Proposed development is to Harvest Timber and Construct Access Road at Oak !i Bay, in Sec. 19, T.29N, RIE. :: Planning DIrector, Cu:m1ngham advises that the Shoreline Management Advisory Committee found i: the project to be in compliance with the policies of the 'Shoreline Act; it is not located ::m the shorelines:i of Statewide significance, and it conforms with the OffiCial Guidelines and Policies of the proposed Shore~ line Master Program. Their recommendation is to approve the permit subject to the six following conditi01s: Quilcene High School Ubrary. 1. Road and surface shall be designed so as to control the dispersal of surface run-off from the road and exposed soils. 2. Excess material shall not be deposited near the shoreline or where the material might erodtl to the shoreline. 3. All material associated with road construction which is potentially instable or erodable shall be stabilized by compacting, seeding, mulching, or other suitable means. 4. All roads and drainage systems shall be maintained so as to prevent erosion and/or water qua lity degrada tion . 5. Slash material shall not be deposited nor disposed of near the shoreline. 6. Retain maximum amount of ground cover near the shoreline where paracticable during the road construction and timber harvesting. The Board finds that the project will comply with the Shoreline Management Act and Official Guidelines if developed in compliance with the condItIons recommended by the Advisory Committee, and that the proposed project is not a major action which will Significantly affect the quality of the environ- ment. Motion by Commissioner O'Meara, second by Com:nissioner Brown to approve permit subject to said conditions and that an impact statement not be prepared as per recommendation of the Advisory Committee. Unanimous. Board received a letter from Deputy Pros. Attorney Howard, advif'ing that the revised draft of the contract with Design by Keimig, for the construction of a Multi-Service CommunJ.ty Facility in the Tr-Cities area, conforms with the changes agreed upon during the discussion with Mr. Keimig. Motion by Commissioner O'Meara, second by Commissioner Brown to approve and Sign contract between Jefferson County and Design By Keimig, Consuitant. Unanimous. Right of Way easement from the Department of Natural Resources-Motion by Commissioner Brown, second by Commissioner O'Meara to approve and sign Right of Way Easement NO. CR 3081, by and between Jefferson County and the Department of Natural Resources. Both copies of Easement will be forwarded to Olympia for execution by the Commissioner of P\Jblic Lands. William Lindberg, Consultant, Bennett, Johnson, Slenes & Smith, appeared to submit application kit for Referendum 29 fllnding for the Multi-Services Center in the City. Planning Director Cunningh3m will fill out the county's portion of the application and then return it to B.J.S.S. for completion and submission to Olympia. Chet Dalgeish, ChaIrman;; Jefferson County Board of Equalization, appeared to advise that their Board has adjourned sine die for 1974. Request for Building Permit extension for application NO. 774, from Edwin H. Wilder--Motion by Commiss-: ioner Brown, second by Commissioner O'Meara to approve extension for one year to allow completion of the construction of a shed, Board approved and Signed Resolution No. 67-74, County Road Project No. 382, in the matter of the Dosewallips Road, County Road No. 70, as follows: RESOLUTION NO. 67-74 BEFORE THE BOi\RD or JEFFERSON COUNTY COMMISSIONERS, STATE of WASHINGTON In the matter of the Dosewallips Road) County Road NO. 70 ) Resolution to realign road IT IS HEREBY RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS that it is their intention to realign road around slide area by clearing, grading, draining, and surfacing.
