Dear Sirs
The abc numbered application for easement, for right of way for county
road over portions of sections 26 and 27 of T. 27 IT., R. 1 W., W.M. was made
at the instigation of a private property ewnor. As the propore9 road wee
primarily for the benefit of the property owner, the Board of County Commise
sioners agreed to apply if the owner would bear the costs.
Since the application was submitted the property has changed hands and
the new owners do not feel that they are able to put Lp the $1,6L2.00 appraisal
at this time; possibly not for a couple of years.
The above is related only to show the position of the Jefferson County
Commissioners. We regret any inconvenience we may have caused the Department
and wish to assure you wo were acting in good faith. In the future we expect
to adopt a policy that will give us some assurance that matters of this kind
will be completed in a reasonable time after thay are initiated.
We feel that there will eventually be a demand for this read, but if you
wish we can aeapply at that time.

Mr. Bowler stated that upon receipt of $1,042.00, an easement
would be granted. In checking our records we find same has not
been received. If you are interested in obtaining this land,
please remit balance due.
If we have had no reply within 30 days of this date, your
application will be considered for cancellation.

Jefferson County proposes to reconstruct the Coyle road on the
Toandos Peninsula through section 26, T. 27 N,, R. 1 W.j W,M, There is
a U.S.C.&G,S. monument located in the path of the proposed construction.
The monument consists of a brass disc in a 12" concrete cast and is
marked "Triangulation point, Toandos, 1955 ". The monument is on the west
disc of the existing road and there are two reference points on the east
side of the road which will not be disturbed.
We could remove the momument and replace it from the reference points
after the construction is completed: It would be located in a side out -
slope but we would be able to level an area for its replacement.
If you have any instructions regarding our proceedure, please advise
as soon as possible as we world like to begin construction in the very
near future.

widening the Coyle Road from the end of the asphalt surfacing in

Dear Casey:
Bill Montgomery, my attorney just called me to tell me he had finished
a rather lengthy and argumentive conversation with Mrs. C. K. Holtzman regarding
my request for an easement from the Holtzmans across their property, Government
Lot 2, Section 34, Township 274, Range 1 WAN. Mrs. Holtzman was apparently
rather disagreeable and arbitrary and told Mr. Montgomery that she was not going
to give me an easement for the construction of a road. This apparently leaves
three alternatives, which are as follows:
1. As an individual I can proceed to condemn a right of way.
2. Jefferson County could condemn a right of way.
3. Jefferson County could exercise the rights which it reserved to
itself at the time of sale of property to the Holtzmans and construct a road
through their property.
Of the three alternatives this latter seems to be the most workable and
most fair to all concerned. Certainly the county did not sell the property to the
Holtzmans with the idea that they would hold it for Speculative purposes or use
it as a means to shut out another individual who is desirous of spending a sub-
stantial sum of money himself to obtain a road into his own property.
When I saw you Saturday you informed me that there was some question as
to the validity of the right of construction of a road which was reserved by the
county at the time of sale of property to the Holtzmans. It has been my experience
that such reservations are valid and have withstood court tests. Bill Montgomery
my attorney, is of the opinion that if the county were to contract with me whereby
I would construct the road for Jefferson County under the right which they had re-
served for themselves that it would take rather definite affirmative action on the
part of the Holtzmans to question this right and that the only way they could stop
construction of the road would be to go into court and ask, for an injunction. That
would be the time when the validity of the right of the county would be questioned.
Knowing what I do of the Holtzmans I am of the opinion they would not be disposed
to expend the money or effort necessary to do this.
My survey has been completed and Paul Schechert is ready to start the road
construction Just as soon as I give him the go ahead. As there will be several fills
to be made it is imperative that we get going on this before the fall rains set in.
If I have to condemn the right of way or if the county should have to do this it
might be well into late fall before we would be ready to go. In view of all of this
I wonder if it would not be possible for Jefferson County to enter into a contract

sum of $1.00.
When you discuss this with the commissioners please tell them that I do not
want any favors or consideration which would not be extended to any property
owner or citizen under similar circumstances. I honestly feel that a rather
wilfull individual is endeavoring to make a speculative profit and at the same
time prohibit me from constructing a road and erecting the buildings which I
have planned and in the process place additional property on the Jefferson
County tax rolls. In my opinion it is the proper function of the county to
step in in such cases and I am certain that the county attorney will share these
views and will substantiate the legal opinion of my attorney who has informed
me, rather categorically, that the county can proceed to exercise the road
building rights which it reserved to itself at the time it sold the property.
I have an appointment with Mr. Schechart for next Saturday morning to
go over the road with him and we had hoped on Monday that he could move his
bulldozer in and go to work. Do you think it would be possible to have this
matter concluded to permit him to start on Monday? I would like to express
my personal appreciation to you and the commissioners in the very friendly
manner in which you have assisted me.

