The members voted to withdraw from the Olympic Regional Planning Council and thereby util!ze their own organization. The Olympic Regional Planning Council will be so notified. U-T .. Ii I' [I I' ;! . ;1 Request from Bart Campbell for a building permit extension for permit No. 754, issued to C. Ross Combs,i Brinnon, on Decembar 6, 1973. Extension granted previously by the Board until December 6, 1975. Res Aldrich, from OlympiC Disposal, appeared re: Fees to be charged at the Disp osal Sites. Board advised that a definite amount has not yet been established, but they expect it to be determined during the next Solid Waste meeting scheduled for this Thursday night at 7: 30 p. m. I The Board received a Notice of "Presentation of Motion" ; and "Motion and Affidavit for Coo nge of Venue", from the Attorney General and the Department of Ecology re: Pleasant Tides Boat Launch. The Board is not in favor of a change in venue because of the inconvenience it would cause the interested and in- volved pers OTiS of this county. I The Board discussed Adminstrative Order No. FT-74-2, from the Department of Revcmue re: Stumpage Value Areas; Hauling Distance Zones; Stumpage Values; Adjustments; and Quality Classes. The Board is in complete dIsagreement with the Order because they feel the tax figures are totally unrealistic in comparison to the price being paid for logs. Chairman Kelly submitted a copy of a letter, signed by himself, and addressed to the District Ranger in QuUcene, officIally protesting the helicopter timber s ale held the morning of December 5th. The letter states that the area covered is now available through the construction on suitable roads and thus a higher bid could have been received from bidders conducting work in the old manner. Chairman Kelly said his main interest is the monitary loss to the county. .. As per a previous conversation with E. Rodney Downen, Asst. Area Manaqer, Department of Natural Resources, relating to the county's participation in the Forest Practices Act of 1974, the Board received a letter of agreement enabling the county to waive the right to review each application pursuant to the Act. Motion by Commissioner O'Meara, second by Commissioner Brown to approve and sign the Agreement as follows. Unanimous. Whereas the 1974 special Legislative Session created the Forest Practices Act of 1974 and whereas the Act calls for the county t? review each application pursuant to the Act unless the county waives any or all rights and whereas the Department of Natural Re~ources is funded Lnd staffed with competent personnel to review these application and whereas the country has not received additional funds for this process and whereas the Department of Natural Resources agrees to inform the county where; they determine that the counties interests would be present such as involving the Shoreline Management Act, conversion of lands to other uses, or involvement in lands which have been platted since January 1, 1960. ; Jefferson County hereby agrees to waive the general requirements that each application submitted to the Department of Natural Resources be forwarded to the county for review. I This waiver will be subject to review by the county periodcialIy and does not constitute irrevocable action. Upon conclusion of the discusi;ion, the hearing elate for adoption of the Uniform Building Code Ordinance and the etatG Building Code was set for Decamber 23,1974, at 10:30 a.m. by motion of Commissioner O'Meara and second by Commissioner Brown. Copies of the proposed ordinance will be published and postEld as by law required. I I The Board signed a contract by and between the County and Ralph Wells Construction Company as per bid award of Novembsr 25, 19~4, for the improvement of 0.43 miles of Black Point Road, Pleasant Tides Section, County Road No. 63.
