It is a new year, a new legislative session, we have a new governor, and over one third of the Legislature is new. Welcome to 2025! Policy makers were busy during the interim. Thus far, we have over 700 bills introduced for this session, and it has only been 5 days. One week in and we know a little, but not a lot. What we DO know: 1. Budgets are bad <https://t.e2ma.net/click/x50xsm/5ngk51mb/prsnxwc> . Really bad. And without new revenue, cuts will be the only way legislators will be able to balance their budgets. 2. 2025 may be the year we learn Road Usage Charge’s fate. Legislators are acknowledging they have a big problem with MVFT revenue <https://t.e2ma.net/click/x50xsm/5ngk51mb/5jtnxwc> – it's inevitable decline is here with no replacement in place. Representative Jake Fey (D-Tacoma), Chair of the House Transportation Committee, has announced plans to introduce legislation that would implement a road usage charge (RUC <https://t.e2ma.net/click/x50xsm/5ngk51mb/lcunxwc> ). The idea has been studied by the Washington State Transportation Commission for years, and policy makers are ready to be done studying the concept – they want to either move forward with the policy or leave it behind. 3. The County Road Administration Board has an exciting (and ambitious) legislative agenda <https://t.e2ma.net/click/x50xsm/5ngk51mb/14unxwc> . We are proposing the establishment of a new grant program to fund local roads; HB 1098 <https://t.e2ma.net/click/x50xsm/5ngk51mb/hxvnxwc> would do just that. Establishing a new grant program brings with it exciting opportunities, but great challenges as well. In a year where it seems like all we have is challenges we, more than ever, will need the support of our partners. Speaking of, the bill will be having a hearing on January 22nd and you can easily weigh in as pro/con online here <https://t.e2ma.net/click/x50xsm/5ngk51mb/xpwnxwc> anytime before 3pm on Wednesday. What we DON'T know: 1. What direction policy makers will take on the rough road ahead. Raising revenue is never easy, but cuts are even more difficult. 2. If transportation leaders will decide to introduce a new revenue package. If they do, will it only be to shore up current losses, or will there be additional dollars to spend on programs like CRAB’s local road proposal? And where will they get the additional dollars? As we learn more in the coming weeks and months, I will provide updates through our newsletter on all the goings on at the Legislature.
