10:00 a. m. Meeting called to order by Chairman Vlalter A. Kelly with all Members present.
Bill hendrick, Rep. of California Development Company, and a Deputy from the DNR appeared re:
Access road across county right-of-way, Kala Point. The Company has presented plans for development
and reques t permission to cut across unopnad county right-of-way. Thel' have already cut the timber
in the area and were stopped by the DNR because of not having a "timber cutting permit", and they now
ask that the County Enginoer place a value on the timber that has been cut and they will in trun place that
amount in an escrow account to be used for future paving of the road.
The Deputy from the DNR stated that they have to have the proper name of the timber and property
owner on ;the application before they Ciln issue a cutting permit.
Engineer Becker said it would be dIfficult to place a value on timber that has already been destroyed
so the only alternative is to take the previous experience on similar land. Amount of land is 1. 09 acres.
Joe Olhava, property owner adjacent to the road in question, advised that the right-of-way was
platted orginally as a 50 ft. road. Engineer Becker will also arply for the "timber Cutting permit" for the
county.
Motion by Commissioner O'Meara, second by C:>mmissioner to approve the minutes of October 21st and
28th. Unanimous.
The Board received a request from Dee Oeinck, President, flospital District #2, for a statement in writing
that the county will not apparantly be able to purchase the four-story portion of the hospital on or before
January 1, 1975. Commissioner O'Meara advised that he had telephoned Mrs. Oeinck and notified her that
It will be a couple of weeks before anything definite is known.
Mrs. C. r. Fergu,9on went a letter objecting to the road vacation requested by Cotton Sorp. Objections will
be taken Into core ideration at time of hel1ring.
Delta Electric submitted a specicill billing in the amount of $669.00 for ~he relocation of light fixtures at
Memorial Field. Engineer Becker explained there was a mistake in the placing of the lights, which was
partially the fault of the County ilnd also an error on the part of Delta. He advises that the County should
pa y a portion of the bill.
Delta also submitted a proposi.ll for additional work on MemorIal Field. A meeting is to be arranged
with Delta to discuss both the special billing and the proposal. Becker is requested to draw up specs on the
necessary electrical work 011 the field.
The Board approved and signed two pre-llpplication forms from the OlympiC Regional Council re: ('1) Clallam
County Family Planning S...rvices, Inc.; (2) Port Angeles Municipal Public Pier.
Pros. Attorney Daly pr8sonted a letter from John A. Roberts, Attorney, rogardlng "Butts vs Jefferson County,
et al, advising that the aotlon has been settled and a Stipulation and Order of Di!lmissal will be sent shortly
for entry by the Court.
Request from DBHS, Offico of Alcoholism, for submission of the county Alcoholism P.udget for 1975. Bob
Goehring, Coordinator, stated that it will be submitted within the nest two weeks.
Engineer Becker informed thl'l Board that he Ims reached an agreement with George Tando ove the county's
offer to purchase a strip of his property fer road construction. Mr. Tando is going to discuss the offer
with his wife and then gIve tho.Ir definite decision.
