WSTA is rebranding our entry level leadership program as "emerging" as we have grown our leadership program to include; TNLI Advanced, TNLI Executive and TNLI Lead. 2025 TNLI Emerging will accept 25 fellows for the upcoming class. Applications are now open and will be due January 31, 2025. We ask applications to read the syllabus completely as well as review all program events, including the 3 in-person sessions. We ask that fellows be sure they can attend and that their supervisors allow the time necessary to attend and complete the program. With the failure of I-2117 and with its failure the protection of $3 billion over 16 years for transit, the Association will focus its efforts on defending those funds from being used for other programs. Further, we continue our efforts to transition our fleets to zero-emission, be it electrification or hydrogen, but we do so knowing that policy and legislation should not extend beyond the financial and technological means for the membership. Transit has and always will keep safety and security a top priority for our communities and employees, and with it, WSTA supports efforts to secure state funds to help with that priority. Finally, WSTA monitors all legislation and, when necessary, will oppose or support policies and legislation depending on their impact on the safe, effective, and efficient delivery of public transit to our communities. Leighton: justin@watransit.com <https://mcusercontent.com/6c70c3a1d76c22fe2ef2a8361/images/92c7b85f-59ef-784f-7669-38170c8ec978.png> Senate Passes Continuing Resolution, Avoiding Shutdown December 21, 2024 Overnight, the Senate passed the stopgap measure entitled the American Relief Act, 2025 (HR 10545 <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=346ec12616&e=85000 8f825> ) by a vote of 85-11, advancing the Continuing Resolution (CR) to President Joseph Biden’s desk for signature and avoiding a shutdown. The three-month CR will extend federal government spending through March 14, 2025. It will provide more than $100 billion worth of disaster relief to impacted areas as well as economic assistance for farmers. The legislation also includes an extension of the Farm Bill and healthcare and public health extenders. Transportation U.S. Department of Transportation Office of the Secretary * The U.S. Department of Transportation (DOT) announced <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=d25ec9b57f&e=850008f825> project selections totaling over $130 million through the Fiscal Year (FY) 2024 Strengthening Mobility and Revolutionizing Transportation (SMART) Grants Program. The agency awarded Stage 1 Planning and Prototyping grants to 34 projects <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=20da9db7a3&e=850008f825> in 21 states to support the demonstration of advanced smart city and community technologies and systems that improve transportation efficiency and safety. DOT also awarded the first Stage 2 Implementation Grants under the program to eight projects <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=0e140f9962&e=850008f825> in eight states to advance the implementation of projects developed by Stage 1 grantees. The regulation sets new standards for assistance to be both “safe” and “dignified;” requires annual hands-on training for airline employees and contractors assisting passengers with passengers; mandates prompt enplaning, deplaning, and connecting assistance for those passengers; and prescribes actions to protect passengers when a wheelchair is damaged or delayed during transport. The interim guidance became effective on December 17, 2024. DOT will accept guidance for potential incorporation into the final guidance. * DOT proposed <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=74266ad16d&e=850008f825> a waiver of domestic preference requirements for transit-oriented development (TOD) projects that receive credit assistance through the Transportation Infrastructure Finance and Innovation Act (TIFIA) and Railroad Rehabilitation and Improvement Financing (RRIF) program. The agency will accept public comments on the proposed waiver through this Tuesday, December 24, 2024. Federal Transit Administration * The Federal Transit Administration (FTA) finalized <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=6336a119d9&e=850008f825> new Policy Guidance <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=4ff40443cb&e=850008f825> to govern the Capital Investment Grant (CIG) program. It updates a variety of criteria and measures utilized by FTA for project evaluation and rating. It incorporates policy priorities related to resilience and affordable housing. It also implements new eligibility under the Bipartisan Infrastructure Law (P.L. 117-58) for bundles of multiple CIG projects being pursued by the same project sponsor. The guidance will become effective on January 16, 2025. FTA will host two webinars on January 14, 2025 and January 15, 2025 from 1:00 p.m. to 3:00 p.m. Eastern Time (ET) to provide additional information. Congress Reauthorizes Economic Development Administration Earlier this week, the Senate passed the bipartisan Thomas R. Carper Water Resources Development Act of 2024 (WRDA), which included the Economic Development Reauthorization Act of 2024. The House of Representatives passed the package last week in a 399-18 vote. It now heads to President Joseph Biden to be signed into law. This reauthorization marks the first time in 20 years Congress has reauthorized the U.S. Economic Development Administration (EDA).