LICENSE TO USE AND MAINTAIN GATE
This Agreement is between JEFFERSON COUNTY, acting by the Board of
County Commissioners, hereinafter referred to as the "COUNTY ", and Alan
and Lynn Iglitzen, hereinafter referred to as "IGLITZEN ".
WHEREAS, IGLITZEN is the owner of the SE NE of Sec. 17, Twp. 28 N,
Rg. 1 W. WM, Jefferson County, Washington, and
WHEREAS, IGLITZEN wishes to construct a gate across that portion of
the old alignment of the Coyle Road lying SE'ly of the Center Road adja-
cent to said property, more descriptively shown on attached Exhibit "A"
which by this reference is incorporated herein, and
WHEREAS, IGLITZEN acknowledges that the gate is on COUNTY right of
way and recognizes that the COUNTY requires protection of its interest in
the right of way; NOW THEREFORE,
IT IS AGREED:
(1) LICENSE. IGLITZEN shall have a license to use, operate and main-
tain a gate as shown on Exhibit "A ".
(2) COSTS AND EXPENSES. IGLITZEN shall pay all costs and expenses
related to the use, operation and maintenance of the gate.
(3) INDEMNIFICATION. IGLITZEN shall be responsible for the safe
and proper construction and maintenance of the gate. IGLITZEN shall,
further, defend and hold the COUNTY harmless from all liability or expense
of litigation in connection with any item of actual or alleged injury or
damage related to IGLITZEN'S use, operation or maintenance of the gate.
(4) TRANSFER OF LICENSE. This license shall not be transferrable
by IGLITZEN without the written consent of the COUNTY specifically referr-
ing to this document.
(5) TERMINATION. This license may be terminated by the COUNTY on
90 days notice. On termination the gate shall be removed from the right
of way and the right of way restored to a neat and orderly condition.

THIS EASEMENT, made and entered into 7/3/1973
by and between JEFFERSON COUNTY, herein called the "Grantee," and the
State of Washington, acting by and through the Department of Natural Resources,
herein called the "State," WITNESSETH:
The State for and in consideration of the terms and conditions specified
herein, hereby grants and conveys to the Grantee:
An easement for a right of way for the sole purpose of construction, oper-
ation, use, and maintenance of a road over and across a location as shown on
Plat No. 3049 filed in the office of the Commissioner of Public Lands at Olympia,
Washington, a reduction of which is attached as Exhibit A, indicating said right
of way in red, and by this reference made a part hereof, all in Jefferson County,
Washington. Provided, the Grantee may permit the installation of utilities specif-
ically pertaining to electronic transmission lines, telephone lines, or pipe -
lines but for no other purposes.
This easement granted herein is subject to the following terms, conditions,
and provisions:
Consideration
The consideration paid by the Grantee to the State is as follows:

Damage and Protection from.Damage
Grantee, when using the rights granted herein, shall repair or cause to be re-
paired at its sole cost and expense, all damage to improvements on State lands oc-
casioned by it, which are in excess of that which it would cause through normal and
prudent use of said rights.
All soil surfaces on the right of way, temporary roads and skid trails which are
devoid of natural cover as a result of the operations hereunder, shall be reseeded to
a grass mixture recommended by the local office of the County Extension Agent.
All legal subdivision survey corners and witness objects are to be preserved. If
such are destroyed or disturbed, the Grantee shall re- establish same in accordance with
U. S. General Land Office standards at his own expense. Those corners that must be
necessarily disturbed or destroyed in process of construction must be adequately refer-
enced prior to removal of the corner and /or witness object. Grantee shall record these
references in the respective offices of the local County Engineer and the Commissioner
of Public Lands.
Compliance with Laws and Regulations
The Grantee shall comply with all applicable laws to the extent that it can
legally do so, including all Department of Natural Resources regulations, county
and municipal laws, ordinances, or regulations in effect and authorized by law or
laws of the State of Washington.
The Grantee shall cause its Permittee to comply with those requirements and
conditions set forth hereinafter which are applicable to the Permittee's operation.
Iu addition to compliance with those laws of the State of Washington pertaining
to forest protection, the Grantee shall contact the State's Area Manager at Forks,
Sashington, who shall deteruine any extra requirements pertaining to burning procedure,
blasting, watchmen, extra patrol, pumpers, tankers, fire hose, fire tools, etc., which
are deemed necessary for prevention and suppression of fire resulting from construction
operations. Such requirements will be included in the Grantee's invitation to bid and
will be made part of the contract with the successful bidder.

Facility Protection
Trees that become an interference or a hazard to the rights herein granted and
located outside of the limits of said right of way may be removed upon obtaining
the written consent of the State, and payment of the appraised value thereof.
Restoration
It is understood and agreed that in the event any portion of the road described
herein is abandoned, or in the event any portion of the right of way granted on
November 2, 1960 under Application Number 2494 is abandoned as a result of the
rights granted herein, the Grantee shall take the necessary legal action to vacate
such portions and shall immediately restore the land within all abandoned portions
to a natural condition as may be directed by the State.
On those portions designated for restoration, all asphalt shall be removed from
the abandoned right of way and shall not be deposited on the adjacent State land;
in addition, the land surface shall be scarified to blend with the adjoining landscape.
Notice of Noncompliance
The State shall notify the Grantee by United States mail, addressed to the
address shown on the application for this easement on file with the State in Olympia,
Washington, of any instance of noncompliance by the Grantee, its employees, per -
mittees, contractors or subcontractors with any of the terms and conditions hereof.
Such notice will specifically identify the manner of noncompliance herewith.

