Unanimous. I. . The ~oard and Engineer Becker discussed the request for ruling from Robert F. Millpointer" land Surveyor, on the' matter of ownership of a portion of vacated Fisharmall.s Point Road, County Road No. 20, Engineer Becker said that the deed for the Bert McDonald property has never bean recorded and therefo:'9, the onl~' access available Is through an agreement with Roger Evans, ownor of adjacent property. Ralph Munro, Resource Dev. Chairman, Civilian MAST Committee, sent informatf.on and brochures explaining i the purpose and services of MAST (Military Assistance to Safety I'md Traffic) and requested endorsement of their operations by the Board, Motion by Commissioner O'Mear~, fJeconded by Commissioner Brown for a resolution to be drafted endorsing MAST. Unanimous. I The Board approved and signed Application for Soldiers' & Sailors' Relief fund for Abraham Velozquez, In the amount of $532.60. The Board and three members of the Citizens Adv. Committee- Dick Bradley, John Doubek, and Bob Goehring- reviewed and discussed two proposals fo\" the development of a Multi-.Services Center. The first proposal was presented by Stl3phen]ohnson and WUliam Lindberg, from the firm of Bennett, Johnson, Slenes and Smith. Included in the proposal packet is the Gen9rai Contract, Procedure and Work Calendar, Compensation and Standard Form of Agreement. The work is divided into three phases, and the c'ompensation for each is as follows: Phase 1 shall be at the rate of $17.50 per hour, not to e:,:ceed $3,600; Phase 11 shall be at the rate of $17.50 per hour with no fixed fee set for an environmental Statement, if one is required; Phase III shall be determined by the Sta te of Washington Architect and Engineer's Fee Schedule for Professional Servic')s on the State Public Works Projects. The architect shall credit back to the county 30% of the amount paid in Phase 1 prOviding the county constructs or renovates. If the total construction cost is less than $200,000 a proportinate amount of the 30% shall be credited to the county. Mr. Johnson said the four-story building, which the county is hopeful of using, was remodeled in 1968 and appears to be in good condition. He doesn't think a sprinkling system will be necessary, but if it is, the cost would be from $20,000 to $25,000. He recommends that the county figure on at least 12,000sq.ft. for usable area. I . The second proposal was presented by Ron G. Rowe, from Olson and Rowe Assoc", Mr. Rowe stated their proposal is broken down into two alter>nates--one for remodeling and one for new construction, and their fees are based on $20 per hour per man. The "estimated costs are as follows: I Physical Survey for Alternate 1 (remodeling) and 11 (new construction) is approximately $2,000; Referendum #29 funding application for Alternate 1 approximately $1,600 and for Alternate 11 approxi- mately $1,800; Environmental Impact Statement for both atlernates approximately' $1,200; (Percentage costs for construction were not presented) The Board will study the proposals again and advIse the architects of their decision. Alan Keimig, Consultant, appeared to dIscuss his proposed contract for a multi-service community facUity in the i: Tri-Cities area. Deputy Pros. Attorney, having reviewed the contract, submitted his comments and recommendat,i. ions in writing for the Board's consideration. .' After point by point review of the recommendati'::ms and clarifi cation of various sections in the contract, including the suggested deletions and additions, for execution by the Board. . The Board received notice from Washington State Assoc. of County's that the property valuation for Jefferson County is $224,573.011 and the amount which should be budgeted for Association dues is $1,122.87. The remaining correspondence was reviewed with little or no comment: Letter of appreiation from Ron. G. Rowe, Architect. Notice from the Port Angeles Office of the Wa. St. Employment Security Department. Memorandum from Richard W. Hemstad, Director, Office of Community Development re: Areawide substate Planning Districts and District Clearinghouses. Notice from the Dept. of Revenue re: Local Sales Tax. Minutes of Hood Canal Advisory' Commission meeting of October 23rd. The Board of Commissioners reconvened at this hour with all members present. The purpose of today's meeting is to re-evaluato th~l proposals submitted by the firms of Bennett, Johnson, Slenes and Smith; ll.:1.d Olson & Rowo, for the development of a Multi-Services Center. Upon complete review of both proposals, an Agreement waD executed between the County and Bennett, Johnson, Slenefl & Smith, by motion of Commissioner O'Meara I second by Commissioner Brown and made unanimous by Chairman Kelly. .
