(Courtesy of Yim family) ________________________________ In the early hours of Dec. 18, we lost a kind and dedicated public servant, King County Metro Bus Operator Shawn Yim. Shawn was beloved by his family and friends, and was funny, warm and thoughtful to his colleagues and riders. Words can’t express the grief of his widow and extended family. They endured a sudden, massive loss due to homicide. Across King County Metro, we extend our deepest condolences to the family. As we offered our support in recent weeks, we were repeatedly humbled by their graciousness even during such dark days. Metro colleagues describe Shawn as an extraordinary person, a friend, a great man, a mentor, and a person of high morals who believed in right and wrong. To newer bus operators in particular, Shawn “instilled hope, guidance and wisdom for their futures.” Procession and memorial At 10 a.m. Friday, drivers of buses and other transit and agency vehicles will travel north from Metro’s central bus base, 1500 Sixth Ave. S., through downtown Seattle before returning south to the stadiums. A memorial service, open to the public, will be 11 a.m.-1 p.m. at the Lumen Field Event Center. Shawn’s customers shared times that he took extra care in making sure every kid going to school caught the bus safely. He encouraged them not to run and assured them he’d wait. Other riders told us of his attention to older passengers needing directions or help transferring to their next bus. On Friday, Metro’s largest labor partner, the Amalgamated Transit Union Local 587, will host a procession of buses and other transit vehicles. As I promised on Dec. 18, we will honor Shawn not for days, weeks or months, but for many years to come. In addition to profound sadness for Shawn, many of our employees have shared their concerns — and sometimes anger — in relation to their own security and the safety of their riders. Our customers similarly deserve to know about the work already underway and Metro’s commitment to do more. In recent years, Metro has more than doubled the number of transit security officers from 80 to over 170. We’re hiring more, while simultaneously recruiting for additional Metro Transit Police. Like so many police agencies nationwide, hiring is a challenge, and we encourage anyone with a guiding commitment to their community to apply (st.news/transit <https://watransit.us12.list-ma nage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=095b8e0497&e=850008f825> ). Metro is also redesigning our buses to strengthen protections for our operators. We’re assessing and improving upon the operator partition that was installed on all buses in 2020 and 2021. And we have two pilot buses featuring different prototypes of cockpit-style doors for the operator’s compartment. Additionally, we placed an order with a bus manufacturer for four test buses with ADA-compliant, European-style operator compartment design. This design is similar to a light rail train, streetcar or subway. We are working with manufacturers to pursue other operator safety features, too. Buses, much like our sidewalks, are vital public spaces that face many of the same safety challenges we’ve seen in our neighborhoods. That’s why Metro is discussing with cities, law enforcement and other regional partners the security challenges in the communities and on the streets where Metro provides service. We are grateful to ATU 587 for calling for a new regional task force on safety, and its impacts on transit, and look forward to being part of it. So many of you — community members, Metro employees and our riders —have shown such incredible support in recent weeks. Thank you. Michelle Allison: is the general manager of King County Metro. <https://mcusercontent.com/6c70c3a1d76c22fe2ef2a8361/images/91751ad1-3691-6b98-7ed8-6b868e46fb19.png> Pre-Session Outlook By Mike Shaw - WSTA Lobbyist: The 2025 legislative session begins on January 13 and is scheduled to run through April 27—a total of 105 days. This is a budget year, and the grim financial outlook for both the operating and transportation budgets will overshadow nearly all other discussions. WSTA's primary legislative goal this session is to preserve existing funding—a challenging task given the circumstances. The operating budget faces a projected shortfall of $12 billion over the next four years. Similarly, the transportation budget is expected to see a $6.6 billion deficit over six years. Discussions about potential tax increases are widespread. Governor Inslee's proposed aspirational budget relies on approximately $13 billion in new tax revenue, while Governor-Elect Ferguson’s budget principles emphasize over $4.4 billion in cuts, signaling a preference to avoid a "tax-first" approach. There is also growing interest in addressing Washington’s regressive tax system, which is currently ranked the second-most regressive in the nation, behind only Florida. The outcome of these budget challenges remains uncertain, particularly with a significant number of new legislators. Many experienced lawmakers have not encountered a budget deficit of this magnitude. By my count, only three House members remain from the Great Recession's budgetary struggles. To make matters worse, the next fiscal forecast is expected to reveal an even grimmer outlook. Governor Inslee’s budget will dominate the first week of the session, as fiscal committees hold hearings on his proposed plans. WSTA’s Justin Leighton will testify on transportation budgets, particularly to address concerns about grant funding changes, where the Governor has deviated from ranked project lists. After this initial focus, budget discussions are likely to slow until the March 20 revenue forecast. Revenue forecasts are typically issued to the Governor and Legislature on or before November 20, February 20 (in even-numbered years), March 20 (in odd-numbered years), June 27, and September 27. The first hearing is set to take place next Tuesday morning. Senators serving on the committees of jurisdiction over each federal agency will conduct questioning of the nominee’s background, qualifications, and views in each hearing. Positions that require a security clearance are also subject to a background check by the Federal Bureau of Investigations (FBI). Committee members will approve or reject the nominations, and those who advance from committees will be considered by the full chamber in a floor vote. We have provided the tentative schedule of confirmation hearings below for your review. Please note that these dates are subject to change. Senate Passes Organizing Resolution On Tuesday, the U.S. Senate approved its organizing resolution for the 119th Session of Congress by unanimous consent. The resolution outlines the shared authorities and responsibilities for leadership, formalizes the organizational makeup of the Senate over the next two years, and effectively allows committees to begin holding hearings for President-elect Donald Trump’s nominees for cabinet positions as soon as next week. Artificial Intelligence * On Tuesday, the U.S. Department of Homeland Security (DHS) published <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=f3621559fc&e=850008f825> a new resource, entitled “Playbook for Public Sector Artificial Intelligence Deployment <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=5e6aabff57&e=850008f825> .” Its purpose is to help federal, state, and local government officials adopt safe, responsible, and effective generative artificial intelligence technologies (GenAI) to improve the delivery of public services. The guide includes detailed GenAI case studies from DHS pilot programs designed to improve investigative leads, help local governments with hazard mitigation planning, and create training opportunities for immigration officers at any stage of the AI development or implementation process. Transportation U.S. Department of Transportation This morning, the U.S. Department of Transportation (DOT) announced <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=68f033fb24&e=850008f825> approximately $5 billion worth of awards from the Bipartisan Infrastructure Law (PL 117-58) in one of the agency’s last major announcements under the Biden-Harris Administration. Funding will support over 560 projects in all 50 states under seven programs outlined below: * DOT announced $544 million in funding through the FY 2025 Reconnecting Communities Pilot (RCP) Program. Awards will support <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef 2a8361&id=1e97e822c8&e=850008f825> 81 projects in 31 states, including 66 Community Planning Grants and 15 Capital Construction grants, intended to restore community connectivity by removing, retrofitting, and mitigating highways and other transportation facilities that have created historic barriers to mobility, access, and economic development.