Rules Governing the Submission of Plats Accompanying Petitions for Rights of Way
1. Accompanying each application and made a part thereof, shall be a map showing the right of
way covered by the application.
2. Maps must be prepared on a good quality of mounted paper, size 17 inches by 23 inches, scale
400 feet to the inch. Unless by special permission, but one section should be shown on each plat.
3. Give distance to nearest government corners from the point of intersection of the center line
of the right of way with the sectional lines, both entering and leaving section, unless such road ends on a
government meander line in which case the meander notes connecting such end of road with nearest
government meander corner must be given.
4. Give the regular alignment notes of the survey including all curve data. If the right of way
enters or leaves the section on a curve, show the bearing of the tangent to the curve at the point of in-
tersection.
5. Give the area of the right of way in each legal subdivision (Government lot or 40 acre tract).
6. Place the certificate of the official engineer upon each plat submitted.
7. All plats must be certified to be accurate, signed and sealed by a registered professional engi-
neer or land surveyor. (Chap. 283, Laws of 1947.) The plat should be carefully checked by the engineer
or surveyor before submission. Plats found to be inaccurate will be returned, delaying action on the

In response to your question regarding the Coyle Road right of way
adjoining your property, I find a granted right of way of 32 feet,
recorded in October of 1911. If, however the road is currently wider,
or the measurement from back of ditch to back of ditch exceeds the
32 feet granted, the county would claim as useage right of way any
portion of the road that is being maintained.
As to your concern regarding the vacation of the Coyle Road in the
vicinity of your mother's property, all indication, including a
response by James Strictland prior to the vacation, mean that the
Strictland's were notified and were aware of the vacation. Several
letters from Margaret Strictland are'in the file, with responses by
this department that the Strictlands were notified. I am enclosing
a letter to Mrs. Strictland from the Director of Public 'Works that
states very clearly the vacation.

INTENT AND VACATION DESCRIPTION: The Jefferson County Board of Commissioners 1�
intend to vacate
described County road:
that part of County Road No. 16 traversing Thousand Trails
parcel beginning at point just East of the East line of
the Northwest Quarter of Section 4 and ending on the West
line of the Northwest Quarter of Section 4 all in Township
25 N. Range 1 W.W.M., said road having a length of 9396
feet more or less (0.64 miles) and having a Right-of-Way,
of 60 feet,
At.present the road is partially gravelled and single lane wide. An underground,
utility runs along• part of the right -of -way. The area is undeveloped, however,
Thousand Trails plans to develop the area as a camper club,
DEPARTMENT AND AGENCY FINDINGS:
Jefferson County Department: In favor the vacation, The Public' '
Works Department understands that the vacation is part of the building permit
conditions for the camper club. The replacement road connecting from elatche.d
Point Road has been inspected, approved, and accepted by the P bli. q
Department (see enclosed letter).
2. Puget Sound Power and Light Company: No objection. Puget Power does qo� jave
facilities on that section of County Road No. 16.
3. United Telephone Company: There is a buried telephonq cable which would require
a maintenance easement. The cable is buried on the north gide of the road
approximately 42 inches deep. The cable runs from.the east boundary of the proposed
vacation to the intersection of the road to Stephen Feldman's property,
4, Jefferson County Sheriff's Department: No objection.
5. Jefferson County Planning Department:
a. The optimum land use map of the Jefferson Count Com rehensive Plan designates
the area as rural located within the Coy a planning area.
b. The proposed vacation is not a trail corridor according to the Jefferson County
Park Recreation and Open Space Plan.
c. The public hearing will be held by the Jefferson County Board of Commissioners
on February 9, 1981 at 11:00 a.m. in their chambers at the Courthouse, Port
Townsend. Public notice of the hearing will be in the January 21 and 28, 1981
editions of the Port Townsend Leader.
d. Thousand Trails, Inc.: No objection to the vacation. Thousand Trails understands
that the road vacation is part of the conditions for their camper club building
permit.

