Lear Mr. Stocker,
In regards your request to have the gravel removed from in
front of your drive, I have been informed by Bill Arey, Road
Superintendent, that the road was graded and the gravel pile move
out of the driveway.
The road is not scheduled for oiling this year. The oiling
list for next year has not been compiled, but your request for
oiling will be brought to Mr. Arey's attention, for possible
inclusion on next year's list.

In regards your request for information about the road adjacent to the Hood
Canal Bridge, leading from the Paradise Bay Road to the Puget Power substation,
I have found the following information:
The road is called the Termination Point Road and is shown on our county road
log as number 505109. The log also shows that the road is 0.20 mi-long, which
ends at the substation entrance. The road originates on the Paradise Bay
road at M.P. 5.97.
I am unable to find any information regarding the width or establishment of
the road. The majority of the road is on State Highway R/W and then on
Puget Power's Tax 8 property.
If you have further questions, please contact me. I am enclosing a copy of
the State Highway map for your information.

A check of the Jefferson County records and a call to the daughter of the
original developer resulted in the following:
1. There is no County road connecting to the platted roadway shown on
the plat leading off the Island.
2. The original Government Land Office survey notes (County's Copy) have
meander corners set on the east line of Section 26Qn both the north and IT
south side of the spit. These two meander corners are joined by government
traverses around the lands in Section 25, indicating that at the time of
the Government survey the spit was considered uplands. The spit, therefore,
was a land connection, and the Seven Sisters platted road would terminate
at the owner's west property line (West line Gov. Lot 2, Sec. 25, T 28N, F
R 1 E W.M.).
3. The 60 ft. R.O.W. along the north line of Sec. 35 lies entirely within
Section 35, and terminates at the meander line.
As stated in item 1, above, there is no connection now between these two roads.
I have not been on the ground in that area to know whether a connecting road is possible.
There is a strong probability that the owners of Seven Sisters Plat rots would not want a
public access even if it were feasible.
I have not enclosed copies of the maps as I am sure you are familiar with the c
area. If you want to see the maps, drop into the office during working hours and we will
get them out for your inspection.

To the Honorable Board of County Commissioners,
of Jefferson County, Washington,
Gentlemen:
I beg to report that the preliminary survey for road
between Shine and Thorndyke Bay has been completed, and a de-
scription of the route follows:
Beginning at a point in the Shine-Thorndyke trail on
the westerly side of the vuget Mill Company'a Bangh, and about ore
mile from an intersection with the Shine road, running thence
Southwesterly for a distance of 23,956 feet (approximately 4.54
miles), and ending at a point on the beach of Thorndyke Bay.
From the Shine end, the line ascends a hill for a
distance of about 4600 feet on an average grade of about SO,
reaching the first high point at an elevation of 374 feet above
sea level (datum assumed). Thence, by a rolling grade, the line
drops to an elevation of 265 feet in a distance of 3500 feet:
Thence ascending; to an elevation of 410 feet in a distance of 2800
feet. Thence by a rolling grade to an elevation of 415 feet in
a distance of 4700 feet. Thence by an easy descending grade for
a distance of 3000 feet. Thence with an average descending grade
of about 8% for a distance of 4000 feet. Thence with an average
descending grade of about 5% for a distance of 1300 feet to
end of line.
From the Shins end, the first 11. miles runs through a
tract which has bsen logged and burned, then continues for a die-
tance of about 1K miles through green timber, and lj miles of
open country (lo.... ei and burned) to the end.
Thrrugh the green timber, the clearing will be heavy,
and grubbing and grading will be heavy over the entire route.

Dear Sir:
Some time ago I was in your office in regard to a piece of
property at Port Ludlow on the old Shine Road at Ludlow Creek,
which I own.
This had to do with the removal of the Bridge and the construc-
tion of a fill on County Road Project x#119, of which you very
kindly gave me a drawing or map.
I was concerned about the corner of the property which was ad-
jacent to the old Bridge - also a triangular piece across the
present roadway at the North end of the property which the
County did not use. At the time I was in your office, we dis-
cussed both pieces and you suggested I trade Pope & Talbot the
piece or triangle, at the North end, for the corner or piece
by the new fill, in the event the County vacated same. Upon
part we thought belonged to Pope & Talbot is the North end of
the old Bridge site and the property of Jefferson County, as
the new fill or road Project #119 is West of the old Highway
or Bridge.
Please check this at your convenience, and if this is true and
Bridge site belongs to Jefferson County and there is some way
I can acquiZe it - before or after it is vacated - I would ap-
preciate it very much, as it would bring my corner line up to
the present highway.

