Dear Mr. Amburn:
Research on the rights of way on the above referenced roads has
provided the following information:
THORNDYKE ROAD: From Coyle Road to Seahome Drive, Jefferson
County has a 60 foot total width right of way.
GO-ONNA DRIVE: East Go-Onna Drive is dedicated at 30 feet ;i
from the center line in the plat of Go-Onna Beach Tracts,
however the platted right of way varies adjacent to Lot 18
of the First Division. Please see the enclosed map.
CAMP DISCOVERY ROAD: Right of way on Camp Discovery Road is
usage from the back of the ditch to the back of the
opposing ditch.

Jefferson County has researched and surveyed the above -referenced -portion of
right-of-way and the constructed road.
The Jefferson County Engineer finds that the subject right-of-way and the constructed
are in their correct location. Please see the enclosed copies of "Consent to
Road" and the County survey.
The map you have in your possession apparently is pre-dated, and is therefore incorrect,
Based upon this information, you should prepare your septic and house location plans
submit them to the Jefferson County Health Department for review. Once you've
ked out the details with the Health Department, this office will administer your
mit application for landfill under the Shoreline Management Act.
In the mean time, questions can be answered by the County Engineers Office.

2. The principal petitioner shall submit to the Jefferson County Board of Commissioners
a complete petition, accompanied by a bond in the penal sum of one hundred dollars
($100.00) to cover county processing expenses. Checks or money orders shall be
made payable to the Jefferson County Commissioners Revolving Fund,

duction that is no larger than 8% by 11 inches showing to a reasonable scale: (a)
the county road, or portion thereof, pproposed to be vacated; (b) the property loca-

cent property owners who did not sign the petition, with an attached list of their
addresses; and (d) the nearest constructed county road to the proposed vacation.
(This information can be found in the Jefferson County Assessor's Office, Jefferson
County Public Works Department, and/or a local title company.)

Dear Sir:
During a recent meeting of the Board of Directors of the Bridgehaven
Community Club a concern was raised regarding the bulkhead on the
county road designated as North Beach Drive from where it intersects
Southpoint Road at Trailsend north to where it dead ends at Bridge-
t haven. The bulkhead adjacent to Hood Canal has deteriorated to the
point that during a period of high tide and stormy weather it no
longer protects the road or the adjacent property.
The property owners have re-built and maintained their bulkheads as
necessary to insure against high water and wind, but the county's bulk-
head has deteriorated until it is inadeauate to protect the road and
:t adjacent property. It letter has already been written by the adjacent
,, property owner, Mrs. Penny Norman, to the Shoreline Management,.Jeff-
arson County, and a phone call to the road maintenance depart-ient at
t Hadlock, regarding this proble,. As of this date, she has had no
response from them.
We would appreciate your doing whatever is necessary to insure the
security of Bridgehaven property which depends on this bulkhead for
its protection.

The original plat of Trails End 1st Addition certainly is vague
as far as identifying the intended use for the property bordering and
east of North Beach Drive. However, it may be presumptuous to assume
that the intent was to recognize all the property up to the meander
line as part of North Beach Drive. Additionally, it may be extremely
difficult to determine where the tidelands end and the uplands begin
(the true definition of the upland side of tidelands is the line of
ordinary high tide - not necessarily the meander line). Since
Nautilus, Inc. at one time owned both the uplands and tidelands, I
would tend to feel that they had the right to sell all property in the
area you are concerned about.
Dedicated county rights of way such as North Beach Drive are
usually not "owned" by the county, but the county has easement usage
rights which includes public access. The width of these rights of way
recognized by the county is the decision of the Public Works
-
Department. For this reason, I have forwarded your last letter to the
Public Works Department (along with your prior letter) for their review
and decision as to the established width of this portion of North Beach
Drive.