"Pacific Rim Group, Inc. shall secure an.easement or shall provide
an easement across its own property to provide public access to

road, we will have to drive all the way around - which would be inconvenient.
A gate on both sides of the road is very inconvenient. It's almost impossible,
for friends and relatives to visit without getting a million keys. I dq'not

PRELIMINARY EXTENSION: November 22, 1979
Preliminary short subdivision approval by Jefferson County has been granted
subject to the Jefferson County Subdivision Ordinance and the special conditions
outlined below. Please note that the sale of lots prior to final short plat approval
and recording is unlawful.
1. The final plat map shall (a) have graphic portrayal of the survey tied to a
section corner, including bearing(s) and distance(s); (b) contain a detailed
vicinity map; (c) have lot identification by number and total acreage of the
lot; (d) contain a full legal description of the short plat; (e) contain graphic
portrayal of Dabob -Coyle County Road, No. 16, and Whitney County Road, No. 16- 17.23;
and (f) portray the title "Bryant Short Plat No. 2."
2. After the lot lines have been surveyed,the final plat shall portray an,easement
for ingress and egress to Lot 3 through Lot 2 by a surveyed traverse line if Lot
3 does not abut County Road No. 16. The following notation shall then appear on
the face of the plat:
EASEMENT
An easement is hereby reserved for and granted to the respective owners of Lot 3
and their respective successors and assigns for the purpose of ingress and egress
and utilities, under and across a strip of land sixty (60) feet in width, thirty
(30) feet on each side of the following described line: (please describe surveyed
traverse line, including point of beginning, bearings and distances).
Any easements of record within the boundaries of the proposed short plat shall
be graphically portrayed on the face of the plat including width and name or type
of easement. The recorded easement information shall appear on the face of the

record number (number), volume number , page (number).
3. Inspection of surveyed lot lines may be required by the Jefferson County Health
Department prior to final plat approval. In addition, maximum drainfield and
partial fill shall be required for all lots.
4. The final short plat shall contain the following notation:
NOTICE TO POTENTIAL PURCHASERS
(1) Maximum drainfield and partial fill shall be required for all lots.
(2) Approval of this subdivision does not constitute approval of each lot for
on -site sewage disposal systems. Approval of each lot will be conditional on
building plot plans, contours and soils on individual lots.
(3) A potable water source is not supplied to lots.
(4) Contact the Jefferson County Health Department regardinq regulations governing
well and sewage disposal system setback requirements.

This gravel road had been in use until late 1933 when it was replaced by
relocation and reconstruction of that portion of County Road 16 under CRP 354.
This old road is no longer needed as it has been replaced by new construction
under CRP 354•
This road traverses Washington State Department of Natural Resources land,
therefore, vacation would revert the old road to the D.N.R. Negotiation with
the D.N.R. for the new right of way was done with the understanding that the
new right of way would replace th old right of way and that the unneeded portions
of the old right of way would revert to the D.N.R.
The enclosed map shows that portion of the old right of way not needed at
this time shaded in red. it is recommended that this vacation be done.

January 8, 1973, in Sections 33 and 311, T. 26 N, R. 1 W.W.M.
and in contemplation of the language of the statute R.C.W. 36.87.010, the same
is useless, now therefore
BE IT RESOLVED, and this Board of County Commissioners does now declare its
intention to vacate and abandon said road, and be it is
FURTHER RESOLVED, and the County Road Engineer is hereby directed to examine
said roads and report his opinion as to whether this county road should be vacated
and abandoned; whether any is in use or has been in use; the condition thereof, N
and whether it will be advisable to preserve said road for the County Road System
is the :future; whether the public will be benefited by the proposed abandonment,
and all other facts, matters and things which will be of importance to the Board;
and that such report be filed as soon as possible.

Dear Sir:
We wish to thank Mr. Bob Nesbitt and Mr. Earl Wells for taking the
time on August 19th to attend a small meeting at the Coyle Garbage
Dump, with the idea of discussing the bad state of the gravel roads
in this area, and taking a drive over these roads to see just how bad
they are.
Mr. Nesbitt and Mr. Wells both agreed that the roads are in need of
improvement, but pointed out that the present Budget is completely
used up. However, it was felt that perhaps some hel¢ could be
offered to us under the heading of "Maintenance" , and they promised
to look into this.
The roads in question are the extension of the Coyle Road, up to and
including Donald Road, and also the extension of Hazel Point Road
over the remaining one -mile undeveloped road.
We would appreciate any help we can have with the improvement of
these roads and trust you will be able to advise us when this "Maintenance
work" will be scheduled.

Jefferson County closed the intersection at Elk Road and Hazel
Point Road for the reasons as were stated in our letter dated
July 28, 1987.
The county does not plan on constructing another intersection. If
the people within this area wish to construct a new intersection an
access permit will have to be obtained and the approach location
reviewed,

In response to your question as to why the county closed the
access to Elk Road on Hazel Point Road, I have the following
information.
I spoke with one of the engineers who was present at the time of
the road project on Hazel Point Road. He said that the access
was closed for two reasons: sight distance at the Elk
Road intersection was unsafe, and 2 in order to have brought the
road up to the Hazel Point grade would have been necessary to
have filled a large portion of the adjoining property, which
would have eliminated most of the yard of the adjoining property
owner. These were the reasons for the elimination of the access.

