William T. Daly submitted a letter of resingation as Pros. Attorney for Tefferson County, effective
Tanuary 1, 1975. He recommends that a resolution now be drafted and adopted appointing Bill Howard
to fUl the unexpired term of Pros. Attorney from Tanuary I-13th. He also recommends that the same
procedures be taken in behalf of Chairman Kelly, also retiring, and Clerk Virginia Franz, both planning
to leave office December 31st. The Board will take action on all three letters of resignation during
their next regular session.

Pat Hannan, Forest Ranger, Quilcone, appeared re: Helicopter Timber Sa Ie of December 5, 1974. The
Board also received a letter from Wynne M. Maule, Forest Supervisor, Olympic National Forest, Olympia,
pertaining to the same subject.
Mr. Hannan stated the Forest Service's pOSition in regard to the Board's letter of protest against
the sale, as follows:
(1) Board's concern over receipts to the county--the receipts to the counties are determined on
on national forest sales, Le. 25% of the receipts the Olympic National Forest receives is divided
to the counties based on the acreage of federal land within each county, not on individual sales or sales
in individual districts. In that respect, this sale does not have the impact on the county that it would
if it was based only on the receipts within the rounty.
(2) The hsitory of this sale goes back to about 1970 when they initially proposed a sale on the
slope of the Tunnel Creek Drainage and at that time they had fully intended a conventional type
logging operation. They found that it would require approximately 5.5 miles of road to enable the sale
of additional timber on the slope and it was determined that the road. would cause intolerable damage to
the slopes. The)' then considered "shyl1ne" logging but there was no place up on top to anchor the line
satisfactorly. From that time on, they conSidered the pOSSibility of helicopter logging in that area. Two
of the major units in this sale were considered as being in areas inacessable for conventional equipment.
They can not say that 100% of the remaining units are limited to helicopter logging. He said that baSically
the timber that they have for this sale was determined as not accessable for conventional type logging
equipment even thr there is a road system in the area.
In trying to derive how much the county would benefit from this sale, Carroll Mercer, Commissioner
Elect, asked what amount will go to stumpage on a sale of this nature under this contract. Mr. Hannan
said the company will have to pay a base stumage figure of $3 a thousand regardless of road credits.
He also said that this sale has a quarterly adjustment clause however, the stumage is already at the
base rate and cannot go any lower. If ther is an adjustment, it will have to go up. Average base rate
for this sale is $2.43. Net rates advertised were $3.75. Mr. Hannan stated there will be no new road constructio
construction, only reconstruction and resurfacing of present roads.
Discussion to be continued at 3:00 p.m. this afternoon due to additional people being scheduled to
appear and he heard at that time.

Griffin Short, appearing in behalf of the Chimacum Grange, stated they are concerned with the highways
in and around the Chimacum area, and primarily the one from the Chimacum school past Ness's Corner
to the Shell Station. Because of the pedestrian traffic along this highway, and mainly for the protection
of the school children, they request the county to construct a paved shoulder along either side of the
ditch.
The Board advised that there is a graveled path along that stretch of roadway satisfactory for foot
traffic, bu t not for bikes. When the county receives additional federal funding for road projects, their
request will be taken into consideration.

H. Covert, Commissioner, Water District No.3, appeared a present c:: copy of a letter from the Water
District Commissioners to the County PUD, requesting their consideration to assist the district in
implementing a comprehensive plan. Fe said their Board is presently evaluating petitions from citizens
within the district to fcrm two ULID' s to improve the water service within the district.
Engineer Becker requests permission to obtain outside assistnace f::ilr the Hoh River Bridge foundation
study and design. He has received one propc::;al from Abam Architectural Firm. The Board will study
the proposal further before making a final determina tion.

Planning Director Cunningham presented the following business for the Board's consideration.
(1) Shoreline Manag3ment Development Permit Application No. 27-.1974, Sid Spencer, Mats Mats
bay; for the placement of an anchor bouy for boa t moorage. The Shoreline Advisory Committee recommends
approval subject tr- the following conditions:
(1) Anchor bouy' shall conform to U. S. Coast Guard standards and regulations.
(2) Bouy shall be sufficiently anchored to prevent accidental relocation due to wind or tidal action.
(3) Neces~ary lease agreements with th,." Department of Natural Resources shall be consummated
prior to installation of the anchor bouy.
Motion by Commissioner Brown, second by Commissioner O'Meara to approve permit subject to the
three conditions as recommenede by the Advisory Committee. The Board also finds that the proposed
project will not have a major effect on the quality of the environment and therefore, rules that an
environmental impact statement need not be prepared. Unanimous.
(2) S~'tting of Public Hearing date for lJubdivision Regulation. Motion by Commissioner O'Meara,
second by Commissioner Brown to sat hearing date for Tanuary 6th at 10:30 a.m. Unanimous.
(3) Grant con tract for Countywide Geology Mapping: Motion by Commissioner Brown second by
Commissio\18r O'Meara to approve and sign Third Party Contract No. CPA_WA_lO-19-1024~410.01-2,
by and between Tefferson Cou nty and tha Office of Community Dev131opm.ent. Unanimous.
(4) Proposed Co. 'fidal Marsh Study: The Planning Department and the Shoreline Advisory Committee
recommend that the study be made providing an inventory of the marsh areas to find out the productivity
of these lands to: (a) enable oorrect judgements for individual permits: and 'b) to desiQn which lands
are of no value and should be purchased by the county, with funding provided under the Coastal Zone
Management Act, to lessen the burden of the taxpayer.

Motion by Commissioner O'Meara, second by Commissioner Brown to approve study. Unanimous.
(5) County/City Shorelino Management Program: Cunningham advised that the Department of
Ecology approved the program, with minor ohanges, eccective December 24, 1974.
(6) Billing from the Print Shop for printing on HOUSing Study. Motion by CommissIoner Brown,
second by Commissioner O'Meara to pay printing bill. UnanimoUf3.
