Jefferson County has reviewed the referenced forest practice permit application for
compliance with its plans and ordinances. The following comments are submitted for your
consideration.
* The application is for timber harvest in conjunction with development of a large lot
subdivision. The purpose of the timber harvest is to clear for home sites and to
enhance views.
* Review of the proposal under the State Environmental Policy Act was conducted by
Jefferson County as lead agency. A Modified Mitigated Determination of Non-
significance was issued for the proposal on July 20, 1992. A copy of this document
is attached.
* Jefferson County issued a preliminary plat approval for the property on July 31,
1992.
* The portion of the proposal site lying easterly of Mclnnes Road will be placed in a
conservation easement restricting some deveolpment activities on the property. The
Jefferson Land Trust has provisionally agreed to hold the conservation easement. The
Jefferson Land Trust is aware of the proposal to harvest some trees within the
conservation easement area and does not object.
* The applicant states on the forest practice permit application that timber will not be
harvested within 100' of the wetland area on the east side of Mclnnes Road or within
50' of Donavan Creek, a Type 3 Water. An existing road will be used for skidding and
hauling. The Forest Practice Permit should be conditioned to require that prior to
timber harvest a cutting boundary that reflects these proposed buffers shall be clearly
marked in the field.
* The applicant proposes to plant immature hemlocks along the west side of Mclnnes
Road and along the north and south boundaries of the property.
* Jefferson County finds that the proposed timber harvest is consistent with the
Modified MDNS issued by Jefferson County for the referenced proposal.

Dear Ms. Simmons:
Please find enclosed a completed application for a Class IV Forest
Practices Permit. I am:not submitting an Environmental Checklist
because I have already through the SEPA process in converting this
property to a large lotisubdivision- When I went through the
SEPA process with Jefferson County selected logging of the
property was proposed and reviewed. I have discussed this with
Jim Pearson, of the Jefferson County Planning Department, and he
is aware that I am not submitting an environmental checklist.
No logging was take place within 100' of the wetland-nor within
50' of Donovan Creek.
The tax account numbers for the property are 701 182 007 and 701
183 020.
Where buffers are indicated on the maps I will either leave alone
or replant with immature hemlock or native brush.
I hope everthing is in order and please let me know if you need
anything else.

Application for Class IV Forest Practices Permit
Project Summary
I am in the proceSs of creating.a large lot subdivision on the
property. This is a conversion and I am applying for a Class IV
Forestry Practices Permit.
In the process of creating this large lot subdivision I am also
preserving, in perpetuity, 30+ acres in permanent open space.
I have received preliminary plat approval from Jefferson
County(see attached). I have gone through the S.E.P.A. process
with Jefferson County during which selective logging of the
property was proposed and reviewed.
The property consists of two distinct parts that are separted by a
county road (McInnes Rd.,) the upland portion of the property is ,,
little more than six acres. This property was logged
approximately 17 years ago and today mixed hardwoods of maple and
alder dominate the hillside. There are some 50-75 year old firs
and cedars on the property and these will be harvested. Most of
these trees are located along McInnes Road. The logger estimates
that these trees will. amount to one to two loads. There is an
existing old logging road on the hillside(as indicated on the
drawing) and it will be utilized in harvesting the two loads.
The portion of the property to the east of McIn~es Road(30+ acres)
is composed of two main parts: (a) a large pasture area and(b)a
large wetland. No logging will take place within a 100' of the
wetland or within 50'of Donovan Creek.' The latter runs through
the property in a north-south direction. This~is a Class 3 creek.
A conservation easement has been placed on a good portion of the
wetland and a conservation easement will be placed on all of the
30+ acres east of McInnes Road)see drawing indicating old and new
conservation easement and language of conservation easement).
Although(as indicated above) no logging will take place within
50' of the creek of 100' of the wetland, the terms of both the old
and new conservation easement do allow and permit logging in the
conservancy area.
There is an existing logging road on this portion of the property
and it is marked on the enclosed drawing. This road will be
utilized in removing the trees. The trees will be removed from
the west side of the property(along the county road). The trees
are almost all firs and appear to be 50-75 years old. The logger
estimates that there are probably 4-5 loads of trees to be
harvested in this area.

The 30+ acre property east of the county road has been in
agricultural zoning. When the cQnserva~ion easement is in place
it will be removed from agricultural classification and placed in
open space. No further subdivision of the property will be
permitted. The hillside property(that 6 acre parcel west of the
county road) is currently zoned one house per acre. I am
developing six building sites on this property.
Buffers
Immature Hemlocks will be planted along west side of the road and
on the north and south borders of the upland portion of the
property. These are intended as visual buffers. Smaller native
brush will be planted on the east side of the road.