This letter is to confirm our conversation regarding the roads through
the Churchill - -Coyle unrecorded plat. Except for the Hazel Point Road, and a
portion of the Eaton Road, which are county roads, all other roads through this
plat are private:
Alder St., Cedar St., Wolf Rd., Eaton Rd. (portion), Moose Rd., Hemlock St.,
Hicory St., Madrona St., Fox Rd., Willow St., Bear Rd., Oak St., Deer Rd.,
Maple St., Elk Rd., Pine St.
The County will not accept these roads as county roads unless they are brought
to "County Standards ", and are established by proper procedure. Bringing the
roads to county standards would be the responsibility of the property owners,
not the county. No maintenance can be performed on a road that is not a county
road.
I hope this response answers your questions. The standards for county
roads are available upon request.

Dear Sir:
Our Read Supervisor has informed us that the ditch in front of your
lot in "Churchills Coyle Properties" had been blocked in order to create a
driveway to your lot.
This blockage has been removed to allow the ditch to drain properly;
and, by doing this, your lot no longer has a driveway to the County Road.
'As regards construction of a driveway to your lot, our usual practice
is as follows:
The lot owner pays $51.60 (tax. included) for 21 feet of 12" concrete
culvert pipe and the Road Department will install it free of charge. It is
then the lot owners responsibility to construct the rest of the driveway him-
self or hire a private contractor.
If you decided to proceed, send a check for the above amount made out
to Angeles Gravel & Supply to this office. Also fill out the top portion of
the enclosed permit form and mark the position of the proposed driveway with
a stake so it can be easily located by our Road Supervisor. Thank you.

AGREEMENT

This Agreement is between JEFFERSON COUNTY, hereinai-tor refer-
red to as "COUNTY," and THOUSAND TRAILS, INCORPORATED, hereinafter ; �i,
referred to as "THOUSAND TRAILS ".
WHEREAS, THOUSAND TRAILS owns certain .real. property on the Toando,:
Peninsula on which property a gravel deposit is located, and
WHEREAS, both THOUSAND TRAILS and the COUNTY have a continuing
need for supplies of processed gravel product; Now, Therefore,
IT IS AGREED:
(1) Location of Gravel Deposit. The gravel deposit of THOUSAND
TRAILS is located on the southerly end of Toandos Peninsula in Sec-
tion 4, Township 25 North, Range 1 West, W.M., Jefferson County.
(2) Crushing and Removal of Gravel. The COUNTY, with its own
equipment or by contract with another party, shall excavate, process,
stockpile and remove such quantities of gravel material as i.s required.
All processing shall take place on the site described above in para-
graph (1).
(3) Payment. The COUNTY shall pay THOUSAND TRAILS by providing
THOUSAND TRAILS processed material produced by the COUNTY from the
THOUSAND TRAILS site. The COUNTY shall provide to THOUSAND TRAILS
processed material having a value equal to the in- place, unprocessed
material made available to the COUNTY by THOUSAND TRAILS. The pro-
cessed material for THOUSAND TRAILS will be stockpiled in the vicinity
of the gravel site.
For purposes of computing the quantity of processed material
to be provided THOUSAND TRAILS, values have been established as follows:
(a) Raw material from pit: seventy -five cents ($.75)
per cubic. yard.
(b) Processed material (7/8" and smaller): four and
no /100ths dollars ($4.00) per cubic yard.
(c) Crushed screenings: value established by crush-
ing contract price.
(d) Reject oversize from screening operation and
reject material from crushing to have no dollar
value. This material shall be available to
both parties in the same proportion as the
processed material.
EXAMPLE: County screens 2000 c.y. of pit run producing
1500 c.y. of 7/8" processed materials and 500 c.y, oversize.
2000 c.y. x $.75 per c.y. _ $1500 (raw material value)
1500 c.y. : $4.00 per c.y.= 375 c.v.
Results: Thousand Trails 375 c.y. 7/8"

(4) Term of Agreement. This Agreement shall commence on the

Dear Mr. & Mrs. Rogers:
Your letter is critical of the work done on a new county road that resulted
from the Thousand Trails development. The county required this road to be
built by the developer to county standards for asphalt roads to give access
to the area west and south of the Thousand Trails Plat. This road was an
improvement which cost the county nothing. To preserve the roadway surface
and to avoid maintenance of the gravel surface, the county did place one
shot of asphalt (LBST) as part of the agreement with the developer.
The 'road serving you (Hazel Point) was scheduled for improvement through
the platted area to Churchill s at the top of the hill. This work was done
as a county road project at considerable expense, entirely county funded.
The continuation of improvement on Hazel Point Road must be competitive, in
terms of condition, with similar roads in the county. The roads are rated
for condition, safety, traffic count, residents served, etc., and placed on
a Priority Array, all in accordance with WAC 136.14.040.
The Hazel Point Road is currently two way and a gravel surface. It does
not meet the geometric or structural standards to be given an asphalt sur-
face. It will require minor improvements in alignment, addition of base
rock and top course, and ditching before placing an asphalt surface. An
asphalt surface on the existing inadequate base would soon become deformed
and distressed, requiring expensive maintenance of pot holes, frost boils
and aligatored (cracked) areas.
Hazel Point is a dead end access road, traffic decreases toward the dead
end and therefore its rating on the priority array for its entire length is
averaged. To build it up in small sections is not economical or practical.
The county will maintain the existing road to its normal standards for
travel. When the road reaches a priority array status to become eligible
for betterment, a County Road Project will be initiated for the road.