Attached is a Quit Claim Deed dated February 8, 1973 deeding to the
County of Jefferson, the re-alignment of the Teal Lake right-of-way for
road and utility purposes. Would you kindly process this deed.
Our records indicate that the County preferred to draw the description and

Dear Mr. White: In the Squamish Harbor area of Jefferson County (Gov. Lot 2, Sec. 33, T 28 N,
R. 1 E., W.M.) there is a remnant of a pioneer road that runs between County -
{ Road N8 (Teal Lake) and State Highway 104. At one time, the road was on the - ..>,.;
southerly end of the Teal Lake Road, formerly called Squamish Harbor Road
No. 30.
County records show this as a regularly established county road. It was a
county road until it was replaced by the Shine Road and State Highway 104.
When State Highway 104 was built, this short section of road was cut off by
the Limited Access Highway 104 and was abandoned as a county road. A new
connection to the Teal Lake Road was made via Shine Road.
Mr. David Townsend, one of your local staff, has requested that a determination
of the status of this road by made by the county.
The right of way for this old road carried the following condition:
' "The right of way, herein granted is only to continue during such time
as the said road shall be actually maintained and used as a public county road _ .,
and in case of the abandonment or change of location of the same, the
easement hereby granted is to be determined and ended.
Jefferson County has no further rights in this short section of road. The enclo-
sed map indicates current county road status in that area.

I read the report that was done for you by Northwestern Territories' Inc.
I wish to state that the present ditch is adequate to protect the
County road. The recommendations in this report go beyond what is needed
by the County for road protection.
The County does not have sufficient right of way to construct a ditch that
is two feet deeper than the present ditch, as recommended in the report.
If a ditch of this type were to be constructed, additional right of way
would be needed, and the property owners would have to pay for the cost
of construction.
One thing that could be done is to determine the depth of the subsurface
water and install a subdrain (curtain drain) that would intercept the
water and then it could be diverted to a natural drainage.

DRAINAGE AND BLUFF INSTABILITY PROBLEMS
THE HICKS PROPERTY
NEAR HOOD CANAL BRIDGE
General: On January 16, 1987, Norman A. Dixon of Clark Associates,
A Division of Northwester
, made a geological and
engineering evaluation of the Hicks property located on Shine Road about a
mile west of the western terminus of the hood Canal Bridge. This waterfront
property of some seven acres
jointly owned by Edward Hicks and his two
brothers, and has been in the family since the early 1900'x. A
ocation map and property plat furnished by Mr. Hicks is included with the

1. deepened two feet for about a 500 foot length north of the Hicks
property, as shown in Photos 1 and 2;
2. lined by concrete culvert sections (or other method to seal the ditch)
at least for the bottom two feet along this same reconstructed portion
of the ditch; and
3. blocked off at the two pipe sections presently diverting water directly
from the ditch to the Hicks property.
Since such a ditch reconstruction would be of benefit primarily to the Hicks
family, an offer by the Hicks to cost share this work is likely to gain a
better chance for County approval of the project. No grade problems are
anticipated along the reconstructed ditch alignment since, as can be seen in
Photos 1 and 2, a sharp drop-off in elevation occurs just west of the -
property. Successful completion of the ditch reconstruction should help to
substantially reduce surface ground saturation on the Hicks property during
the wet time of year. This single measure should also' help dry up some of
the areas most favorable for on-site sewerage disposal systems and for
building sites. It should be emphasized, however, that even though surface
waters can be successfully diverted from the property, deeper subsurface
water infiltration into the ground water system cannot be prevented as a
practical measure. If these ground waters re-emerge, for example, onto the -
property in some areas due to impermeable clay layers lying closely beneath
the surface, other special drainage measures or selective on-site wastewater
disposal methods such as mound systems may be feasible.
Slide Problems Along The Bluff : The Coastal Zone Atlas of Washington has
designated about a mile-long section of the west Hood Canal coastline, south '
of the Hood Canal Bridge, as having critically unstable slopes (i.e. see
enclosed map). The Hicks property is located on the southern end of this
designated critical slide area.
Photo 3 shows a typical shoreline and bluff section along the Hicks -
waterfront. As can be observed, active sliding has taken place (some
recently) along most of the 35 foot high bluffline, which constitutes the
south boundary of the property. Most of this sliding is associated with
failure planes developed on or within a major clay stratum which comprises
portions of the bluff throughout this area of the coast line. When water
from any source saturates potential failure surfaces within this clay
formation, increased pore pressures reduce the effective stress along the
failure plane to the point where failure occurs, which invariably results in
numerous slides. The resulting slide debris at the base of the bank, which
would ordinarily provide a stabilizing toe buttress to the bluff, is
eventually removed by high tides and wave action. This sets up conditions
for renewed sliding to take place.
Suggested Remedial Bluff Treatment to Retard Further Slide Activity: The
control of excessive surface runoff by ditch reconstruction as heretofore U
described, will appreciably reduce surface water flow on all areas of the
Hicks property. This, in turn, will reduce the amount of water infiltration

