It is a good time of year to reflect on what is most important to us, let go of the things weighing us down, and focus on what draws us together. Darkness plays a vital role in our lives that is not often acknowledged. I remind myself that without darkness one cannot appreciate the light (and vice versa). In this sense light and dark need each other. In this issue we look to the next phase of the comprehensive planning process and acknowledge the reality that many are living unhoused in our community. These are not black and white topics and perspectives and experiences run the gamut. Kindness and grace are essential for productive conversations. If I may propose a community resolution: let’s carry these feelings into the new year and try to see each other more as neighbors and less as ‘others’. Hopefully by now most of you are aware that the Jefferson County and Port Townsend governments are working their way through the periodic update of their comprehensive plans. To be clear, these plans are typically updated slightly every year, but a "‘periodic’ update is required every ten years, and is when the big edits happen. The periodic update is intended to be a delicate dance of input from the public, staff expertise, state mandates and direction from elected officials. It’s a process to synthesize abstract values into language that directs policy and municipal code language for the coming years. But this is a drawn out process, with many moving parts, legal requirements, and lots of meetings — even for those directly involved, it’s a challenge to keep up with what’s happening. It’s important to emphasize: this is a process is full of compromise. Once the the long list of possible changes in compiled, it must be whittled down into a prioritized list of what can be adequately discussed at public meetings and properly executed by staff with the time and resources allotted to them. And of course the state mandated changes make take priority. Once the final list is set, hashing out the nitty gritty details and word smithing begin. Port Townsend is currently in the whittling phase of the process; funneling the list of possible changes (preliminary docket) down to the final list of items to work on (final docket). This discussion will take place first at Planning Commission Meetings through January (9th and 23rd at 6:30), with their recommendations handed over to City Council in February for final decisions. The county government is still actively pursuing public input through January before creating their list of priorities. Again much of these discussions happen first during planning commission meetings before being handed off to the Board of County Commissioners for decisions. In the coming They should be releasing a more thorough update and engagement plan in the coming days. Expect drafts of the comprehensive plan changes to come in March, with both governments still looking to finalize their updates by June 30th (though the mandatory deadline was extended to December 31st <https://housingsolutionsnetwork.us17.list-manage.com/track/click?u=38123e1ad2608f9c4e51e6660&id=df6bea8946&e=b56e9d81e8> ). <https://mcusercontent.com/38123e1ad2608f9c4e51e6660/images/2f408059-a911-f03f-f7e2-bd0986a02b6f.png> Annual Point in Time Count The Point-in-Time (PIT) Count <https://housingsolutionsnetwork.us17.list-manage.com/track/click?u=38123e1ad2608f9c4e51e6660&id=65dbd20430&e=b56e9d81e8> is an annual count of people experiencing sheltered and unsheltered homelessness carried out on one night in January. This year the count will happen January 30th. For those interested in volunteering, a training session is scheduled for 2pm Jan 7th at the OlyCAP conference room (731 W. Park Avenue). All volunteers work in pairs, with at least one experienced volunteer in each pair.
