presented by the WSAC Staff to the WSAC Executive COllIIIlittee. They are
attachsd for your infonnation. Fran this presentation the Executive
COllIIIlittee voted to recommend the 10-10--40-40 Fonnula (column 4) to the
1981 Legislative meeting of the WSAC in Olympia, November II &: 12.
Spokane County Canmissioners will be sending additional infonnation to

discovery of unsuitable material and having to leave it over the
winter with minimal drainage causing some of the work to be done
virtually twice. Normally the exposed unsuitable material, in
this case inorganic clays and silt lenses, would have been
removed to a depth below sub-grade, covered and sealed from
moisture and work would have proceeded. Unfortunately, this
project got started late in the season (September) and the
unsuitable material was not found until the first week of
October. As the work of removing and replacing the material was
progressing, a heavy storm occurred causing the material to
become saturated. Because of poor drainage, it was decided to
leave the area over the winter and finish the project in the
spring. It was discovered in the spring that some of the
material had become contaminated and had to be removed and
replaced again.
I hope this helps you understand the increase in cost of this
project. Having witnessed the progress of the project, I knew
that the cost was going to be higher than originally estimated,
but did not expect it to rise more than 25%. Unfortunately, by
the time I realized it had, the project was completed.

Public Works recommends that the advertising time for the above
referenced project be reduced from three weeks to the minimum
allowable by State Statute.

passed to obtain the construction funding from F.H.W.A. through
W.S.D.O.T., and to maximize the amount of anticipated good

Bay Road between Yew Street and Pine Lane, research shows that
the right of way was platted at 30 feet from the center line (an
overall width of 60 feet). I cannot give you absolute assurance
that the road lies in its center line, although it is probable
that it does.

Jefferson County Department of Public Works is interested in
obtaining information about your Fleet Management computer
software.
The Public Works Department manages all the equipment for the
Road Department, Motor Pool, Landfill, and Sheriff's Department.
The county does all the maintenance and repair of the fleet with
the county personnel at one shop.
There are about 150 pieces of equipment ranging from small cars
to graders and dump trucks. We need a computer system that will
help track costs of fuel, parts, labor, maintenance, and repair
of each piece of equipment. We would also like to be able to
maintain a record of parts on hand.

and particulars on the types of computers for which is was

Dear Mr. Bushman,
I want to thank you for the copy of "Condition and Corrosion
Survey on Corrugated Steel Storm Sewers and Culvert Pipe".
I worked for the U.S. Forest Service for 26 years and during
that time Was involved with the design and use of metal culverts.
While working for the Forest Service I aided in a study that was
conducted by the Washington State Dept. of Transportation on the
corrosion of metal culverts.
On the West Coast and especially the Pacific Northwest
Coastal area we have soils that are highly acid (Ph as low as
3.6). I have found that plain galvanized culverts will show
pitting on the outside as early as 3 years when the Ph of the
soil is 6.5. I have also seen culverts that were perforated
within 6 years of installation.
Between 1970 and 1985 I tested over 500 different soils
before culverts were installed and found that most of the coastal
area has a very low Ph (below 5.6) and the water with a Ph of 6.5
to 7.0.
I noticed that the majority of your test sites were in the
East with only tour in the West. I believe that some test sites
should be set up on the coastal areas of Washington, Oregon, and
California.

Public Works has completed checking the bids submitted for the
above referenced project, and recommends that the Board of County
Commissioners award the contract to the low bidder, W.C.
McKasson, Inc., of Shelton, Washington, for their bid of
$86,7'14.90.
The bid exceeds the engineers estimate by 16.5%. However, the
reason for the difference is that the project is located in an
area that requires long hauls for various components of the
project and not because of a non-competitive bid situation. The
W.S.D.O.T. State Aid office concurs with this recommendation.

Dear Sir:
I have investigated your claim for the damaged pedestal. I found
that the brush and grass covered the pedestal so that it could
not be seen from the road.
It therefore was not operator negligence and Jefferson County
will not pay for damages.
The problem seems to be widespread in other areas also. If the
utility companies will either cut the brush and grass in the area
or mark the pedestals so that they may be seen from the road
shoulder this damage could be reduced or eliminated.
Until the utility companies make the pedestals visible so
equipment operators are able to see them, Jefferson County will
not pay for damages done by our mowing and brush-cutting
activities if it is found that there is no negligence on the part
of the operator.

Dear Bob,
Jefferson County received only three (3) bids for the
construction of the Leland Creek Bridge Replacement contract.
The low bid was $12,315.25 (16~ %) over the Engineer's Estimate
of $74,459.65.
I have reviewed our estimate and the low bid. I feel the reason
for the difference is our estimate was based on state average bid
prices and this project is located in an area where there will be
long haul distances for concrete, base rock, and other supplies.
I therefore feel that the low bid at $86,774.90 is a good price
and the contract should be awarded.