CLOSING ACCESS ALONG STATE ROUTE 20
(Certain Streets & Alleys in Eisenbeis Bayview Addition)
WHEREAS, State Road 20 (SR -20) is a major arterial providing a north -
-south vehicular access to northeastern Jefferson County; and
WHEREAS, the Jefferson County Planning Commission has studied the
roadway and recommended certain actions be taken in order to maintain
the integrity of this thoroughfare; and
WHEREAS, Jefferson County is in the process of establishing a right-
-of-way, refered to as Otto Street, to provide access to certain Properties
adjacent to SR -20; and
WHEREAS, it is in the best interest of the traveling public to close
certain streets and alleys that would otherwise access SR -20.
NOW, THEREFORE, BE IT RESOLVED that the following streets and alleys
within the plat of the Eisenbeis Bay View Addition, lying cast of SR -20,
be closed and restricted from being opened where said streets and alleys
intersect with SR -20: Elwood Street, Charles Street, Eisenbeis Street,
and the alleys within Blocks 18, 25, and 32.

The Department of Public Works would like to enter into a contractual agreement with
Thousand Trails, Inc., whereby the county would have access and use of the Thousand
Trails pit on the lower Coyle for a materials source.
The general scope of such an arrangement would be as follows:
Thousand Trails would supply raw materials from their pit in exchange for
a portion of the processed product produced by the county from this source.
Dollar value of product to equal dollar value of raw material. Dollar
values determined as follows:
a) Raw material from pit: $0.75/c.y.
b) Processed material (7/8 " -): $4.00 /c.y.
c) Crushed screenings: value to be set by crushing contract price
d) Reject oversize from screening operation and reject from crushing
to have no dollar value and to be available to both parties in the
same proportion as the produced material.
e) Example: County screens 2000 c.y. of pit run to produce 1500 c.y.

. This letter is to put in writing the verbal agreement that you and
I made today (3/26/80). Said agreement being that you may proceed
with placement of the 2" crushed top course. You shall also remove,
the 2 aluminum culverts (Sta. 5+35 and Sta. 10+00), replace them with
currogated galvanized iron pipe, and restore the roadway surface be-
fore the work will be accepted by Jefferson County. The delay in re-
placement of the pipe is to allow the present high flow of water in
these culverts to be reduced to more normal lower volume.

Dear Mr. Gundersen:
" thank you for your letter dated February 4, 1980, and the enclosed engineering maps
of the access road on the Thousand Trails property. The engineering maps have been
forwarded to the County Engineer for review.
In your letter you requested information on the process /steps for (a) deeding a
road to the County, and (b) vacating a County road within the boundaries of the Thousand
Trails property. Basically, the steps are as follows:
1. Write up the legal description of the center line of the road to be deeded to the
County on the enclosed quit claim deed and give to the County Engineer.
2. Contact the County Engineer to schedule a site inspection for examination of the
road as per County standards, etc.
3. The Board of County Commissioners will hold a public hearing as per R.C.W. 36.81,
at which time their determination will be made.
4. The Board of County Commissioners will initiate an "intent to vacate" for that portion
of the County road within the boundaries of the Thousand Trails property.
5. The Board of County Commissioners will hold a public hearing on said intent to vacate
as per R.C.W. 36.87, at which time their determination will be made.

We are in the process of completing the construction of the
new access road at our recreational vehicle camping preserve
on the Toandos Peninsula, as required under Item 5 of the
Conditional Use Permit for our project. The permit also calls
for Jefferson County to vacate, upon completion of the new
road, that portion of the Oak Head -Coyle Road, County Road
#16r, that crosses Thousand Trails' property__
Please advise us of the specific steps the county may require
our company to execute with regard to deeding over the new
road to the county and vacating of the old road.
The new road has been designed with a sixty -foot wide right -
of -way and meets all county standards for grading, drainage,

CONDITION 5
Pacific Rim Group, Inc. shall secure an easement or shall provide an
easement across its own property to provide public access to the
properties located west of and adjoining the project site. The access
road shall have a standard sixty (60) foot right -of -way width and
shall be constructed in a manner which meets all county standards for
grading, drainage, blasting and placement of top course. On completion
of construction of the access road, Jefferson County will vacate that
portion of the Oak Head -Coyle Road, County Road H16, that crosses the
Pacific_ Rim property and will waive the road vacation pay back requirement.
The vacated portion of County Road i116 shall be maintained as an emergency
access road. Gates shall be installed by Pacific Rim and maintained
at the east and west terminus of the said portion of vacated county road.
Easement has been provided and accepted by the County and
all specifications have been followed as stated.

