This is in response to yours of the 18th inst,in re the
above noted matter.
Mrs Thompson does not agree with you,that this proposed road
will benefit her property. She believes by cutting the tract
in two seperate tracts such as the proposed road will do, tha t
her property will be damged,instaed of benefited.
She wants $150.00 for the property proposed to be taken, and
in addition wants you to clear a road from the proposed road to her
house,and make a trail down the bluff to the beach. With your
machinery on the ground,this work can be done in probably an
hours work.
If this proposal meets with Your approval Mrs Thompson will
exectue a quit claim to the tract proposed to be taken for
the road.

Dear Becker:
Enclosed is a completed and signed Application to Perform Work
on County Road Right -of -Way. Also attached is a copy of my
letter of September 27, 1976, and a drawing showing the location
of the proposed work.
Our contractor, Ben Clements, advised me last evening that he
would like to begin this work next week. This is earlier than
anticipated and is, needless to say, short notice to you. I
have marked the location of the proposed work by putting yellow
surveyor tape on two five -foot stakes driven in the side of the
Thorndyke Road. These stakes are about 2.7 miles from where the
Thorndyke Road leaves the Southpoint Road and are on the left
side of the Thorndyke Road.
If it is not possible to secure the permit by the next week,
please call me so that 1 can make other arrangements with the
contractor.

Gentlemen:
Please find attached for your review Puget Power's Work Sketch 67790
showing the proposed extension of existing overhead electrical
facilities near Southpoint southwesterly along the Thorndyke Bay
Road.
This extension is being requested to serve five new customers within
Sections 16, 17, and 20 in Township 27 North, Range 1 East, W.M. As
shown on the attached sketch, the new line would commence at existing
electrical facilities within the Southwest quarter of Section 16,
Township 27 North, Range 1 East, W.M., and extend in a Southwesterly
direction along the Thorndyke Bay Road, through Section 17, and
terminate in the Northwest quarter of Section 20, Township 27 North,
Range 1 East, W.M.
We will add this portion of Thorndyke Bay Road to our next formal
County Franchise application.
If you have any questions regarding this construction, please contact
our Distribution Supervisor, Mr. B. A. Pederson, in Port Townsend, at

Research on the rights of way on the above referenced roads has
provided the following information:
THORNDYKE ROAD: From Coyle Road to Seahome Drive, Jefferson
County has a 60 foot total width right of way.
GO -ONNA DRIVE: East Go -Onna Drive is dedicated at 30 feet
from the center line in the plat of Go -Onna Beach Tracts,
however the platted right of way varies adjacent to Lot 18
of the First Division. Please see the enclosed map.
CAMP DISCOVERY ROAD: Right of way on Camp Discovery Road is
usage, from the back of the ditch to the back of the
Opposing ditch.

Dear Ms. Maurits and Junette Larson:
The property you describe, Lot 31, Plat of Goodfellow Manhatten Beach, fronts
on the Mitchel Street platted right -of -way, as you have indicated in your above
referenced letter. However, you are in error when you call the right -of -way a
county road. It was dedicated to the public for access to the platted property
by the original owner that made the plat.
Jefferson County has many platted areas that have unopened dedicated streets
showing access to the various lots. A "county road" is a road that is in the
county road system as established by the Board of County Commissioners or by
state law. When these unopened right -of -ways are needed to serve the lot
owners, the lot owners must bring the road up to county standards and then peti-
tion the County Commissioners to add the road to the county system. If the
Commissioners consider it a public necessity, they will accept it and from then
on the county will maintain the road at county expense.
I have inspected the area and found a one way, sub - standard road bed that is not
acceptable to be placed on the county road system. It appears to serve only one
area down near the waterfront that has been cleared and leveled. This is more
the characteristic of a private road access serving one property. The road bed,
when I walked there on the 28th, was soft from recent rain with a large fallen
alder blocking the road. I had the impression that if a 3" layer of crushed
rock were placed and compacted on the road bed it would probably carry light ve-
hicle traffic.
The county policy is to permit the use of these unopened streets in a situation
such as your are in; but the county is unable to participate by spending public
funds on these right -of -ways. County road funds are restricted by law to "county

roads ".
There are a number of small private contractors in the area that would be able
to upgrade the road to a more serviceable condition at much less cost than
bringing the road to acceptable county standards.

I am enclosing several items that may help you as regards the Thorndyke
Road, County Road #9, across Mrs. WiZmaBookerIs property in Section 25, Totlrt•
ship 27, Range 1 W. W.M. The Thorndyke Road is the only county road that
goes through her property. There are other roads, but they are private
easements (see Warranty Deed Vol. 136, Page 560).
The present Thorndyke Road was constructed in 1966, and a Quit Claim Deed
for sixty feet (60') of right -of -way was obtained from Guy H. Booker and Wilma
I Booker for $1.00, and was recorded in Jefferson County on March 30, 1966.
Both Guy H. and Wilma L. Booker signed this Quit Claim Deed (see enclosure).
You will also find enclosed the road construction plan, showing the road
as it bisects the Booker property.
I have no correspondence from the Bookers regarding the Thorndyke Road.
You will also find a survey. This is the only recorded survey in the
area of the Booker property. It does not, however, show the road.
If you require a road approach from the county road, you must obtain a
permit from this office. The County installs culvert (when necessary); you
purchase the culvert from this department. All proposed approaches must first
be inspected by the County Road Supervisor.
I hope I have answered your questions. If you have any further requests,
please feel free to contact me. I will also be available should you stop by
the Public Works Department the 24th.

