December 30, 1974. 10:00 a.m. Special meeting called to order by Chaiman Kelly with all members present. Motion by Commissioner Brown, second by Commissioner O'Meara to adopt and sign Resolution No. 79-74, appointing newly elected officials to f1ll positions vacated as of .December 31st and January 1, 1975. Unanimous. Appointments will be in effeot from January 1-13, 1975. Resolution No. 79-74 as follows: RESOLUTION NO. 79-74 I Pursuant to the authority vested under RCW 36.16.110, BE IT RESOLVED, a"d effective January 1, 1975, vacanies in certain constitutional offices of Jefferson County are hereby recognized and thus f'illed by appointment as follows, viz: To the office of County Commissioner, Third District, Carroll M. Mercer, vice Walter A. Kelly resigned; I To the office of County Clerk, Mary T. Norwood, vice Virginia S. Franz, resigned; To the office of Prosceuting Attorney and Coroner, William E. Howard, vice William J. Daly, resigned ,and!1 " BE IT FURTHER RESOLVED, upon the furnishing by each of commensurate surety and the taking and filing of an appropriate oath, their' acts, and the acts of each, in the respective offices, shall be entitled to full faith and credit. . Temple Clerk of said Board Board received notice from the Manager of the Port of Port Townsend that it is their intention to vacate their office in the court house by Pebruary 1, 1975. . Board received formal approval of the Shoreline Management Master Program for Jefferson County and Port Townsend from the Department of Ecology. A copy of the Department of Revenue's comments on the Program was also received. A copy of Contract No. 1060-CGG-3674 providing for Alcoholism Services dur ing the period of January 1,1975 through June 30, 1975 was received from the Department of Social & Health Services for execution by the Board. Contract signed by Commissioners Brown and O'Meara. Pros. Attorney Daly, acting Court Commissioner of Superior Court presented the oath of office to the following newiy elected and appointed officials. I Carroll M. II I Pros. Attorney Howard prasented a lettor of agreement from the law firm of Wilson, Platt, Johnson & Irwin fof' a(;ceptance by the Board. Letter states that Bart G. Irwin of said firm will by the attorney of record to represent Lloyd Hansen, aa County Assossor, and Lillian Jacobsen, as County Treasurer, in C. V. Morrison vs Jefferson County at all, Jefferson County Cause No. 8407. All three Commissioners signed ,acceptance of agreement. . I Pros. Attorney Daly spoke to the Board ragl rding Judge Chamberin',s Order enjoining Jefferson County and its Employees from listing, aflflesslng or levying any property taxes on the interest of any taxpayers under Department of Natural ReIlources Timber Contraots until the case of Wasser & Winters vs Jefferson County had been dectded ~ Daly said that Ol!lse has now beerl decided although the remittor has not yet been filed. Now the question has arisen whether or not Assessor Hansen has used the proper formula in making the assessments for the years in question. On a copy of a letter addressed to Mr. Han.sen from M. & R. Timber, Inc. they objected to the manner in whioh the assessments were placed on the rolls in that the Assessor did not follow the method outlined in Department of Revenue Property Tax Bulletin 4~73-4.
