HomeMy WebLinkAboutLLA91-00008-13MODIFIED MITIGATIVE MEASURES: PADRAIC BURKE LARGE LOT SUBDIVISION QUILCENE HEIGHTS Prior to final large lot plan approval the proponent shall submit a drainage plan and report to the Jefferson County Department of Public Works for review and approval. The drainage plan must incorporate the storm drainage criteria of the Washington State Department of Ecology, Storm Water Management Manual (SWMM) for the Puget Sound Basin and Washington State Department of Fisheries, Draft Storm Water Guidelines, November 1, 1990. A temporary and permanent erosion control plan shall be reviewed and approved by the Jefferson County Department of Public Works. The plan shall be approved prior to final large lot subdivision plan approval. The temporary and permanent erosion control plan shall incorporate the applicable sections of the Storm Water Management Manual. All areas disturbed during construction of approaches, driveways, utilities, residences, and accessory structures shall be revegetated upon completion of construction. The storm water management system shall be designed to ensure that runoff entering Donovan Creek, the adjacent wetland and Quilcene Bay from the project will not reduce the present water quality of either water body. To protect the important habitat and unique ecological value of Donovan Creek and its associated wetland, a dedicated conservation easement may be established with either the Jefferson County Land Trust or another conservation/trust group which will preserve the integrity of this important habitat and unique ecological feature of this site. The conservation/trust group must be acceptable to the Board of Commissioners. The Northwest Institute for Historic Preservation shall not be involved in the establishment or management of the conservation easement. It is understood that the proponent has offered this easement as a method of avoiding probable significant adverse impacts to the property. If such an easement is not created and recorded prior to final approval, then further mitigation may be necessary. The following notice shall be placed on the face of the final large lot subdivision map: NOTICE TO POTENTIAL PURCHASERS: Jefferson County requires the dedication of common open space areas for cluster large lot subdivisions. The common open space for this large lot subdivision is reserved by means of a dedicated conservation easement. Any future development of the open space area, including livestock grazing, is prohibited. 10. No development of any type that would have an adverse affect on water quality shall take place within the wetland of Donovan Creek. Within the conservation easement area, only water wells shall be developed. The proponent shall assemble any existing pertinent data and information related to groundwater and the aquifer for the site and the surrounding area. This data and information, accompanied by the recommendations of a groundwater specialist, shall be submitted to the Jefferson County Board of Commissioners. The data/information and recommendations shall be submitted to the Board of Commissioners prior to final plat approval by the County. The individual water wells for the proposed building sites shall be evaluated for salt water intrusion using the same standards as for a community well. Applications for On-site Sewage System Permits shall be accompanied by soil profile description, site characterization, and septic system plan prepared by a certified designer, registered sanitarian, or licensed professional engineer. This plan shall be reviewed and approved by the Jefferson County Environmental Health Department prior to installation of an on-site sewage disposal system. The septic system primary and reserve drainfield areas for the lots in the large lot subdivision shall be located west of the County road, Mclnnes Road.