into the ground, which eventually ends up in the bluff areas where pore
pressure buildup within the clay layers has prompted much of the past slide
activity. A substantial reduction of at least this source of water will
play a desired role in reducing future slide activity along the bluff.
An additional measure which would substantially slow down the slide activity
would be the construction of a low sea wall along the bluff toe just in
front of the slide debris. By protecting this accumulation of material from
high tide erosion with a wall some four feet in height, a supporting toe
buttress can be maintained against the foot of the bluff. Such a natural .
buttress at this particular location can have a stabilizing influence on all
slide affected areas, thereby greatly reducing the overall rate of
escarpment retreat
If a sea wall were to be constructed, permanent buildings should still be
located no closer than 100 feet of the bluff edge. If a sea wall is not
constructed, permanent building structures should not be located closer than C
150 feet from the bluff edge.

to perform work as described on the reverse of this document.
This permit is conditioned upon Applicant's compliance with the general provisions set out
herein, and any special provisions attached hereto.
GENERAL PROVISIONS: In case of any damage to said streets, avenues, alleys, roads, high-
ways, turn-outs, gutters, ditches, wood or concrete walks, drain pepes, hand or embank-
ment rails, bridges, and any and all other appurtenances by the Grantee, the said Grantee
agrees to repair such damage at the earliest time possible 'at his own cost and expense.
The Grantee, its sucessors and assigns, agrees to protect Jefferson County and save it
harmless from all claims, actions or damages of every kind and description which may ac-
crue to or be suffered by any person, persons, or property by reason of the performance
of any such work, character of materials used or manner of installation, maintenance
and operation, or by the occupancy of rights of way by the Grantee; in case any suit or
action is brought against the County for damages arising out of or by reason of any of
the above cause, the petitioner, its sucessors or assigns will, upon notice of commence-
ment of such action, defend the same at its sole cost and expense and satisfy any judge-
ment arising therefrom if determined adverse to the County.
During the progress of the work such barriers shall be erected and maintained as may be
necessary or as may be directed for the protection of the traveling public; the barriers
shall be properly lighted at night.
On completion of said work herein contemplated all rubbish and debris shall be immediately
removed and the roadway and roadside shall be left neat and presentable and satisfactory
to the Department.

Gentlemen,
- I wish to call your attention to a dangerous section of County
road at the community of Shine. I own approximately 500 feet of front-
age between Hugh Lytle and the old Watney house (800 Shine Road, I
Presume) which consists of fairly high bank, extending east to include
Mr. Lytle's frontage also.
Despite the very stable sub strata, winter storms are causing
erosion virtually into the edge of the road right of way. I have spoken
to people in the Roads and/or Public Works Departments over the past
2 years and was advised that the problem was well known to them and that
they planned to install riprap to stableize the bank.
Riprap was installed years ago but not extensively enough and not
with large enough rocks. A few spots still hold but the smaller pieces
have been taken out onto the beach by the wave action and left the
bank exposed.
In my opinion this action must be done before another winter
season. Again, let me state that the bank is very stable material if
the base is protected with large enough rocks installed at an adequate
height.
I write with full appreciation of your many problems and with the
urgent desire that you will be able to proceed to arrest this erosion.

SUPPLEMENTAL AgREENENT
TO AGREEMENT NO. GO-648
This supplemental agreement, made and entered into this 2;?",Y day of/Ucvcmbe?
1960, by and between the State of Washington, Washington State Highway Commission, acting
by and through the Director of Highways, hereinafter called the "State" and Jefferson
County, acting by and through the Board of County Commissioners and hereinafter referred
to as the "County".
WITNESSETH
WHEREAS, the State and the County entered into Haul Road Agreement Number
GC-648 March 16, 1959 providing for the State to use County Road Number 6, Shine Road,
as a haul road in the construction of the went approach to the flood Canal Floating
Bridge, Contract No. 6151, and,
WHEREAS, during the use of the haul road by the State for said construction,
two miles of the haul road's light bituminous surface was damaged by the heavy trucks
and the surface on one thousand feet (10001) thereof completely destroyed as well as the
sub-grade and drainage facilities, and,
WHEREAS, it is to the mutual benefit of the State and the County that the county
construct the necessary repairs on the road to repair the damages caused by the Statue
use thereof as a haul road at State expense.
NOW it is agreed by and between the parties hereto as follow
For the following consideration by the County, the State agrees to pay the County
seven thousand seven hundred five dollars ($7,705.00), which shall be the total amount
due the Count; from the State for the performance of all necessary repairs to the road
resulting from the use of the road as a haul road by the State and said $7,705.00 shall
jbe paid to the County by the State at the earliest convenient date'

For the above consideration
by the State, the county agrees to perform all the
necessary repairs to the road to correct the damages caused
by the State's use

It is further provided that no liability shall attach to the State by reason
entering into this agreement, except as

portion of the performance of this agreement.

