Board received a request from Norris Short for the estension of his building permit #"515 to allow
completion of his house. Motion by Commissioner O'Meara, second by Commissioner Brown to
approve a one year estension. Unanimous. Mr. Short will be so notified.
The Board considered an inquiry from Cheri Jerome as to the possibility of purchasing a certain piece
of county owned property. The exact location of the property will have to be determined before an
answer can be given.
Petition, from Harold G. Brown for the establishment of a county road in the recorded plat of Portage
Bay Park. Motion by Commissioner Brown, second by Commissioner O'Meara to set hearing date
for January 20, 1975. Unanimous.
Robert Teagle, Forest Engineer, C. Z., appeared to present copros of an Economic Cost Analysis
relating to the proposed Forest Practices Rules & Regulations by the Economic Policy Analysis Division
of the Department of Commerce & Economic Development. Report outlines an increare of 20-40% of all
i costs of logging, which will be passed on the c::msumer due to the Forest Practices Act. Mr. Teagle
aaid he has been advised by the Forest Service that road construction costs will be up 120%, which will
mean less revenue coming to the county from the Forest Service and addi tioftal tax burdens for the public.
He feels environmental concerns should be taken into consideration, however they should be carefully
we ighed a s to the economic return.
Commissioner Brown advised that the figures used in the report had to be based on one of the
drafts and the exact figures will not be known until the final draft is adopted.
Bill Howard, Pros. Attorney, Elect, appeared to request permission to attend a 4-day training conference
for new Pros. Attorney's in Huston, Texas the end of February and the 1st part of March; and u letter
from the Board stating there are no funds available to pay for the special training, therefore, making
him eligable to receive scholership funds. The Board granted permission for him to attend the conference
and will sign a letter as per the request.
Attorney Howard also submitted a letter signed by the members of the Jefferson County Bar Assoc.
requesting the upgrading the County law Hbrary. Letter lists six specific legal publications for an
estimate:d cost of $2,865.00:
Commissioner O'Meara stated that the purchase would be qualified for payment. from Federal Revenue
Sharing funds. A resolution will be drafted and notice of hearing published.
Continuation of discussion, re: Helicopter Timber Sale. Attending are Don dyson and Bob McLachlan,
from Seaboard Lumber Company, Seattle, and George Brown, logger and School Dt strict #"50 Board Member.
Mr. Dyson said that no one can repute the statement that if the timber had been sold under normal
cable lo,gging methods, the stumage would have gor.e for not less that $1,593,000 with no adjustments
other tha a road adju.stment for $250,000 for a total stumage of $1,343,000 compared to the helicopter
sale, sold on an adjustable bases f:lr a total stumpage of $54,000. He feels this sale was completely
wrong because of the already present accessable road system and that the county and everyone involved
: in receIving money from the sale of this timber is "being taken for a ride".
At the conclusion of the discussuon, the consebsus was that the m.-Jority of this area could have
been logged by conventional type methods and therefore Commissioner O'Meara made a motion, which was
seconded by Commissioner Brown to request Pros. Attorney Daly to write another letter of protest to the
U. S. For.est Service in behalf of the Board. Unanimous.
