The SEM method can be somewhat more specific for asbestos and more sensitive to thin fibers than PCM, but less so than TEM. II is also less expensive and time-consuming than TEM. At present, however, no standard measurement protocol is available for SEM. As a result. it has not been systematically evaluated nor has the retiabilily of SEM measurements been established. EPA acknowledges that all three methods are used in air testing for. the purpose ot releasing abatement contractors. However, oniy PCM and TEM have standard methods and testing programs. A standard method has not yet been developed tor SEM. While TEM is technically the method of choice, PCM is the only option in many localities. 6.4.2.3 Recommended Test Specifications Regardless of the microscopic method for measuring asbestos. identitying homogeneous work sites Is the first important step in the process. APPENDIX E Ferris Rating Index Asbestos Risk Assessment Since only airborne asbestos is a health hazard, likewise, not all asbestos in a building needs to be arbitrarily removed. Removing it will always ellminate the problems once and forever, but if the cost or logistics are prohibitive, other methods of control can be considered. To do so the composition of asbestos, its location and condition as well as the degree of damage should be used in arriving at a decision regarding what should be done. The Ferris rating scheme developed by Dr. Benjamin Ferris at the Harvard School of Public Health facilitates these decision-making processes. In the Ferris rating scheme, the Ferris Index equais an expression made up of the variables expressing accessibility, condition, friability, location, and percentage of asbestos. Ferris Index = (A + C + F + L) x P A Accessibility C Condition F Friability L Location P Percentage Now for some definitions and the assigning of some values. Accessibility is the ease with which the asbestos fibers can become airborne as a consequence of the architectural design, the location of the asbestos, or the activities which are occurring in the building. lt is rated I to 4 as follows: totally enclosed O.e., behind a suspended ceiling) inaccessible, beyond the reach of the population using the building E-I 'BUDGETINFORMATION'..