We propose to construct two cable jobs along Jefferson County Roads
during July, 1971. Enclosed is a Jefferson County Highway map with
the projects marked in yellow.
Job No. 1 is located in Section 29, Range 1 W., Township 27 N. The
road is known to us as the Thorndike Road. We would propose to bury
this job on the south side of the road at a depth of 24 ". We would
bury either as close to the edge of the road as possible or in the
ditch line where possible.
Job No. 2 is located in Section 33, Range 1 W., Township 28 N., between
Coyle Junction and Dabob Junction, We would propose to bury the cable
on the north side of the road 12" from the edge of macadam at a 24"
depth.
Copenhagen, Inc., will be doing the actual construction work for us.
We ask your approval of the two projects in question. If there are any

paralell to the Thorndyke Road as shown in red on the enclosed map. This

Jefferson County is willing to build this frontage road if the

adviseable to be influenced by rumors. I can only restate the anti-
cipated schedule that I stated to you last fall.

finished, the slope stakes will be set thus enabling Puget Power to do
their engineering and construction independent of the county's
construction activities.

We of Seahome are very happy to see the final phase of
construction started on the Thorndyke Road, which is the
clearing and logging of the old Seahome Road.
As you know I have talked to you about this program before
regarding our negotiations with Bob Knapp of Puget Power.
I know you have discussed this with Bob in the past 3 months.
We have all signed up in February for the line extension
from the Coyle Road down to Seahome. All that is holding
up the final go ahead from Puget Power is their engineering
of the line so Bob can submit the cost of this extension
to his head office. They cannot do this engineering until
the road is completed as I understand it, and we are afraid
that if it goes along to late in the Summer it might not
be done.
We have heard rumors that only the clearing is to be done for
now, and then the South Point End is to be completed. This
would mean a delay which might hurt us in our plan for
electricity before next winter. Those of us who live at
Seahome depend on light plants which in some cases are getting
old, need work, and replacement. We also will have to cut
wood for heat, as several of us are planning on electric heat
if the power comes in. As you can see we need this road finished
as soon as possible so we know where we stand. There is also
the need to do our wireing.
We are wondering„ if you could possibly get this portion of
the road finished first as the South Point End has a better
access already and they have power in that area.
I would sure appreciate hearing from you on this, so I can
convey the information to my neighbors. It is most urgent.

Dear Sir:
In May I stopped by your office in Chimacum to ask if it
would be possible for your department to grade the road
down to the Seahome property on Thorndyke Bay, Hood Canal.
The road I am speaking of is the one to the North end of
the tract that is served from the Pettybone Road on the
Coyle Penninsula. If you will remember the grader was down
as far as the gate last September, and since that time
with the freeze last year the road is quite rough. I talked
with the grader operator who did the job and he remembers
this road.
We are nine property owners down in Seahome who up to last
year have maintained our own road for 10 years and have
received very Little from the County except to pay more
taxes every year. We feel that we are entitled to at least
one road grading per year, and would like to have this done
before September, so that ',(e can get our ditches in shape
before the rainy season. ',e earnestly hope that you and
the County CGmmisioners will do this for us so that our road
is passable all year, in order that we can get in and out
to protect our property, We all have improved this property
and feel that we are entitled to this work.
Please write me at the above address if and when approxmatly
this work can be done, so that I can advise the rest of the
owners.

We regret, under the circumstances, that we
cannot give permission to proceed imediately with the
construction. The State Forest Board, of which the
Commissioner of Public Lands is Secretary, is composed
of five members and it is the policy of the Board that
such permission cannot be given until the right of way
has been inspected in the field.
It is noted that the regulation plat will be
forwarded as soon as it is completed.

Dear Mr. Stringfellow, RE: Your letter of July 20, 1985
Mrs. DOnalda Porter was granted an application to open right of way
by the Board of County Commissioners on June 17, 1985. I am enclosing
the permit as well as a map showing the extent of the right of way she
is permitted to open. Mrs. Porter is responsible for construction of the
road, and remaining within the right of way of Manhatten and Duffy
Avenues. I do not know when she plans to do this work.
Manhatten Avenue is dedicated at 60 feet; Duffy Avenue is dedicated
at 30 feet. The county has not surveyed this section of road recently;
however, a survey by George Roats is enclosed. Flis survey shows the
vicinity, although not lots 11 - 15. The county did survey this area
as part of County Road Project 277, in 1966. I am enclosing a copy of
that project. Properties were not surveyed, but the position of the road
was. As you can see, the rights of way that are shown on the Roats'
survey are staked, and our inspector verified that the stakes are still
in place.
The county has no plans at this time for any work in the Goodfellow
Manhatten Beach area.

The Board of County Commissioners for Jefferson County, Washington,
having heretofore adopted its Resolution No. C-610 wherein said Board declared
its intention to abandon
1. All those portions of the following platted streets in the Seahome
Addition as recorded on page 124 in volume 2 of plats, records of Jefferson County,
Washington; lying outside of the right of way for County Road No. 9 (C.R.P. No.
266):
The unnamed street running east and west between Lots 7 and 29,
The unnamed street running east and west between Lots 6 and 7,
and the unnamed street running north and south lying between Lot 29 on
on the west and Lots 1 through 7 on the east.
2. All those portions of the old Discovery Road in Sec. 29, T. 30 N.,
R. 1 W. lying outside of the right of Tray of the present location of County
Road No. 38.
3. That portion of the former Nordland Road replaced by County Road
Project No. 250, approved September 16, 7963; from a point thirty feet south of
the section corner common to sections 28, 29, 32 and 33, T. 30 N., R. 1 E., W.M.
