The department may set minimum prices that will be accepted for any item of- fered for sale at public auction as herein provided and may prescribe terms or conditions of sale and, in the event that any item shall be offered for sale at such auction and for which no satisfactory bids shall be re- ceived or for which the amount bid shall be less than the minimum set by the department, it shall be lawful for the department to sell such item at private sale for the best price which it deems obtainable but at not less than the highest price bid at the public auction. The proceeds of all sales under this section shall be placed in the mo- tor vehicle fund. (2) The department may issue permits to residents of this state to remove specified quantities of standing or downed trees and shrubs, rock, sand, gravel, or soils which have no market value in place and which the de- partment desires to be removed from state owned lands which are under the jurisdiction of the department. An applicant for such a permit must certify that the mate- rials so removed arc to be used by himself and that they will not be disposed of to any other person. Removal of materials pursuant to permit shall be in accordance with such regulations as the deportment shall prescribe. The fee for a permit shall be two dollars and fifty cents which shall be deposited in the motor vehicle fund. The department may adopt regulations providing for special access to limited access facilities for the purpose of re- moval of materials pursuant to permits authorized in this section. Your letter regarding the above referenced road presents a valid case for getting some work done on the road. There are some problems on the alignment that will need to be worked-out before any substantial can be done. The road has received a minor shot of dust palative, but it was done in cleaning out the asphalt distributor. The county will put a rotor grader on the road to establish the drainage ditches and roadway shoulders. The regraded road will also receive a lift of crushed surfacing. Sandstrom Engineer and Dir. of Public Works Jefferson County CourtHouse' Port Townsend, Washington 95365 Dear Sir, This letter is being written as a follow-up to several phone calls to the County Engineer's office by Mrs. Heinaman and myself requesting the County provide proper repair and maintainence of the county road that } runs from the West Valley Road on up the hill and is known as the "Old Eaglemount Road." Last fall when the county graded this road they put on an excessive amount of river-run rock and since the road runs up a steep incline, this river-run rock would spin out from under tires and as a result, the road has deteriorated badly. out two weeks ago, after I made a call to the Engineer's office and talked to a Mr. Gary Rowe, he assured me that he would contact the Hadlock District Road Supervisor and have him look at the road. A couple of days later oil was sprayed on the road without first grading it. The oil was so thick that for two days it was practically impossible for cars to get up the hill. Some cars had to park and residents had to walk a half-mile to their homes. There are now ten (10) families who are served by this road. We do need a properly maintained road that will permit easy access of fire equipment and permit the property owners access to their property and homes without tearing up their automobiles. Beginning this fall there will be five school children being served by this road. It is requested that the County take action to repair and maintain this road properly. If' at all possible when it is graded, would the County put on chipped rock, rather than river-run? This would adhere to the in- cline better and make a better surface than the river=run and hold the sur- face much longer. On three different occasions my wife and I have filled chuck-holes and raked loose rocks off the road to try and make it easier to get our auto up the hill without tearing it apart. We feel the road is so bad now any efforts we make to fill chiick-holes are in vain, as after 3 or 4 cars come up the hill, the rocks are spun out of the holes.
