Dear Ray,
Jefferson County Department of Public Works would like you to
your contracts for SR 20 and 101 improvements.
On SR 20 there is need for improved sight distance on the North
side of the SR 20 -Anderson Lake Road intersections. I feel
with some minor earth excavation and vegetation removal the
problem could be corrected. there is also a sight distance
problem at the intersection of SR-20 and Fairmount Hill Road and
this also could be corrected with some minor vegetation removal.
At the Fairmount Road and SR-20 intersection near Discovery Bay
there is a turning problem. If a deceleration taper with a
better turning radius could be constructed it would improve the
intersection as far as traffic safety is concerned.
I looked at your Highway 101 improvement section and found only
one item that I feel would help Jefferson County. The
intersection of 101 and Canal View Road at M.P. 310.83 needs a
deceleration taper and a better turning radius. The present
intersection does not have any deceleration taper and traffic
must slow down in the travel lane so they can make the turn.
I would appreciate your giving these items consideration when you
design these coming projects. If you have any questions please
feel free to contact me.

Dear 'Mrs. Haakenson:
On Friday March 13, 1987, Mr. Earl Wells (Operation
Engineer) and Mr. Robert Nesbitt (County Engineer) looked
at the ditch in front of your house as you requested by
phone to Mr. Gary Rowe.
We found water coming from underground sources running
in the ditch but no standing water. This ditch is on the
schedule to be cleaned this year. I am unable at this time
to give you a firm date as to when it will be cleaned but
it will be cleaned this spring.

agrees to repair such damage at the earliest time possible at his own cost and expense.
The Grantee, its sucessors and assigns, agrees to protect Jefferson County and save it
harmless from all claims, actions or damages of every kind and description which may ac-
crue to or be suffered by any person, persons, or property by reason of the performance
of any such work, character of materials used or manner of installation, maintenance
and operation, or by the occupancy of rights of way by the Grantee; in case any suit or
action is brought against the County for damages arising out of or by reason of any of
the above cause, the petitioner, its sucessors or assigns will, upon notice of commence-
ment of such action, defend the same at its sole cost and expense and satisfy any judge-
ment arising therefrom if determined adverse to the County.
During the progress of the work such barriers shall be erected and maintained as may be
necessary or as may be directed for the protection of the traveling public; the barriers
shall be properly lighted at night.
On completion of said work herein contemplated all rubbish and debris shall be immediately
removed and the roadway and roadside shall be left neat and presentable and satisfactory
to the Department.

PARADISE BAY ROAD.
WHEREAS, The Board of County Commissioners of Jefferson
County may by resolution, per 36.75.270 RCW, prohibit certain
classes of vehicles on county roads, AND
WHEREAS, Paradise Bay Road in the vicinity of the Paradis e
Bay Community is not adequate for the routing of truck traffic,
AND
WHEREAS, Truck traffic can be routed along SR104 and Beaver
Valley Road as a safer route designed to handle truck traffic
NOW THEREFOR BE IT RESOLVED: That all through truck traffic

Paradise Bay Rd., South Bay Lane intersection
The relative positions of the roads are shown best on attached copy of CRP 292,
1967. The So. Bay Ln. (Ludlow Point Rd.) is platted to the west section line
of section 16, in the SW SW. It attaches to the Paradise Rd. via the old align-
ment of the Ludlow-Sugamish, the westerly portion of which was vacated in 1973.
The southerly connection was not vacated. The right of way of this old alignment
is 30 feet. See Road Waivers and Quit Claims vol., page 31. The establishment
data on this road (no. 30) shows a petitioned width of 30 feet-no established
width. The deed from Puget Mill also refers to 15 feet and 30 feet.
This road has not been surveyed beyond the original notes and the plat. There
are no surveys of the area showing the roads.
Pope and Talbot has not submitted a franchise to date.

After research and field inspection, the Public Works Department has determined that
a potential of 0.4 feet of water will stand in the ditch in front of the Seely residence.
This situation has existed for some time and has caused no known damage to the roadway.
Our records show no water from the ditch has flowed over the roadway due to the grade
of the ditch.
This intersection is currently rated number 29 among county intersections for reconstruc-
tion in the future, with the drainage being a part of the overall improvements. Our
records show two reported accidents on 5/21/78 and 4/21/84 at this intersection. Be-
cause the design of the future intersection is not yet complete, and the right of way
requirements have not been determined, improvements to the existing ditch, at this time,
would not be cost effective.
The erasion you mention on the bluff appears to be caused by sub-surface flows from
above the road. Evidence of the sub-surface flow is visible in the back slope of the
ditch, and is where the standing water is coming from during dry periods of weather.
The amount of water intercepted by the ditch appears to be a very small amount of the
overall potential of the sub-surface flow.
At this time, we do not feel that the county roads contribute significantly to the sub-
surface flaw in the intersection area.
A possible solution to the bluff erosion would be for you to construct a "curtain drain"
located on the uphill side of your property, with outfalls over the bluff. i recommend
that you contact a qualified engineer to assist in resolving your situation.
If you have any questions, do not hesitate to contact us.

