Letters will be sent notifying of appointments.
Motion by Commissioner 0' Meara, second by Chairman Kelly to approve the minutes of September 16th.

Resolution to improve West Valley
Road
IT IS HEREBY RESOLVED BY THE BOARD OF' COUNTY COMMISSIONERS that it is their intention to improve
the West Chimacum Valley Road by rel1gning, grading and draining,
BE IT FURTHER RESOLVED THAT for the foregoing proper county road purpose there is hereby appropriated
sums in the following detail:

The county road purpose herein described is HEREBY DECLARED to be a public necessity and the County
Road Engineer is HEREBY ORDERED AND AUTHORIZED TO report and proceed theron as by law provided.

BE IT ~'URTHER RESOLVED that this purpose be parfroraed by day labor .in accordance with Stl\te of
Washington Standard Specifications for Rood and Bridge Construction as adopted by this Board.
