Sanstrom, DIRECTOR March 17, 1983 Mr. Ross Witter 171 Embody Road Port Ludlow, WA 98365 Dear Mr. Witter, After examining the drainage problem at the Embody Road intersection with County Road 12, my conclusions are as follows: Puget Power has diverted, by ditch construction, water which would normally have flowed away (north) from Embody Road. The 18" Culvert across County Road 12, and the 1211 culvert across Embody Road should be adequate to F handle normal water flow, The substation run-off may be contributing significantly to drainage problems during times of heavy rainfall. The basic problem, however, lies in the installation by the property owner of a 4" drain to handle culvert run-off. The 4" drain in inadequate, and conseauently, improper drainage across the property has resulted. I do not see any reason at this time to construct ditches along Embody Road, which in this case would have to be exceptionally deep. Our concern stems from a recent article that in the July 8, 1987 Port Townsend Leader. The article discusses the County's six-year road Improvement plan and lists in order of priority, some of the 22 projects that comprise the plan. The sixth project IIated, and thus we assume the sixth highest County-wide priority, is the $60,000 "improvement and widening" of Reuben Johnson Road scheduled for 1988. It is clear that public input, or at least input from those of us who live on the road you seek to improve, played no part in the formulation of these plans and priorities. We are therefore taking this opportunity to state our unequivocal opposition to this project and to provide you with some of our reasons. First, and perhaps most obvious, is the fact that Reuben Johnson road is a mere quarter of a mile long with only four households currently living along Its entire length. You will recall that at a community meeting where the project was discussed and where families representing the entire length of the road were present there was a general consensus and understanding that there would be a bicycle path along the entire project. The West Valley Road is becoming a community of families settling on small acerages and many children use the road. In the interests of safety the road requires a well marked path for cyclists and pedestrians. We trust you will reaffirm your support for the bicycle-pedestrian path.