State Road 104 and South Point Road Intersection: Brian Shelton reported
that he contact Jerry Zirkle, District Administrator for the
Department of Transportation as suggested by Duane Berentson, Secretary
of the DOT in his letter of March 22, 1985, in regard to left-turn
channelization of this intersection. Since there is not a structurally
adequate roadway shoulder pavement to easily allow this channelization
the State indicated that they would consider a 50/50 cost share project
to.make this improvement
Brian Shelton advised that he is trying to arrange a meeting with Mr.
Zirkle, a representative from the Toandos Peninsula Association and
one from Puget Power to discuss the problem further. Chairman Pitts
noted that the Public Works Department should continue to work toward
having the light hooked up again,as soon as possible.

Dear Sir,
I am writing to alert you to what our Fire District feels is a very
serious highway safety problem at the intersection of Highway 104 and
South Point Road. This intersection is located in Jefferson County N
on Hwy 104 approximately two miles west of the Hood Canal Bridge.
The problem is that in its present configuration this intersection is
very hazardous to enter Hwy 104 traffic from the South Point Road
because of the lack of visibility. Vegetation and the topography are ,
a constant problem, however, on occasion, we also encounter disabled
vehicles contributing to poor visibility.
Our district constructed a new fire station-approximately 500 ft.
south of this intersection about a year ago. Our firefighters
constantly complain that negotiating this intersection is life
threatening and a definite potential accident site. These 'volunteers
live in the immediate area and share the same fears in their daily use
of this intersection.
We would like to recommend that this intersection be lighted again as
it was during that period when the South Point Ferry was in operation.
We also feel that some sort of light arrangement must be installed that
would allow our emergency equipment to proceed through the intersection
without delays and with 'a greater degree of safety.
We would like to discuss this problem and its eventual solution with

Our plan is to replace the material that slid out with spoils from
ditch maintenance and then armor the toe of the fill material with
rip rap (approximately 75 c.y.).
This office hereby requests an exemption from a shoreline permit to
repair the slide on the Southnoint Road and construct a rip rap wall

ARMCO MULTI-PLATE PIPE-ARCH Assembly Instructions
I - General Data
The plates for MULTI-PLATE structures are furnished in two lengths, 6 ft. and 8 ft. F
and in four widths of about 3 ft., 4 ft., 5 ft, and 6 ft. The 3 ft. width has 4
holes across each end; the 4 ft, has 6 holes; the 5 ft. has 7 holes; the 6 ft. has
8 holes.
Bolts are furnished in two lengths; the longer for three thicknesses of metal. Six
special service bolts 3 in. in length are included to temporarily draw plates
together where needed. Use curved surface of nut against metal.
Bolting plates at the circumferential seam is best done by first placing bolts
near middle of plate. Aligning of bolt holes is done easier when bolts are loose.
Drifting is best done when adjacent bolts are tight.
Final tightening of the bolts locks the plates and should be a few rings behind
bolting.
Where three plates come together in the top of the PIPE-ARCH no two plates of the
same ring touch each other in that ,joint.
When special ends are furnished, shop drawings showing plate arrangement will
accompany the structure; these special drawings govern for that particular structure.
Sorting Plates
Each plate is identified by numbers stamped into the crest of an end corrugation
near the middle of the plate, except plates for special ends have these numbers
stamped near each corner before cutting
THE FIRST THREE NUMBERS are the job (structure) number. (See job number on top
of front page.) THE FOURTH NUMBER is the plate gage number with the exception
S' that 0 is for No. 10 gage and 2 is for No. 12 gage. FIFTH, SIXTH AND SEVENTH
NUMBERS are the radius in inches.
Additional symbols are placed on cut end plates corresponding to the shop drawing
- accompanying the structure.
- III - PIPE-ARCH Assembly
Assemble the PIPE-ARCH in three stages: (1) bottom, (2) corners, (3) top. The
numbers on the drawing on the front page of this folder show the order of plate
assembly, but do not appear on the plates themselves as like plates are interchange-
able.