June 24, 1980.
Two private property signs have been posted on each end
of the road as specified at the Jefferson County Planning

The Jefferson County Comprehensive Plan indicates a desire
to diversify the economy from timber related activities to
other forms of employment and industry. It also indicates
a need to provide job opportunities for its residents. The
plan further recognizes a need to plan for the influx of
people, either seasonally or permanently, from high popula-
tion centers in the surrounding area. The plan also indica-
ted that there is a deficiency in park and recreational
facilities and suggests that these facilities larger than
local parks should be the responsibility of the state,
federal. or other agencies but not Jefferson County.
At the time the Comprehensive Plan was written (1969) the
private sector of our economy was not actively participa-
ting in full scale park and recreation facilities such as
the Thousand Trails proposal because a variety of circum-
stances would not permit it. This, we believe, is the
reason that the Plan only hints at private enterprise taking
some of the load off public agencies for the provision of
recreation facilities -- no one would pay for it privately
when they could get it through public parks.
This situation has changed rapidly in the past few years.
People have become aware of the value of outdoor recreation.
Parks and campgrounds have become overcrowded and over-
flowing. Recreation vehicles have been produced and sold
in greater quantities in recent years than ever before.
Coupled with this is higher earning power of the people
with reduced work week hours t7ereby providing more free
time for the amity to spend on recreation. Awareness to
recreation has grown in the recent years to t eli point —where
more sophisticated consumers of recreation services expect
and demand a variety of recreational options. Gone are the
days when the simple public park system could serve all the
expressed needs of the people. We will need a concerted
effort by both the public agencies and the private sector
if we are to come close to serving the recreation needs of
the population.
For these reasons, it seems prudent for public agencies to
not only allow but encourage private enterprise to under-
take wholesome, economically viable recreation services
w u ci woul otherwise be a source of more pressure on the
public agencies.

Thousand Trails is a concept which provides this service and
thereby serves a public need, Responsible public officials
have voiced a need for this type of undertaking for years at
such meetings as the National Recreation and Park Association
annual conferences, The Washington State Park and Recreation
Association, and others such as the International City Managers
Association.
Public Parks are being worn out from overuse because public
agencies cannot effectively limit their use. Seattle passed
a bond issue in 1968 for over 65 million ollars worth of
new parks and recreation facilities. The narks have been
built as fast as possible, but they cannot keen uP with the
growing demand for facilities because of the above reasons.
The sad result is that many fine new facilities are simply
beaten down and worn out soon after they are completed.
Only in rare cases such as campgrounds with supervisors at
the gate can public facilities be partially controlled and
even then there is no limit to the number of day visitors,
only overnight users. Thousand Trails, therefore, has the
unique advantage of controlling the numbers of people who
use the preserve -- a very important point in terms of
modern conservation and ecological terms. Seattle has been
doing- research to :identify a method which will limit the
Public park users to the carrying capacity of a particular
Public park. To date these attempts have led to frustra-
tion and minimal results.
Thousand Trails has based its planning on information which
has been gathered during its five previous years of opera-
tion. These plans, we feel, are worthy of implementation.
We are interested in and willing to work with, Jefferson
County and /or others , to pioneer new ways to meet growing
outdoor recreation demand. We believe the time has come
to recognize and welcome efforts which can lead to new
diversity in Jefferson County industry, new jobs and careers
for its residents, a reduction in the overall public pres-
sure for park and recreation facilities, and lower the
present tax dollar to participant ratio.

Memo; Jefferson County June 14, 1977
I. Adequacy of Domestic Water Suppy -- The Department of
Social and Health Services in its "Design Standards" states
that the minimum flow requirements are 140 gallons /day /site,
page 41. Based upon this standard and assuming a maximum
density of 394 families it would require 39.8 gallons per
minute flow from our well and 56,000 gallons of storage
either of which would meet the requirements. Test pumping
Of our well source indicates 75 gallons per minute which
is almost twice the requirement and our storage of 100,000
gallons would be equivalent to two day's storage for a
maximum density without any recharge from the well or in
effect twice the accepted standard.
2. Traffic Density on County Access Road to Thousand
Site -A) As stated in the final B.I.S. statement the maximum
impact which would occur three days of the year would be
34 vehicles per hour which would mean that the vehicles
would be spaced 2' miles apart if they were travelling at
legal speed limits.

3. Fire Danger -- Our guidelines and rules require that all
fires will be built in established barbeque pits in the
campground area. There will be no beach fires allowed. In
addition, the Thousand Trails Preserve will. have a water
system that accesses the developed portion of the property.
4. Campsite Density Comparison -- With 394 campsites under
maximum density conditions on the three holiday weekends
during the camping season, there will be a density of
slightly more than one family per acre. As set forth on
page 63 of the final draft of the E.I.S., the average year
round density would be approximately one family unit per
four acres. This compares with an existing denisty in the
Coyle area of approximately one family unit per s_, acre.
Contrary to the comment made at the hearing that our plan
is the same as the "Evergreen Hermitage," the Thousand
Trails Plan will have only one third the number of campsites
as the "Evergreen Hermitage."
5. planning process and Input -- The development of Thousand
Trails plan was the result of numerous meetings with all con -
corned people including a number of mceti.ngs held on the