When the county constructed the roadway in question, it was named the
Port Ludlow-Paradise-Shine Road and given a number for internal record control.
The number was used when signing the road because of the length of the formal
road name. I'm sure you will agree the name is too long for use on the sign
posts or in postal addresses.
As part of the county-wide addressing system, the road name will need to
be changed and shortened. County Road No, 6 or the Part Ludlow-Paradise.Shine
egun at the Ludlow road intersection and extends south to Highway 104, .
For continuity within addressing system only one name can be given to any road,

Re: Luminaire -State Highway #104 at Shine-Tala Point Road
Jefferson County, Washington
Gentlemen:
It has come to our attention through area residents that the traffic at the
intersection of Highway #104 at it's intersection with the road immediately to
the west end of the Hood Canal Floating Bridge that goes north to Tale Point,
is increasing heavily. Individuals living in that area who frequently use the
• road from Tala Point, Port Ludlow and other points along the Shine Road indicate
they are having problems with night visibility at the intersection.
Because of development activities along the Tala Point-Shine Road, there are
indications that this traffic will multiply extremely rapidly in the near
future. This road serves as the major entrance road for all vehicles coming
across the flood Canal Floating Bridge going to Port Ludlow. Our increased
development activities and the impending opening of our major golf course at
Port Ludlow will accelerate traffic flow through this intersection.
We sincerely request the examination by the State Highway Department of the
` feasibility of placing a large luminaire at this intersection. The luminaire
would provide for increased safety and aid in the night direction of traffic
to destinations along the tala Point-Shine Road. Eastbound traffic on Highway
#104 approaches this intersection at a high rate of speed inasmuch as a high
hill exists westerly of the intersection. Southbound vehicles on Tala Point
Shine Road are hard to identify by eastbound traffic on Highway 104 due to the
character of the terrain and vegetation at the intersection. The enhancement of
safety and ability to identify directional signs in the evening warrants, in my
opinion, serious consideration of immediately placing a luminaire as requested.
It is significant to note that power is available at this intersection at this
time from Puget Sound Power & Light Company.
We sincerely request consideration of this request. If a petition, signed by
area residents is advisable, same can be obtained. Would you kindly consider
our request and indicate to me your decision. Thank you for your cooperation.

land located north of the west approach to the Hood Canal bridge for
public use and enjoyment. Negotiations are underway with Puget Sound
Power and Light and Pope and Talbot, Inc., to allow development of
access and a public parking area on the south end of the beach. It is
our hope that you will permit us to clear and grade the eastern end of
road right-of-way, which terminates at the north
end of our tidelands in Bywater Bay. This will permit full public
utilization of this fine beach.
We would like to proceed with the above described work as soon as
and would appreciate early permission from you to undertake
the task.

I am the owner of property located on Hoods Head (some-
times referred to as Goat Island), Jefferson County. The major
portion of the property referred to as Hoods Head has been platted
by M. R. Wood under the plat name of Seven Sisters Beach. A number
of these platted tracts have been sold and some thirteen or fourteen
cottages built by the individual owners on the south side. None of
the property is accessible by road.
The purpose of this letter is to inquire if through your
county offices you would determine whether or not it is feasible to
build a road from the west shore of Hoods Canal across one or the
other of the two spits extending to Hoods Head and to what point in
the county road system it would be most practicable to connect a
road serving the Hoods Head properties. On the platted portion of
the Head itself you will see there is a dedicated road right-of-way
serving all of the platted tracts.
I have not approached or in any way contacted the owners
of properties on the west side of floods Canal from whom rights-of-
way would have to be acquired. If a determination could be made of
the most practical route for such a road, subject to your advice in
the matter I would be glad to contact the owners of the property to
be crossed. In addition, I would be glad to prepare a petition for
a road to be signed by the several Hoods Head property owners and
circulate the same preparatory to submission to your Board. x,
There are substantial reaches of waterfront property de-
sirable for residence purposes which could be opened up and tho value
thereof substantially increased by such a road project. It seemed to
the writer, however, that the first step in such a project would be
sufficient preliminary engineering to determine the best location for
such a road or roads. If your office could be of assistance to me in
this matter it will be greatly appreciated. You may rely on my co-
operation insofar as possible to carry the project to completion.