"1 4 for each structure of the group covered by this folder.
Insert and tighten all bottom plate bolts as bottom is assembled. In remainder of
structure assemble plates with as few bolts as possible. About three rings
behind plate assembly insert remaining bolts and tighten.

tools. They should not remain in the structure.
Of the other four lengths of bolts you will be furnished with two lengths
to fit the thickness of the plates as follows:

For 3 and 5 gage: 1-1/2" and 1-3/4"
For 7, 8, 10 and 12 gage: 1-1/4" and 1-1/2"
Asphalt Coated Plates:
For 1, 3 and 5 gage: 1-3/4" and 2"
For 7, 8, 10 and 12 gage: 1-1/2" and 1-3/4"
If you will set aside the longer of the two sizes until you have the shorter
ones in place and tightened you will have less drifting to do, since the
longer ones go in the corners of the plates where three thicknesses of metal
overlap and in the next hole to the corner in the longitudinal seam. The
shorter bolts go where only two thicknesses of metal overlap. See sketch.
The yellow striped keg which contains the 3" bolts also has the fractional
amounts of the other size bolts since the required number of bolts for a
structure rarely amounts to complete keg lots for all sizes.

by and between the STATE OF WASHINGTON, WASHINGTON STATE HIGHWAY COMMISSION, acting by
and through the Director of Highways, hereinafter designated as the "STATE", and the
BOARD OF COUNTY COMMISSIONERS OF JEFFERSON COUNTY, Washington, hereinafter designated
WITNESSETH:
WHEREAS, the State contemplates the improvement of a portion of State Route 101,
from the Junction of State Route 104 to the Junction of State Route 20 in Jefferson
County, by construction of grading, surfacing, paving and other work, and
WHEREAS, in the construction of the aforesaid improvement, it is necessary to
close State Route 101 to thru traffic during grading, surfacing and paving operations,
WHEREAS, it is planned to detour the State Highway traffic over the West Uncas County
Road as shown in red on Exhibit "A" which by this reference is incorporated, and
WHEREAS, it is anticipated that as a result of the use of said road as a detour
additional maintenance expense may be incurred by the County,

NOW THEREFORE, it is agreed between the parties hereto as follows:
The County hereby agrees to the use of the above described road as a detour road,
subject to the conditions contained herein.

Immediately prior to the beginning of the detour of traffic the State District
Construction Engineer and the County Engineer or their authorized representatives
x shall make a "Joint Road Condition Inspection" and a memorandum record of the condition
of the proposed detour road. The memorandum record shall include a statement of the y
extent and frequency of routine maintenance operations normally carried out by the JjL
County on the involved road or roads.
The State agrees to perform or cause to be performed all necessary routine main-
tenance during the period of time the road is used as a detour road.
In the event that damage to the road in excess of that which falls within the
,- scope of routine maintenance is caused by the detour of traffic covered by this
agreement, the State agrees to recondition the road to a condition equal to that which
existed at the beginning of the detour of traffic.
It is expressly understood that the State shall be responsible only for that extra {
maintenance of County roads occasioned by the State's detour traffic's use. In determin-
ing this responsibility, the Director will give consideration to the memorandum record
provided for in Section II, however, the conclusions of the Director as to the extent
and amount of such maintenance shall be final and conclusive as to all parties to this

Under the provisions of Section 1, Chapter 125, Laws of 1945, the
following section of highway is hereby certified to the Board of County
Commissioners of Jefferson County ss being no longer a necessary part of
the State highway system. It is being transferred to you to become a part
of the county road system of your county:

WHEREAS, after due consideration, it appears to this Board of County

of Primary State Highwa No. 9; excepting the right of w-y of the West Uncas
Road (County Road No. 3tt); and in contemplation of the statue, R. C. w. 36.07.010,

It is my opinion that it is not useful as a part of the county road
system and should be vacated and abandoned.
It is in use only to the extent that a vehicle may occasionally be
driven over it but such infrequent use Is unnecessaru since the access is
adequately served by the existing state highway and the West Uncas county

A recent inquiry of Mrs. P. I. Bowmen of Star Route
No. 2, Port Townsend, Washington, has been referred to
me for reply. The enclosed copy of her letter is self-
explanatory.
Checking the record, we find that this section of
the old highway was returned to the jurisdiction of
Jefferson County on July 25, 1940. We are enclosing a
copy of the letter of transfer along with a blueprint
showing in red color the area we believe to be covered by
Mrs. BowmanIa inquiry.

