Spur" Road), the Grantor, CROWN ZELLERBACR CORPORATION, a Nevada corporation, for and
in consideration of benefits to accrue to Grantor by reason of laying out and
establishing a public road, conveys, remises, releases and forever quit - claims to
Jefferson County, State of Washington, all its interest in the following described
real estate situate in Jefferson County, Washington, to wit:
A strip of land being a right of way for a road over and across
all that portion of the NE' of the SW} of Section 23, Township 29
North, Range 2 West, W.M., Jefferson County, Washington, as shown
on map marked "Exhibit A" attached hereto and by this reference
made a part hereof; said strip of land being 75 feet in width from
Engineers Station (ES) G+00 to ES 8+00, 40 feet of such width
lying on the right or northerly side of the centerline and 35 feet
of such width lying on the left or southerly aide of said centerline
of said strip of land, and 60 feet in width from ES 8 +00 to ES 9 +80,
25 feet of such width lying on the right or northerly side and 35
feet of such width lying on the left or southerly side of said
centerline of said strip of land, which centerline is more fully
described as follows, to wit:
Beginning at a point designated as ES 0+40 and situated in Govt.
Lot 4 of Section 23, Township 29 North, Range 2 West, W.M., Jefferson
County, Washington, which point is N 941 feet and E 772 feet from
the South Quarter corner of said Section 23, and which point is
situated on a tangent of the centerline of the West Uncas County Road,
which tangent bears South 28° 15' West; thence from ES G+00 on a
340 foot radius curve to the right 118 feet to a point of compound
curve; thence on a 194 .foot radius curve to the right 227 feet to
the end of the curve; thence North 63° 45' West 45 feet to the
beginning of a curve; thence on a 717 foot radius curve to the right
100 feet to the end of the curve; thence North 55° 45' West 10 feet
to the beginning of a curve; thence on a 478 foot radius curve to
the right 100 feet to a point of compound curve; thence on a 360 foot
radius curve to the right 100 feet to the end of the curve; thence
North 27° 45' West 100 feet to ES 8+40; thence North 27° 45' West
68 feet to the beginning of a curve; thence on a 366 foot radius
curve to the left 112 feet to a point on said curve designated as
ES 9 +80, which point is North 1278 feet from the South Quarter corner
of said Section 23 and the terminue of the herein described center-
line; EXCEPT, however, from the above - described strip of land that
portion thereof lying and being East of the West boundary of the
right of way of the West Uncas County Road, Raid strip containing
1.29 acres more or leas;

November 13, 1972
Hearing for Cassellary Road Vacation. Letter of recomendation from Engineer Becker advising
that the Cassellary Road passing through tax lot 16 be vacated and simutaneously adopt the
Crown Zellerbach road as part of the County Road System and in preperation for adoption, a
deed for a sixty foot right of way should be obtained from Crown Zellerbach. Bob Tiegel,
representing Crown Zellerbach, stated he believes CZ only has 30' of property for right of way
Becker stated this would be sufficient. Vacation tabled until definite information is received
by Becker and Tiegel.

Gentlement
As directed by you, I have examined that portion of County Road
located within tax lot 16 of section 23, township 29 north, range 2 west,
I find that the road is visable however, unusable in its present state.
Having been unused for approdmately 15 years, it is grown up to brush and
small trees' At this time the area having pre been served by the
Cassellary Road is being served by a Crown Zellerbach logging road which was
constructed approximately 15 years ago.
R.C.W. 36.75.020 states that roads used as a public highway for 10 years
are county roads provided that they are adopted as part of the road system by
resolution of the County Commissioners.
The road as built by Crown Zellerbach has an unsafe approach to the West
U.. Road. Regardless of the outcome of this vacation
approach should be improved.
It is my recomendation that the Cassallary Road passing through lot
16 be vacated and simultaneously adopt the Crown Zellerbach road as part of the
County Road System. In the preperation for adoption, a deed for a sixty (60)
foot right of way should be obtained Crown Zellerbach.

Dear Mr. Gilbert:
I have received your petition for the vacation of the Cassellary
Road No. 34- 1';70. This can be handled in two ways.
1. Action on this petition will require a bond or deposit
in the amount of $100.00 to assume payment of costs
incurred by the County in the action. This is accord-
ing to R.C.W. 36.87.020.
2. The Board of County Commissioners can initiate vacation
proceedings under R.C.N. 36.87.10. This latter pro-
cedure is taken periodically to keep the road log
current. It is not known at the present time what the
time schedule for the next road vacations will be,
however, my guess is that it will be sometime in 1973.

Instructions
1. The principal petitioner shall contact the Jefferson County Public Works Department
for legal description of right -of -way to be vacated.
2. The principal petitioner shall submit to the Jefferson County Board of Commissioners
a complete petition, accompanied by a bond in the penal sum of one hundred dollars
($100.00) to cover county processing expenses. Checks or money orders shall be
made payable to the Jefferson County Commissioners Revolving Fund.
3. The principal petitioner shall include with the petition a map suitable for repro-
duction that is no larger than 8-, by it inches showinq to a reasonable scale: (a)
the county road, or portion thereof, proposed to be vacated; (b) the property loca-
tion and names of all petitioners; (c) the property location and names of all adja-

addresses; and (d) the nearest constructed county road to the proposed vacation.
(This information can be found in the Jefferson County Assessor's office, Jefferson
County Public Works Department, and /or a local title company.)
4. The principal petitioner is requested to be present at the meetings of the Jefferson
County Planning Commission and Board of Commissioners when this petition is con-
sidered.