Peninsula including the neighbors. Every specific recom-
mendation from all people was considered and incorporated
to the best mutual advantage into the plan and therefore
the plan is a composite of all positive thoughts. The plan
envisions 394 campsites maximum and there will never be a
need or a request for additional campsites. The land to
campsite ratio of approximately one campsite per one acre
is low density ratio when compared to any traditional
recreation development in Jefferson County or for that
matter in the State of Washington.
G. Present Usage -- The usage that has been referred to hoats
on the beach, campers whatever is not by Thousand Trails
members. Our members are and have been restricted from
using this property until it has been properly approved
by Jefferson County Authorities.
7. Trespass Problem -- We propose to put signs along the
boundaries of the property indlcating the limits of the
property and to fence at strategic points where it is ap-
parent that fencing will contribute to the control of
trespass. We will monitor the trespass problem and con-
trol, it by whatever means appear appropriate if and when
a trespass problem does develop. In five years of operation

10. Trail Bikes- We do not allow trail bikes to be ridden
on our Leavenworth and Bellingham Preserves and will not allow
them on our Hood Canal Preserve. We do not allow trailbikes
(tightly controlled on speed and noise) on a portion of
our Chehalis Preserve, consequently those that enjoy this
activity tend to gravitate to our Chehalis Preserve.
11. Reservation System ( Potential 0ver -Use) A reservation
system will insure balanced utilization of all of our
preserves. This reservation system Will also insure that the
number of camping vehicles will not exceed the number of
approved campsites.
12. The Public Interest- Historically, on our other Preserves,
a number of families living in the same county join Thousand
Trails. Some of these members are immediate neighbors or are
within 5 miles. Tile social aspects and amenities of swimming,
tennis, etc. is the attraction for these individuals. following
is a recap of the number of members who live in the County
in which the Preserve is .located:

on the proposed vacation of a portion of the CAMP HARM0NY ROAD
The Board of County Commissioners for Jefferson County, Washington,
having received a PETITION TO VACATE ROAD; said road described as
follows:
That portion of the Camp Harmony Road, Secondary
Road Project D -21, lying between engineer's
station 31 +78.1 and 54 +50.5
and in contemplation of the language of the statute, R. C. W. 36.87
the same is useless and directing the County Road Engineer to file a
report after an examination of said road as to whether or not the
same should be vacated, therefore a public hearing on said Engineer's
report be had on Monday, October 5, 1970, at the hour of ten o'clock A.M.
on said day at the Commissioner's Room in the County Courthouse, Port
Townsend, Washington, when and where the Board of County Commissioners
shall proceed to consider the report of the County Road Engineer; to-
gether with any evidence for or objection against such abandonment and
vacation.

Gentlemen:
On May 6, 1937, the Board of County Commissioners of
Jefferson County approved plans under which the County accepted a
donation of a strip of land 40' wide being 20' on each side of the
center line of the Camp Harmony Road, Secondary Road Project No.
D -21, as surveyed over and across certain property in Sections 16
and 9, Township 26 North, Range 1, W.W.M. The donation of said•
strip of land was made to the County by the then owners and the
road was constructed according to the plans on file in the Jeffer-
son County Engineers Office and as shown on the blueprint which is
attached hereto and marked Exhibit A.
The undersigned, Florence A. Wishaar, Donald W. Wishaar
and Irene L. Wishaar are the owners of all property in Section 16
over which the existing road passes. Mary Carolyn Stokes Fulton
is still the owner of Tax Lot 6 shown on said map. William Montgomery,
Jr.. and Alice L. Montgomery, his wife, are the present owners of Tax
Lot 2. Robert C. Strong and Dayle Strong, his wife, are the present
owners of Tax Lots 3 and 4. John Mills and Virginia Mills, his wife,
are the present owners of Ta:E Lot 9. John Hayward Lyon, Jr. and
Frances Lyon, his wife, and Emmett Kennard Knott, Jr. are the owners
of Tax Lot 7. All of the above tax lots are located in Section 9,
Township 26 North, Range 1, W.W.M., Jefferson County, Washington.
The undersigned petitioners respectfully request the
Board of County Commissioners of Jefferson County to vacate the E
roadway from Station 31 + 78.1 marked as the beginning of the �!!
project on the attached blueprint and Station 54 + 50.5 marked I'
as the end of the project on said blueprint for the following
reasons:

mately use said roadway.
2. Because of the topography of the land there is practi-
cally no direction in which the road could ever be extended.
3. The vacation will, eliminate county maintenance of over
one - fourth mile of road.
4. Said vacation will enable the undersigned owners to
place a gate at the entrance of the roadway to keep out unauthorized
traffic. The cabins of petitioners have been broken into by thiefs
several times over the past years, and the undersigned are constantly
bothered by picnickers and people seeking places to camp.
WHEREFORE, the undersigned respectfully request that the
roadway described above and on the attached blueprint be vacated for
the above reasons.
