Enclosed in a copy of the file card which contains the general information pertaining to the road. I've checked the files and confirm the information 2) The Board of County Commissioners vacated that portion of the road from the "old cemetary" south to the "Clallam County Road" in Section 3, Twp 29 N., Rge 2 W. Dept. has responded to the need for a wider and safer road to the public boat launching ramp and residential area at Gardner Beach by approving a project to improve the road. As planned, the road will be straightened; the railroad crossing will be improved; the roadbed raised across the slough to the above maximum high water; and the grades (steepnese) of the hill lessened. This should give all year accessibility to the Gardner Beach area boat launching ramp and make safer side road approaches for abutting land owners. The enclosed partial plan shows the road as it exists and the additional area required by the County in red color (0.214 Acre). The area shown in purple would be vacated back to you when the project is completed. A check of the most recent (9/30/74) sale for a 2.97 acre parcel in the vicinity of your property indicates a $2,500 /acre land value. Due to the trend of increasing values, the County is offering to pay at a $3,000 /acre value. Rowe, Acting Director July 7, 1983 Your letter referring to flooding problems on your property in Gar- diner were referred to this office for review. I reviewed the site with Bill Arey, our County Road Supervisor, last week. It appears that the creek bed which is dry now has built up with gravel over a period of time which has reduced the channel's capacity. This caused the creek to leave its banks during heavy rain storms we had this winter. This has been a recurring problem with Eagle Creek which has been particularly bad this last winter due to the inordinate amount of rainfall we experienced throughout the county. The installation of the larger culvert has not contributed to the problem of the creek being built up with gravel, it appears that proper maintenance of the creek channel should keep the creek within its banks, It is up to the adjacent- land owners along Eagle Creek to maintain the creek channel to prevent flooding onto their pro- perty. Box 1851 Re: Your Letter 5/8/81 Sequim, WA 98382 Stop Signs-Old Gardiner Road Dear Ms. Brake: The stop signs that you refer to are placed on the Old Gardiner Road to control the traffic flow at that intersection. The main traffic count at that intersection is on the short county road leading into the lower old Gardiner Road, thence on a private road into the Discovery Bay Lodge and Cafe. That is a general easterly direction and does give a free flow of move- ment between State Highway 101 and the lodge. Traffic from the lodge up the private road must stop or yield to traffic on the county road. In general, traffic from any private road must stop for traffic on a public highway. The county has placed the stop signs on the lower county road (Old Gardiner Road) thereby assuring the traffic on the county road from State Highway 101 the right of way. That the majority of the traffic crosses the Old Gardiner Road onto a private road is rather unusual. Traffic controls are placed to provide the greatest safety and convenience to the traveling public. The placement of these stop signs is in accordance with this practice. Yours truly M. L. As you are aware, this road is densely populated and the widening of that road would interfere with all of the dwellings and trees established along that road. It would make much more sense to widen Rondelay road from Dent's to where it joins the upper road.. it would be a much shorter route for through traffic, avoid a very steep hill, and there are no homes to disturb along that .route. Please consider all alternatives in your planning; one-way routes, for example, would be simpler and more cost effective. We would certainly appreciate careful consideration of all aspects concerning the safety of our residents, the ever.- increasing traffic problems, and the destruction of our trees. He indicated that he would instruct the grader operator to stop grad- ing so close to your property to prevent this. This may help for a while but I think that the situtation will recur. To solve the problem the county would like to acquire the necessary ' right of way along your property. This would prevent the inadvertant your property and also the assessor would stop assessing your property with this area included, If you are willing to sell the right of way, the county will have the property appraised by a certified appraiser and pay a fair market value for it. Since we do not have any construction projects planned for this road in the near future, we do not need the right of way now, but in the future the county may have to acquire it along with right t of way from adjacent property owners. It appears that a 30 foot wide right of way along your property would be sufficient but a survey would have to be made to verify this. If, and when, the county did mprove the road, we would negotiate for the additional right of way (co make a total of 60 feet) from the owners across the road from your parcel.
