Notice of Funding Opportunity
Byrne Justice Assistance Grant (JAG) Washington Priority Area Funding
Commerce is inviting applications for funding. The funding will support the work of multiple organizations and governments prepared to create and carry out projects that will create
or increase planning, evaluation and technological improvements, crime victim support and advocacy programming, and community safety enhancements as well as law enforcement programs
and support services (see examples in the Washington’s Priority Areas of Focus list).
The Washington State Department of Commerce is initiating this Notice of Funding Opportunity (NOFO) to solicit Proposals from those qualified and interested in grant funding to conduct
projects in alignment with the federal Byrne-Justice Assistance Grant (JAG) requirements and Washington’s JAG Priority Areas.
JAG is a primary source of federal funding to state and local jurisdictions supporting a range of criminal legal system improvement and community advancement programs. JAG funds are
intended to assist states, tribes, and local jurisdictions in leveraging additional dollars from other funding sources to support and maximize statewide efforts.

state. As part of the strategic plan, the following were identified as Washington’s Priority Areas of Focus:
* Planning, Evaluation and Technology Improvement
* Examples: forensic technology, strategic planning processes, needs assessments, criminal records management and improvement, information sharing, collaborative/collective impact model
implementation, program outcome evaluation
* Crime Victim Programming, Support and Advocacy
* Examples: Restorative justice, victim services for adults and children
* Community Safety Enhancement and Law Enforcement Programs/Support
* Examples: law enforcement-led diversion, multi-jurisdictional task forces, equipment/personnel/operations, officer wellness, training, law enforcement/community partnership efforts
Approximately $5 million of JAG funding will be awarded through this NOFO through multiple contracts to provide the services described in this NOFO.
Eligibility
This NOFO is an open, competitive process. As further described in the NOFO, applicants will be considered based on expertise and alignment with the Washington JAG Priority Areas. Public
agencies, units of local government, tribes, and nonprofit community-based organizations are encouraged to apply.

Commerce seeks third-party rebate administrator for the Inflation Reduction Act Home Energy Rebate programs
The IRA Home Energy Rebates programs will provide rebates to low- and moderate-income households for whole-home energy-efficiency retrofits and electrification. These programs will reduce
costs for households weatherizing their homes or purchasing high-efficiency electrical appliances.
There will be an emphasis on supporting households in overburdened communities. At least 40.8% of funds from both programs must be distributed to low-income households and an additional
10% of funds will be distributed to low-income multifamily buildings.
The successful applicant will be responsible for the following:
Providing a project delivery solution with customer support and rebate processing capabilities
Providing the project database and public-facing project website (including website development, hosting, and maintenance)
Producing educational materials, conducting outreach, and managing outreach channels
Facilitating and reviewing home energy assessments for modeled energy savings pathways rebate applications and reviewing the limited home assessments for HVAC rebates
Onboarding and managing contractors in the Qualified Contractor Network
Processing rebate payments to contractors and retailers
Developing and implementing an approach to provide navigation support for braiding and stacking existing incentive and funding options
Program monitoring, tracking, reporting, auditing
Program coordination with Commerce, stakeholders, and vendors conducting income verification and home retrofit quality assurance

As the end of the year approaches, it’s natural to reflect on what we’ve accomplished and the work that lies ahead. This season is a time to appreciate the dedication of all those involved
in shaping our communities – whether you’re submitting comprehensive plans, balancing budgets or preparing to welcome new faces to public service.
While those of us in state government often think in terms of fiscal years, the end of the calendar year is a significant milestone, especially for the local governments we serve. As
cities and counties adopt budgets and greet newly elected and appointed officials, we extend a warm welcome to those stepping into public service in 2025. For those concluding their
roles, we thank you for your time.
Here at Commerce our senior planners are hard at work reviewing the first Comprehensive Plan submissions for the Puget Sound region, due in just two weeks. Our focus remains on helping

Remember to sign Periodic Update Grant contracts
Award notifications and instructions for the Periodic Update Grant (PUG) have been sent to counties and cities with updates due in 2026. Jurisdictions awarded grants for 2026 updates
must sign their Year 1 contracts by Jan. 24, 2025. Once signed, these jurisdictions can request reimbursement for all eligible work outlined in the PUG grant agreements.

Commerce’s Housing Division is conducting a study to evaluate the potential impacts of alternative methods for calculating Area Median Income. Income limits based on AMI are used to

Ananda Gordon-Peabody (she/her) is a senior planner at the Washington State Department of Commerce. Working on the Climate and Ecosystem team within Growth Management Services, Ananda
helps Washington communities plan to address the effects of climate change.
Ananda comes to Commerce with experience in environmental consulting, emergency management and housing planning.
Ananda holds a master’s degree in urban and regional planning from Portland State University, as well as a bachelor’s degree in political science from the University of Washington.
Outside of work, Ananda enjoys crocheting, foraging and figure skating. Originally from the Renton area, Ananda now lives in Vancouver, Washington.

Together, the proposed rules will assist counties and cities in further implementing the Growth Management Act requirements through local comprehensive plans and development regulations.
Effective land use planning is critical to sustainable economic development, conservation of natural resource lands and industries, supporting a healthy natural environment, fiscally
responsible infrastructure investments, and providing predictability to communities and developers.

Help shape a new study about alternative methods for calculating AMI in Washington state
The Department of Commerce Housing Division is conducting a study to evaluate the potential impacts of alternative methods for calculating Area Median Income (AMI).
Income limits based on AMI are used to determine eligibility for many housing assistance programs as well as rent limits for some income-restricted affordable housing. The method or
the geographic area used for calculating AMI can impact who qualifies for affordable housing and how much rent can be charged.
Commerce has contracted with BERK Consulting to conduct this study. To inform this work, we're collecting information from stakeholders about the following:
* Benefits and drawbacks of the current AMI calculation method.
* Potential impacts of changes to AMI calculation methods on efforts to meet the affordable housing needs of Washington residents.