Enclosed is a sketch traced from our aerial pictures of the Uncas area.
This indicates that the West Uncas Road is entirely in the east one half as
it passes through Section 26, T. 29 tr., R. 2 W., W.M. Many of the property
descriptions corroborate this conclusion.
if the section appears to be somewhat out of proportion, this is no
doubt true, since there is strong local magnetic attraction in this area.
This deviation undoubtedly caused "errors" in the original government surrey,
In any event, the north-south centerline seems well eatablished and is sub-
tatantially as shown.
The original road was built in 1888 and although we have a traverse of
the road it was not referenced to any property lines.

This agreement is between JEFFERSON COUNTY, acting by the -
Board of County Commissioners, hereinafter referred to as the
"COUNTY", and ROBERT BENOIT, hereinafter referred to as "BENOIT".
WHEREAS, BENOIT is the owner of Tax 14 in Section 23,
Township 29 North, Range 2 West, W.M „ records of the Jefferson
County Auditor, and
WHEREAS, BENOIT has a well protective radius encroaching
upon COUNTY rights of way of Cassellary Road, County Road No.
500309, and more descriptively shown on attached Exhibit "A"
which by this reference is incorporated herein, and
WHEREAS, BENOIT acknowledges that the well protective radius
is on COUNTY rights of way and recognizes that the COUNTY
requires protection of its interest in the rights of way; NOW
THEREFORE,
IT IS AGREED:
(1) LICENSE. BENOIT shall have a license to use, operate
and maintain a well protective radius, as shown on the attached
Exhibit "A", for the purposes of well r
protection.
(2) COSTS AND EXPENSES. BENOIT shall pay all costs and
expenses related to -the use, operation and maintenance of the
well protective radius.
(3) INDEMNIFICATION. BENOIT shall be responsible for the
safe and proper maintenance of the well protective radius.
BENOIT shall, further, defend and hold the COUNTY harmless from
x all liability or expense of litigation in connection with any
item of actual or alleged injury or damage related to the
E BENOIT'S use and maintenance of the well protective radius.
(4) TERMINATION. This license may be terminated by the
' COUNTY on ninety (90) days notice. On termination, BENOIT will - ,
remove any and all appurtenances from the right of way, and the
,r right of way restored to a neat and orderly condition, subject to y'
the approval of the COUNTY. All costs incurred in restoring the
right of way to a neat and orderly condition shall be paid by h
BENOIT.
(5) TRANSFER OF LICENSE. This license shall not be
transferrable by BENOIT without the written consent of the COUNTY
specifically referring to this document.
(6) COUNTY APPROVAL FOR WORK TO BE PERFORMED. BENOIT shall
perform no work within COUNTY right of way without first having
presented their plans in writing to the Jefferson County Director I
of Public Works, and having received his approval.

In response to your inquiry regarding the right of way of
Casselary Rd, I am enclosing the information and letter sent
to Ms. Edna Forker, who requested the same information, in
October.
As you will note from the explanation to 14s. Forker, and the
enclosed, the established right of way does continue through
section 22. This old establishment is not vacated.

Dear Mrs. Forker:
I have searched the county records regarding the Casselary Road,
and find the following information:
1. A portion of the road was established in 1892, running
between the North and South lines of the southwest quarter
of Section 23 (see enclosure), and continuing westerly
through Section 22; the right of way was established at 30
feet.
2. In 1956, our earliest road log shows the length at 0.19
miles. In 1977, a portion of the road was vacated, through
Tax 16 in Section 23, and Crown Zellerbach quit-claimed new
right of way north of the vacated portion of the road. (see
attachment)
3. The current length as shown in the 1970 road log is 0.23
miles. This length reflects the extent of maintenance of
the road. Right of way would be based in the aforementioned
(see section one above) 1892 establishment, which was 30
feet, when not covered by the Crown Zellerbach deed.