Dear Mr. Wolfe
The County Engineer and the Road Supervisor recently made an inspection
of the drainage problem on your road near Shine. They have telated their
findings to me and I have tried to represent them
The drainage water is coming down an old logging road which appears to be
on property owned by Pope and Talbot. It then seeps over to your road causing
the trouble to which you must have referred, However, there is a ditch ]song
the upper side of your road leading to an eight inch
out two hundred
feet along your road. The ditch was clogged and the culvert plugged, and it
was the opinion of the Engineer that if these were cleaned out your drainage
problem would be solved.
It would be a relatively simple matter to clean out the ditch and culvert
brut since none of the drainage is coming from the county road it would be poor
policy for the county to do this work on private property. We feel that it
wand be much better for you to hire this work done privately, and should cost
berg little.
Since your last visit here, Mr. Wilder has left us to become County Engineer
of Thurston County, our new Engineer is Mr, Edwin A. Becker who was formerly
with the State Highway Department. He was Engineer in charge for the state on the
Hood Canal Bridge approach construction now in
him your plan to have acme gravel hauled on your road during the surfacing operations
for the state. Fie felt quite aura that you would be able to make such arrangements.
The approach road contract is progressing very slowly now due to the wet weather.
The gravelling operations will likely not take place
next summer or late spring.

Construction Company as a haul road for the went approach

Bridge. This is an old road serving local traffic to the beach area this
road had been built up over the years until it had a good riding light bit-
ominous surfaces the roadway is narrow with a 16 foot width
surfacing

Because of the numerous complaints we have received in regard to the
condition of the roadway, I undertook to partially repair this roadwny with
bituminous plant mix of an actual coat of $1830.00 paid to Pacific Sand and
Gravel Co. on September 9, 1960. This is only partial repairs and it will
cost the county an estimated $3000.00 to restore the road to its original
condition.

County should receive factual consideration of the expense involved. Actual
costa to the county on this road will be in excess of $7500.00.
As there should be no more hauling over this road by the state Contractor,

This supplematai agreement, made and entered into this day of
19609 by and between the State of Washington, Washington State Highway Commission, acting
by aril through the Director of Highways, hereinafter called the "State" and Jefferson
County, acting by and through the Hoard of County Commissioners and hereinafter referred
to as the "County".
WITNESSEth
WHEREAS, the State and the County entered into Haul Road Agreement Number
OC448 144roh 16, 1959 providing for the State to use County Road Number 6, Shine Road,
as a haul road in the construction of the west approach to the Hood Canal. Floating
Bridge, Contract No. 6151, and,
MM US, during the use of the haul road by the State for said construction, f
two miles of the haul road's light bituminous surface was damaged by the heavy trucks
and the surface on one thousand feet (10000 thereof
completely destroyed as wall as the
sub-grade and drainage facilities, and,
WHERSAS, it is to the mutual benefit of the State and the County that the County
construct the necessary repairs on the mad to repair the damages caused by the State's
use thereof as a haul road at State expense.
NOW THEREFORE, it is agreed by and between the partiea hereto as followas E
For the following consideration by the County, the Stag agrees to pay the County
seven thousand sewn hundred firs dollars (87,705.00), which shall be the total amount d
due the County from the State for the performance of all necessary repairs to the road t
resulting from the use of the rand as a haul road by the State and said 87,705.00 shall r
be paid to the County by the State at the earliest convenient date,

For the above consideration by the states the County agrees to perform all the
necessary repairs to the road to correct the damages caused by the State's use as a
haul road for the lump sum amount of $7,70$.00.
It Is further provided that no liability shall attach to the State by reason of
entering into this agreement, except as expressly provided herein and the county does
hereby release and agree to save and hold the State harmless from all causes of action,
suits of equity, or claims or demands, or from any nature growing out of the Countyts
portion of the performance of this agreement. i

Your letter regarding the condition of the Shine cutoff turn has been
received and noted.
As you may be aware, the state is opening bids tomorrow, May 12th, for
the construction of the approach road to the Hood Canal Bridge. Plans for
this project include new approaches to the various county roads in this
area. It is expected that work on this project will be started in a very
short time.
Any money spent on the section of road to which we believe you refer
would be wasted as it would probably be torn up in a few weeks. The residents
of the area will no doubt suffer some inconvenience during the construction
period but the county roads will be returned to good condition as it becomes
feasible.
