How do the Document Recording surcharge and 1590 funds interact with CHG? How are CHG funds being used here in Jefferson County? What are Jefferson Counties goals for CHG? Should Jefferson County be the Lead Grantee for CHG? 2 the consolidated homeless grant(CHG) Since 2012 Washington State Legislature has set aside pooled funding, the Consolidated Homeless Grant (CHG), to support a homeless response system in each county. Using this funding requires implementation of best practices, reporting and planning in accordance with statewide goals for a homeless crisis response system based on Chapter 43.185C RCW CHG follows the state fiscal year and is granted two years; 2024-2025 funding covers July 1st 2023 – June 30th 2025 . Washington State Department of Commerce runs this program. Jefferson County declined to receive the CHG funding as Lead grantee in 2024-2025 fiscal years. Olympic Community Action Program is currently the Lead grantee for CHG. 3 Administrative Requirements of CHG Lead Grantee Strive to improve housing outcomes as measured by statewide performance targets Provide Low Barrier Housing Project Operate and maintain Coordinated Entry process in order to provide critical accurate data to the state for reporting. Training; assure staff attend required trainings Reporting: Submit 5 year Homeless Housing Plan (HFB), Annual County Expenditure Report, Point in Time count, HEN Essential Needs Report Monitor subgrantees The administrative requirements are updated regularly and contained in the CHG Guidelines produced by WA State Dept. of Commerce. 4 Eligible activities (CHG is made up of several programs targeted to support specific populations and needs) Temporary Housing Interventions Emergency Shelter Transitional Housing Permanent Housing Interventions Rapid Re-Housing Permanent Supportive Housing Street Outreach Homelessness(Eviction) Prevention Housing and Essential Needs All of these eligible activities have associated administrative, operations and facility budgets, they are documented in the CHG Guidelines. 5 Local funding collected: Document recording/ 1590 .1 of 1% sales Tax RCW 36.22.250 lays out the means by which the Document Recording surcharge is collected and distributed. In 2025 the HFB awarded $1.4 million for homeless and affordable housing projects. 6 Funding Funding for CHG and it’s associated programs is based on legislative appropriation. The 2026-2027 funding is expected to decrease up to 20%. Commerce has reported that CHG funds have not been fully spent for the last 4 years. Homeless response system From Dept of Commerce Coordinated Entry and data improvement is a stated goal of OlyCAP for 2026-2027. 10 lead grantee WA State Dept of Commerce notified Jefferson County that the County could elect to be the Lead Grantee for the 2026-2027 two-year fiscal period. WA State has provided a strong structure and technical guidance with flexibility for counties to create a homeless response system that meets their specific needs. Deadline for decision is January 20th 2025. Goal of executing our 5 Year Homeless Housing Plan, a unified approach using funding from CHG/DRF/1590 to support all homeless service providers. 11 Homeless response system goals for Jefferson County Finance Provide a strong homeless response system with appropriate diversity of bed types/needs. Coordinate the spending of DRF/1590 funds and CHG oversight to improve outcomes. Control administrative expense and maximize implementation investments. Leadership Work collaboratively with all housing services partners and funders; Bayside Housing & Services, Dove House, Habitat for Humanity, Peninsula Housing Authority, OlyCAP, Owl360, YMCA, Winter Welcoming Center, Housing Fund Board and others. Provide accurate data that results in informed decisions. 12 HFB Feedback requested What are the advantages or disadvantages of OlyCAP remaining the Lead Grantee?