County Commissioners of Jefferson County have, pursuant to a resolution of
said Board, filed Application No. 2906 in his office for an easement for a
right of way for a public road over and across state owned lands in.

It further appearing to the said Commissioner that a duly attested
copy of a plat of the proposed right of way prepared by the county engineer

interests of the state to grant the easement herein requested, it is therefore

the road bed shall be reseeded by the Grantee to a grass mixture
it recommended by the local office of the Soil Conservation Service.

2. PROTECTION OF STREAMCOURSES
2-1 The Grantee shall take all precautions necessary to prevent
damage and disturbance of any streams or other bodies of water located
along, across, or adjacent to the right of way identified herein
Such precautions shall include, but shall not be limited to, the
following:
I. No logs, trees, or other debris shall be felled into, skidded
across, or accumulated within a streamcourse or other body of
water.
2. The operation of equipment within a streamcourse or other body
of water or on the banks or shores of the same shall be held
to a minimum.
3• BRUSH AND WEED SPRAYING
3-1 In the event the Grantee elects to kill or control the growth of
weeds and/or brush by chemical treatment within or in proximity
to said right of way, he shall use only those chemical agents, the
container labels of

State Department of Agriculture, and such use shall be as directed
by said labels.
4. PRESERVATION OF SURVEYS
4-1 All legal subdivision survey corners and witness objects are to be
preserved. If such are destroyed or disturbed, the Grantee shall
re-establish same in accordance with U. S. General Land Office
standards at his own expense. Those corners that must be necessarily
disturbed or destroyed in process of construction must be adequately
referenced prior to removal of the corner and/or witness object.
Grantee shall record these references in the respective offices of the
local County Engineer and the Commissioner of Public Lands.
5• HAZARD TREES
5-1 Trees located outside the limits of the right of way herein granted
which become a hazard to the use and maintenance of the road may be
removed upon obtaining the written consent of the State, and payment
of the appraised value thereof.

the "application for a water works system franchise" of Jefferson County
Water District No. 1 of which application notice was duly given pursuant to
RCW 26.55.040, and all of the commissioners being present at such meeting,

This portion of County Road No. 8 was established in 1909 and has been f
resurfaced many times since. The most recent revision of this road was accompp
lashed in 1967, at which time the road was relocated across the same ownership
on a lew location. At the time that the new right of way was acquired, Pope
and Talbot agreed that the new right of way would be given to the County
provided that the old unused right of way was vacated. At that time the tole-
phone and electric utilities occupied the old right of way making it impractical
to vacate.
At this time the utilities have been moved. This road is not serving
as a part of the county road system and the public will be benefited by its y
vacation. Therefore, I recommend that this road be vacated. n ;

way of any primary state highway any platform, box, stand or any other temporary or permanent device or structure used
or to be used for the purpose of receiving, vending or delivering any milk, milk cans, vegetables, fruits, merchandise, produce
or any other thing or commodity of any nature unless a permit therefor shall first have been obtained from the director of
highways. The director of highways shall in each instance determine where any platform, box, stand or any other tempo-

This Agreement is between JEFFERSON COUNTY, acting by the
Board of County Commissioners, hereinafter referred to as the
"COUNTY"
and BETTE JO JOHNSON, hereinafter referred to as "JOHNSON".
WHEREAS, JOHNSON is the owner of and resides on Lot 6 of
Block 1, Shine Plat, Vol. IV Pg. 15 of P1ats,Jefferson County,Washington,
and
WHEREAS, JOHNSON wishes to construct a fence encroaching
upon COUNTY right of way adjacent to said plat, and to construct a road
approach and vegetative

" Jefferson County Department of Public Works would like you to
take into consideration some traffic safety items when you plan
your contracts for SR 20 and 101 improvements. '
On SR 20 there is need for improved sight distance on the North
side of the SR 20 - Anderson Lake Road intersections. I feel
with some minor earth excavation and vegetation removal the
problem could be corrected, there is also a sight distance
problem at the intersection of SR-20 and Fairmount Hill Road and
this also could be corrected with some minor vegetation removal.
At the Fairmount Road and SR-20 intersection near Discovery Bay
there is a
problem. If a deceleration toper with a
better turning radius could be constructed it would improve the
intersection as far as traffic safety is concerned.'.
C I looked at your Highway 101 improvement section and found only
yt one item that I feel would help Jefferson County. The
ff intersection of 101 and Canal View Road at M.P. 310.83 needs a
deceleration taper and a better turning radius. The present
intersection does not have any deceleration taper and traffic
must slow down in the travel lane so they can make the turn.
I would appreciate your giving these items consideration when you
design these coming projects. If you have any questions please