Replacement - Stage 1
Dear Sir:
The Department of Transportation is currently preparing plans for
improvement of 0.83 miles of SR 101 in Jefferson County, MP 282.03 to
MP 282.66, Discovery Bay Intersection and Bridge Replacement - Stage 1,
by clearing and grubbing, removing 2 existing timber bridges, grading,
draining, constructing 2 precast slab bridges, surfacing, preleve}ing
and paving with asphalt concrete Class 8, seeding, fertilizing,
mulching, installing beam guard rail, guide posts, pavement markings,
permanent signing, a temporary illumination system, a temporary detour
structure and other work.
This project is currently scheduled for advertisinq in November 1985.
The State is requesting this letter represent authority from Jefferson
County For the State and its Contractor to enter on County right of wary
as necessary to perform such work as deemed necessary.
Jefferson County by countersigning in the space provided below,
acknowledges and grants permission to construct the improvements as
requested by the State.
This permission to construct shall be effective beginning on the date
of approval indicated below, and shall terminate upon completion of the
State's project and acceptance of the work by Jefferson County.

Dear Mr. Becker:
As previously discussed with you by our Project Engineer, George Smith,
we are in the process of preparing the P S & E for the project on SR 101
which will realign a portion of SR 101 between Discovery Bay and the Jct.
of SR 104.
As shown on the attached plan, it is our intention to cut off the narrow
seldom used county road at a point just inside our right -of -way. Cul -de -sacs
will be provided at the two new termini points within state right -of -way. At
the completion of the contract the state would like to turn over to the county
the right -of -way containing the turn around areas. This area is shown on the
plan.
Your review and concurrence with this proposal at your earliest convenience
would be greatly appreciated by the Department.

A G R E E M E N T
THIS AGREEMENT, made and entered into this 15th day of October 1976
by and between the STATE OF WASHINGTON, WASHINGTON STATE HIGHWAY COMMISSION, acting
by and through the Director of highways, hereinafter merely referred to as "STATE ",
and the COUNTY OF JEFFERSON, acting by and through the BOARD OF COUNTY COMMISSIONERS,
hereinafter merely referred to as "COUNTY ".
WITNESSETH:
WHEREAS, the State is planning the improvement of State Route 101 from the
junction of State Route 104 to the junction of State Route 20 at Discovery Bay in
Jefferson County, and
WHEREAS, as part of said improvement, it is necessary to close the East Uncas
Road to through traffic and construct cul -de -sacs at each terminus of the said severed
County Road, and
WHEREAS, the Washington State Highway Commission, Department of Highways, and
the Washington State Association of County Commissioners and Engineers have jointly
developed a policy on Design Standards for Re- arranged County Roads, Frontage Roads,
Access Roads, Intersections, Ramps, and Crossings adopted the 15th day of August,
1966 as Highway Commission Resolution No. 1773, and
WHEREAS, it is to the mutual benefit of the parties hereto to have a determination
made as to future ownership of the right of way for the aforementioned cul -de -sacs and
a determination of future maintenance of said cul -de -sacs after their construction is
completed.

NOW THEREFORE, IT IS MUTUALLY AGREED AS FOLLOWS:
The County shall accept full control of the right of way for the cul -de -sacs on
the severed ends of the East Uncas County Road as shown in red on Exhibit "A" of this
agreement, such control shall include performance of all future maintenance for the
cul -de -sacs.
II
At the time construction is completed on the cul -de -sacs included in this agree-
ment, officials of the County and the State shall conduct a joint inspection of the
cul -de -sacs to determine that the construction has been completed -in accordance with
the plans and specifications of the State's contract for the work and that all work
has been done in a workmanlike manner acceptable to the County prior to transfer.
III
The State shall notify the County in writing of the results of the joint inspection
made in Section II of this agreement, and of the State's intent to transfer title and
performance of maintenance of the completed roadway facilities to the County subject
to any condition agreed to by the parties hereto at the joint inspection.
The County shall notify the State in writing of their concurrence in the results
of the joint inspection and tentative acceptance the completed roadway facilities.
Upon receipt of the County's concurrence, the State's District Engineer shall in writing
transfer all maintenance responsibility and control of the right of way therefor of
the completed facilities to the County. Said transfer shall become effective on the
date of such written notification to the County.

IV
The State shall transmit to the County the deeds for the right of way of the
transferred facilities within six (6) months of the effective date of said transfer.
V
It is provided and agreed that no liability shall attach to the State or the
County by reason of entering into this agreement except as expressly provided herein.
VI
It is agreed that Exhibit "A" be attached hereto and made part of this agreement.
IN WITNESS WHEREOF, the parties hereto have executed this agreement on the day
and year first above written.

have determined that this portion of road, and its appurtenances,
was vacated by the County Commissioners on October 18, 1965 and is
no Longer in the control of the county.

the present Land owner.

Dear Mr. Shelton:
On my October check of our Port Townsend - Port Angeles rail line,
I noted thatt some grading is going on between our timber trestle
PA108 and the toe of the highway embankment about two miles west
of Maynard.
It appears that a plugged and long- unused box culvert under the
highway is being reopened, possibly to accommodate some new drain-
age patterns above the highway on the south side.
If this is the case, I would appreciate hearing from you about your
plans, as a new flow of water through this culvert would adversely
affect our bridge. It is of the framed bent -on -mud block type,
not a driven pile structure, and without channeling of the water
and rip -rap protection, the supporting mud blocks would undoubtably
be undermined and washed out.
